Many efforts in implementation
The leader of the Department of Industry and Trade said that, based on Resolution No. 136/2024/QH15, from September 2024 to June 2025, the Department of Industry and Trade will advise the City People's Committee to develop a Project to establish a Trade Zone and submit it to the Prime Minister for issuance of Decision No. 1142/QD-TTg dated June 13, 2025 on the establishment of the Da Nang Trade Zone with a scale of about 1,881 hectares at 7 non-adjacent locations.
To soon put the Trade Center into operation, the Department of Industry and Trade coordinated with the branches to advise the City People's Committee to issue Plan No. 07/KH-UBND dated July 21, 2025, including 10 task groups and 44 tasks assigned to each unit, and at the same time assigned the leaders of the City People's Committee to be in charge and monitor; organize monthly meetings to review progress and remove difficulties.
Under the direction of the City People's Committee, departments and branches will deploy many key tasks in 2025, in which the Department of Industry and Trade will build new mechanisms and policies for the Trade Zone.
Because the model of the Trade Zone was first mentioned in Resolution No. 136/2024/QH15, the incentives are still cautious and do not create international competitiveness.
Meanwhile, Resolution 226/2025/QH15 on a special mechanism for Hai Phong and the draft amendment to Resolution 98/2023/QH15 for Ho Chi Minh City both allow for the application of more flexible policies.
Therefore, to ensure policy consistency and promote the advantages of Da Nang, the Department of Industry and Trade advised the City People's Committee to propose allowing the application of a similar mechanism to Hai Phong. However, according to the Ministry of Justice's assessment, the policy is under the authority of the National Assembly.
The Department of Industry and Trade continues to propose 21 specific policies to be submitted to the National Assembly for approval at the end of 2025 session, and at the same time amend the entire Resolution No. 136/2024/QH15.
At the same time, the Department of Construction consulted on adjusting the planning at the locations of the Commercial Area according to Decision 1092/QD-UBND dated August 22, 2025.
Agencies such as the Management Board of High-Tech Parks and Industrial Parks, the Department of Foreign Affairs, the Investment Promotion Center, the Department of Industry and Trade and related sectors promote, advertise, build documents, VR360-BIM/GIS videos and work directly with many investors.
The Management Board of High-Tech Park and Industrial Parks submitted to the City People's Committee for approval of the investment policy for infrastructure of the functional area at location No. 5 (90ha).
The Department of Finance arranges public investment capital for technical infrastructure and traffic; the Management Board of Priority Infrastructure Investment Projects in Da Nang prepares to invest in connection projects and resettlement areas.
The Department of Home Affairs advised the City People's Committee to supplement the staff for the Management Board of the High-Tech Park and industrial parks to ensure the apparatus to carry out activities related to the Trade Zone; the Customs Branch of Region XII proposed guidance on customs procedures.

Regarding the Vietnam International Financial Center (IFC) in Da Nang city, the Department of Finance said that the City People's Committee has established the Vietnam International Financial Center Advisory Council in Da Nang according to Decision No. 1133/QD-UBND dated August 22, 2025, and at the same time issued Plan No. 86/KH-UBND dated September 18, 2025 on secondment and assignment of human resources to test the operation of agencies under the IFC to advise and prepare conditions for infrastructure, human resources and organization of the international financial center's operating agency in Da Nang.
Regarding facilities, the Management Board of Investment Projects for Construction of Civil, Industrial and Technical Infrastructure Works is renovating floors 1, 5, and 6 of ICT 1 building, Software Park No. 2 to arrange the headquarters of the International Financial Center; surveying the implementation plan of a 20-storey building according to the smart model.
The Department of Science and Technology coordinates the deployment of telecommunications infrastructure, ensures 5G, designs server systems, storage, and building monitoring. The website system integrating one-stop services has been completed, ready for open data connection.
Regarding human resources, the Department of Home Affairs develops an organizational structure plan, recruitment roadmap and works with CEO candidates. The Department of Finance coordinates with the World Bank International Financial Center to organize a seminar on priority areas of the Vietnam International Financial Center in Da Nang city and with the University of Economics (Danang University) and Techcombank to conduct in-depth training.
The City People's Committee has signed 20 international cooperation memoranda, sent letters of interest to investors and directed specialized departments to complete the draft operating regulations, criteria for strategic investors, member admission process, set of evaluation standards and estimated operating expenses of the international financial center management agency for the period 2025 - 2026.
Leaders of the Department of Industry and Trade and Finance proposed many key solutions for the next phase to effectively implement the Da Nang Trade Zone and the Vietnam International Trade Center in Da Nang city.
At the working session, the Standing Committee of the City Party Committee, leaders of the City People's Committee, departments and branches gave comments on some key contents about the Vietnam International Trade and Financial Center in Da Nang city.
Early completion of management and operation model construction
Concluding the working session, Secretary of the City Party Committee Le Ngoc Quang acknowledged and commended the efforts of the city government; especially the agencies assigned with key advisory tasks such as: Department of Finance, Department of Industry and Trade, Management Board of High-Tech Park and Da Nang Industrial Parks.
According to the City Party Secretary, these are unprecedented models in Vietnam; they are both new and complex, requiring completely different ways of thinking and doing.
Decision No. 1142/QD-TTg on the establishment of Da Nang Trade Center sets a very high goal: The Trade Center must be associated with the international financial market, must form a smart, modern, competitive and regional economic ecosystem, contributing to raising Vietnam's position in the international arena.
The pressure is great but also a great opportunity, so Party committees, authorities, the Fatherland Front and socio-political organizations continue to promote propaganda work to raise awareness and consensus throughout society.
The city needs to research and organize large-scale communication campaigns at financial centers around the world; at the same time, systematize all specific policies and incentives for commercial zones and financial centers to serve investment promotion work.
The Secretary of the City Party Committee assigned the City People's Committee Party Committee to lead the People's Committee to resolutely direct the implementation of tasks according to the working programs of the two steering committees: the Steering Committee for the construction and development of the Danang City Public Service Center and the Steering Committee for the implementation of Resolution No. 136/2024/QH15 of the National Assembly on the organization of urban government and piloting a number of specific mechanisms and policies for the development of Danang City, as well as the previous conclusions of the two steering committees and the issued plans.
In particular, for the Da Nang Trade Center, urgently receive explanations and complete proposals for new policies, striving to pass them at the National Assembly session at the end of 2025.

On that basis, proactively develop an implementation plan after the revised resolution is passed.
Early completion of the construction of a management and operation model for the Trade Center Zone; research and organize the implementation of a controlled testing mechanism for functional areas in the Trade Center Zone, ensuring compliance with the regional development orientation, the city's general planning and legal regulations.
Improve the effectiveness of investment promotion for large corporations and enterprises with capacity and experience to invest in the Da Nang Trade and Investment Zone in accordance with the city's development orientation.
At the same time, soon develop criteria for selecting investors in the Da Nang Trade Zone; study policies to support investors in building technical infrastructure and social infrastructure in the Da Nang Trade Zone.
For the Vietnam International Financial Center in Da Nang city, focus on reviewing land funds allocated for the center and updating it in the city planning in the upcoming planning adjustment; focus on investing in a 20-storey building at Software Park No. 2 for the center, and in the immediate future, urgently renovate some items at Software Park No. 2 to serve as the headquarters for the city's financial center management agency.
Continue to develop a framework of human resource standards and a personnel recruitment plan for agencies under the Vietnam International Financial Center in Da Nang city based on the functional and task framework defined in the Decree on the establishment of the International Financial Center and other relevant regulations.
In particular, selecting and advising the city to send cadres, civil servants, public employees and workers to study and do internships at international financial centers, financial institutions... in a number of countries to supplement human resources for the management agencies of the Vietnam International Financial Center in Da Nang city.
Quickly develop and complete a set of criteria and procedures for registration, licensing of members and other business activities; complete the organizational structure framework and job positions of the staff of the Vietnam International Financial Center in Da Nang city.
Promote investment and advertise the brand of Vietnam International Trade Center in Da Nang city on prestigious international media channels.
Coordinate with partners and international organizations to organize event communication activities, organize foreign investment promotion delegations of the city to the center.
Early call for and organize the selection of strategic investors to invest in construction and business of Vietnam International Financial Center infrastructure in Da Nang city.
The City Party Secretary noted that it is necessary to absolutely ensure information safety and security for the center; at the same time, research new mechanisms such as a controlled legal testing framework for digital assets, cross-border payments, preferential tax and foreign exchange policies, etc.
“The workload is huge, but the Central Government’s requirements and expectations for Da Nang are also very high. The Standing Committee of the City Party Committee requests agencies and units to be urgent, determined, responsible, work thoroughly, ensure the progress of each task, and periodically report to the Standing Committee of the City Party Committee for timely direction,” the Secretary of the City Party Committee emphasized.
