Thai Nguyen: Nearly 99% of administrative procedures are resolved on time and before deadline.

According to the People's Committee of Thai Nguyen province, with a spirit of urgency, seriousness, responsibility and high determination, agencies, units and localities in the province have gradually stabilized their organizational apparatus, maintained continuous and smooth operations, with no gaps in direction, administration and service to the people.

From July 1 to July 31, the whole province received 82,766 administrative procedure files, of which 8,920 files were transferred from the previous period, 30,006 files were submitted online, and 43,840 files were submitted directly or via public post.

The total number of resolved records is 61,291 (of which 60,579 were resolved on time and 712 were overdue; the rate of on-time and early resolved records is 98.84%), and 21,475 records are being resolved.

This result shows that the operation of the two-level local government in Thai Nguyen has been effective, efficient, basically smooth, and has received recognition and satisfaction from the people.

This result was achieved thanks to Thai Nguyen province promptly issuing many directive documents to specify the policies of the Central and Provincial Party Committees on operating the 2-level local government model, ensuring unified awareness and creating high consensus throughout the political system and people.

Therefore, the main socio -economic indicators basically achieved progress as planned, many areas showed positive growth signals, such as: Industry, trade, agriculture, tourism, disbursement of public investment capital and digital transformation.

Social security is ensured; the work of eliminating temporary and dilapidated houses is carried out according to plan; national defense, security, and social order and safety are maintained.

The conference also focused on clarifying the shortcomings and limitations in the operation process. These include: The work of organizing the apparatus, assigning staff, managing public assets, and information technology infrastructure still has shortcomings. The physical facilities in some localities still have many difficulties; the implementation of some state management tasks is still confusing, and in some places, it is not really drastic.

To overcome shortcomings and continue to operate the two-level local government effectively and efficiently, Chairman of the People's Committee of Thai Nguyen province Pham Hoang Son directed communes and wards to immediately review the regulations on functions and tasks of specialized agencies, ensure comprehensive implementation of decentralized and delegated tasks, and not miss any tasks, and report to the Provincial People's Committee before August 8, 2025.

Communes with a Public Administration Service Center need to review people's needs to calculate and arrange additional administrative procedure reception points, ensuring the best service for the needs of organizations and citizens.

Localities that have established comprehensive service centers must urgently complete staffing before August 15, 2025.

Communes and wards continue to resolutely and synchronously implement the 9 groups of solutions on socio-economic development that have been proposed, striving for the province's growth target of 8.5% or higher in 2025, of which the last 6 months of the year need to achieve a growth rate of about 10.4%.

To overcome the shortage of commune-level officials, Thai Nguyen province has also directed departments, branches and sectors to review and make a list of civil servants and public employees to work at the grassroots level (about 5% of the total number of civil servants and public employees present), and complete the mobilization and secondment before August 15, 2025.
