Re-pave the highway under construction that suddenly got caught in the rain

As Tien Phong reported, on the afternoon of May 9, the construction unit repairing the Noi Bai - Lao Cai road surface organized the asphalt paving, while the asphalt paving was being deployed, it started to rain . On the morning of May 10, the project investor, Vietnam Expressway Corporation (VEC), asked the contractor and supervision consultant to attend a meeting to report the incident.

VEC requires the contractor to remove and re-pave the asphalt layer constructed in the rain on the Noi Bai - Lao Cai highway.

According to the report of the supervision consultant (VNC Construction Joint Stock Company), on the afternoon of May 9, at the section Km96+135-:-Km96+145.51, Package SCMĐ1-NBLC-2024, the contractor, Investment and Construction Joint Stock Company 703, was spreading asphalt concrete (BTNCP16) about 10m long close to the median strip (left side of the route) when the weather changed abnormally, showing signs of impending rain.

Next, the supervisor and contractor immediately stopped construction, reported the mixing station to stop and moved the spreader to the assembly location. When the roller had completed 18/24 passes, it started to rain.

After making a record of the scene, the supervisor and contractor agreed to continue rolling according to the process to ensure temporary traffic safety for vehicle owners. Then, when completed, samples will be drilled to check the quality of the asphalt concrete. If it does not meet the standards, the construction will be scraped and re-constructed.

At the meeting, the supervision consultant and the contractor said that they had complied with the regulations in section 8.6.12 TCVN13567-1:2022 and the technical instructions in the Contract between VEC and the contractor for the construction of Package SCMĐ1-NBLC-2024.

Checking this regulation shows that in case of rain, if the concrete mat has been rolled 2/3 of the times, it is allowed to continue rolling; if it has not reached 2/3 of the times, it must be removed.

Concluding the meeting, VEC Deputy General Director Nguyen The Cuong emphasized: "The viewpoint of all parties is to put quality first, so the contractor will remove 10m of asphalt and re-construct the asphalt layer when the weather is favorable."
