Investing heavily in infrastructure is a crucial task for Da Nang city in fulfilling its mission of developing a comprehensive financial center of regional and international stature, linked with innovation and creativity, in line with Resolution No. 136/2024/QH15 dated June 26, 2024, of the National Assembly.

Gateway locations

At the seminar "Positioning and Developing an International Financial Center in Da Nang City: Opportunities to Attract Transactions and Investments" held in early November 2025, the Standing Vice Chairman of the Da Nang People's Committee, Ho Ky Minh, highlighted Da Nang's advantages in forming an International Financial Center: its important gateway location on the East-West economic corridor to the East Sea, and its proximity to important trade routes. In addition, Da Nang possesses the largest natural area among centrally-governed cities, with nearly 12,000 square kilometers and a population of over 3 million people, along with many advantages in tourism and innovation.

Based on these advantages, Da Nang has planned and allocated land to create areas for the development of an international financial center, ensuring requirements such as a convenient location in the city center, connection to Da Nang International Airport, and favorable conditions regarding telecommunications and supporting services.

The 6.17-hectare central financial district is located on plots of land along Vo Van Kiet Street and plots bordering Vo Nguyen Giap and Vo Van Kiet streets, along My Khe beach. In particular, the plot of land with four street frontages at the intersection of Vo Nguyen Giap, Vo Van Kiet, Ha Chuong, and Ho Nghinh streets is planned to house the headquarters of the financial center; it is designed as an iconic architectural landmark, providing high-quality resort, conference, entertainment, and amenity services.

The Financial Technology Center is a 22-story building with a floor area of ​​over 27,000 square meters located in Software Park No. 2 (Hai Chau Ward), immediately meeting the operational needs of an international financial center associated with attracting investment funds, remittance funds, and conducting controlled trials of some new models…

Between 2027 and 2030, the city plans to develop the An Don Financial District in An Hai Ward, covering an area of ​​approximately 62 hectares. This area will feature mixed-use buildings that can be used as office spaces, housing regional management offices for multinational corporations, banks, finance companies, and business process outsourcing (BPO) companies.

In Da Nang Bay, a reclaimed land area of ​​approximately 1,500 hectares, featuring numerous artificial islands, creates an additional 48 km of new coastline, forming a new urban area with functions including a free trade zone, an international financial center, and high-end tourism , resort, and shopping services.

Investing in digital infrastructure

With its existing foundation, Da Nang is focusing on investment and development to become a center for testing and developing new technologies; it aims to become a "laboratory" for new financial models ranging from digital assets, cryptocurrencies, and digital payments to blockchain and AI application solutions…

According to the Da Nang City People's Committee, the city currently has 6 operational data centers with a scale of nearly 500 racks. The city has a policy to attract investment to develop more Tier III standard data centers, provide 5G coverage, invest in building new submarine fiber optic cable stations with a cable bandwidth of 90Tbps, and invest in innovation space projects.

At the same time, the city is researching and proposing component projects on information technology, transportation infrastructure, and technical infrastructure serving the International Financial Center into the medium-term public investment plan for the period 2026-2030…

Accelerate the formation of a concentrated financial district.

Dr. Tran Phuoc Huy, Head of the Office of the Institute of Banking and Finance, National Economics University, observes that Da Nang's permission from the central government to develop an international financial center presents many advantages but also poses numerous challenges related to the legal framework, human resources, scale of economic activity, investment procedures, etc. Therefore, the city needs to prioritize several fundamental solutions.

According to Mr. Huy, the city should propose to the central government to soon finalize a specific legal framework for the Financial Center, which would allow for the piloting of sandbox models for Fintech, digital assets, international payments, and green finance. This is a prerequisite for attracting large investors and differentiating the city from other urban areas.

Da Nang also needs to focus on developing high-quality human resources through linkages with universities, international financial institutions, and technology companies to provide in-depth training in capital markets, risk management, data analysis, and investment banking. In addition, administrative procedures must continue to be simplified using a "flexible one-stop shop" model, shortening licensing times and creating a synchronized mechanism among departments and agencies to reduce transaction costs for businesses.

“Regarding infrastructure, Da Nang needs to accelerate the formation of a concentrated financial district with full office, data, trading center, and supporting service areas, while developing international standard data centers to meet the needs of an international financial center. Finally, the city needs a focused investment promotion strategy targeting global financial and Fintech corporations, and simultaneously building a brand identity for IFC (International Financial Center) Da Nang to increase competitiveness and attract international capital,” shared Dr. Tran Phuoc Huy.
