At the seminar "Positioning and developing an international financial center in Da Nang city: Opportunities to attract transactions and investments" in early November 2025, Standing Vice Chairman of the City People's Committee Ho Ky Minh pointed out the advantages of Da Nang in forming an international financial center: Important gateway location of the East-West economic corridor to the East Sea, close to important trade routes. In addition, Da Nang owns the largest natural area among centrally-run cities with nearly 12,000 km2 and a population of more than 3 million people with many advantages in tourism, innovation, etc.
From these advantages, Da Nang plans and arranges land funds to form areas serving the development of an international financial center, ensuring the requirements of a favorable location, located right in the city center, connecting to Da Nang international airport and conditions for telecommunications, ancillary services, etc.
The core area of the financial center is 6.17 hectares wide, located on plots of land on Vo Van Kiet Street and plots of land adjacent to Vo Nguyen Giap and Vo Van Kiet, along My Khe beach. In particular, the 4-frontage land plot between Vo Nguyen Giap - Vo Van Kiet - Ha Chuong - Ho Nghinh Street is expected to house the headquarters of the Financial Center; designed as an iconic architectural highlight, providing high-quality resort, conference, entertainment and utility services.
The financial technology center is a 22-storey building with a construction floor area of over 27,000m2 located in Software Park No. 2 (Hai Chau ward), immediately meeting the operational needs of the International Financial Center associated with the function of attracting investment funds, remittance funds, and controlled testing of a number of new models...
In the period of 2027-2030, the city will build the An Don financial district in An Hai ward with an area of about 62 hectares. Here, it will develop mixed-use building clusters that can be used as office areas, arranging regional management offices of multinational companies, banks, financial companies, business process outsourcing (BPO) companies, etc.
On Da Nang Bay is a reclaimed sea area of about 1,500 hectares with many characteristics of artificial islands, creating about 48 km of new coastline to form a new urban area with the functions of a free trade zone, an international financial center associated with resort tourism services, high-class shopping...
Investing in digital infrastructure
With the available foundation, Da Nang focuses on investing and developing to become a center for testing and developing new technologies; determined to become a "laboratory" for new financial models from digital assets, digital money, digital payments to blockchain and AI application solutions...

According to the People's Committee of Da Nang City, the city currently has 6 operating data centers with a scale of nearly 500 racks. The city has a policy to attract investment to develop more Tier III standard data centers, 5G coverage, invest in building new submarine fiber optic cable stations with a cable bandwidth of 90Tbps, and invest in innovative space projects.
At the same time, the city researches and proposes component projects on information technology, traffic infrastructure, and technical infrastructure serving the International Financial Center in the Medium-Term Public Investment Plan for the period 2026 - 2030...
Accelerate the formation of concentrated financial zones
Dr. Tran Phuoc Huy, Chief of Office of the Institute of Banking and Finance, National Economics University, acknowledged that the Central Government's permission to develop an international financial center in Da Nang has created many advantages but also posed many challenges related to the legal framework, human resources, scale of economic activities, investment procedures, etc. Therefore, the city needs to prioritize a number of fundamental groups of solutions.
According to Mr. Huy, the city should propose that the Central Government soon complete a specific legal framework for the Financial Center, which allows for piloting sandbox models on Fintech, digital assets, international payments and green finance. This is a prerequisite to attract large investors and differentiate itself from other cities.
Da Nang also needs to focus on developing high-quality human resources through cooperation with universities, international financial institutions and technology enterprises to provide in-depth training for human resources in capital markets, risk management, data analysis and investment banking. In addition, administrative procedures must continue to be simplified according to the "flexible one-stop" model, shortening licensing time and creating a synchronous mechanism between departments and branches to reduce transaction costs for businesses.
“In terms of infrastructure, Da Nang needs to accelerate the formation of a concentrated financial area with full office, data, transaction center and ancillary service functions, and develop international standard data centers to meet the needs of an international financial center. Finally, the city needs a focused investment promotion strategy, targeting global financial - Fintech corporations, and at the same time building the IFC (International Financial Center) Da Nang brand identity to increase competitiveness and attract international capital flows,” Dr. Tran Phuoc Huy shared.
