The work of “Repaying gratitude” is an important political task, a sacred duty of today’s generation enjoying peace and independence. And every year on July 27th, it is like a message from the country, the entire political system, and the whole society to express gratitude and “Repay gratitude” to those who have fallen, to families of policy beneficiaries, and NCC.
Practical gratitude
Looking at the newly built house being tiled, Mrs. Nong Thi Viet, 85 years old, wife of martyr Mac Van Tang in Khon Nhu village, Yen Phuc commune, could not hide her emotion: For more than 60 years, my children and I have lived in an old, cramped house with a leaky roof every time it rains. With the attention and support of the Party and the State to build such a solid, airy house, I could not wish for anything more.
The whole province currently has 1,793 NCCs with the revolution still living and receiving benefits, including: 1 revolutionary activist before January 1, 1945, 6 revolutionary activists from January 1, 1945 to before the August 1945 Uprising; 1 Vietnamese Heroic Mother, 7 Heroes of the People's Armed Forces, Labor Heroes during the resistance period; 939 war invalids, people enjoying policies like war invalids, 433 sick soldiers, 1 NCC helping the revolution; 373 resistance activists infected with toxic chemicals, 32 revolutionaries, resistance fighters, national defenders, and international duty fighters who were imprisoned and exiled by the enemy; 535 relatives of martyrs, 802 relatives of NCCs with the revolution, 260 children of resistance activists infected with toxic chemicals... |
Ms. Viet's house is one of more than 100 houses of NCC, martyrs' relatives in the province that have been supported to build new and repair under the program to eliminate temporary and dilapidated houses. With the determination of the entire political system, in the first 6 months of 2025, the work of supporting the elimination of temporary and dilapidated houses in the province has achieved many positive results, especially for families of NCC with the revolution. The Standing Committee of the Provincial Party Committee has issued important resolutions and decisions, established a provincial Steering Committee, and assigned specific tasks to each member to ensure synchronous implementation from the province to the grassroots.
Thanks to the drastic participation, as of July 2025, the whole province has completed the construction and repair of 97/104 houses for NCC and martyrs' relatives. The total implementation cost is 8.82 billion VND, of which the local budget advanced 4.2 billion VND, families contributed over 4.5 billion VND and mobilized 99.2 million VND from social resources.
In addition to supporting the construction and repair of houses, activities to show gratitude to NCC in the province are widely deployed, carrying many humane meanings. Each level, sector, locality, unit and enterprise chooses a specific and appropriate part of the work to care for NCC. Agencies, departments and sectors take care of and support Vietnamese Heroic Mothers; examine and provide medicine to NCC with the revolution. Youth Unions and associations coordinate with all levels and sectors to repair and renovate stone cladding of tombs, pave cemetery grounds, and repair memorials at martyr cemeteries in the area. In addition, union members and youth actively participate in helping NCC harvest crops, transport food, and renovate houses for single-parent families and those in difficult circumstances.
Ms. Hoang Thanh Hoa, Vice Chairman of Na Sam Commune People's Committee shared: In the past time, with the close attention and direction of the province, the commune has actively implemented many practical activities to care for the NCC. In the first 6 months of 2025, we have mobilized to build new and repair houses for the NCC families, contributing to improving living conditions, helping them stabilize their lives. Activities in the movement "Repaying gratitude" are always promoted with many practical activities such as: visiting, giving gifts on holidays and Tet, promptly supporting policy families facing sudden difficulties.
The joint efforts of the whole society have spread the spirit of "Repaying gratitude", bringing solid homes to the elderly, contributing to improving the quality of life and consolidating the great national unity bloc, in accordance with the Prime Minister 's direction on increasing the attraction of social resources, implementing well the "Repaying gratitude" movements such as: Building "Houses of gratitude", "Repaying gratitude" Fund, giving "Savings books of gratitude", supporting Vietnamese Heroic Mothers; contributing to compensating for the disadvantages of the elderly and families with meritorious services to the revolution.
Forever the morality of "Drinking water, remember its source"
With the philosophy of "When drinking water, remember its source", over the years, the Party Committee, government and people in the province have always paid attention to and made efforts to effectively implement preferential policies for war invalids, sick soldiers and families of policy beneficiaries. Preferential policies and regimes for NCC have always been fully and promptly implemented, such as: paying monthly allowances to war invalids, sick soldiers, relatives of martyrs, Vietnamese Heroic Mothers, revolutionary activists and other policy beneficiaries. The movement of the entire population participating in building the "Repaying gratitude" Fund has been actively responded to by Party committees, governments, socio-political organizations and the masses. Every year, the "Repaying gratitude" Fund at all levels mobilizes billions of VND in donations, prioritizing funds to repair martyrs' cemeteries, giving savings books and supporting the construction and repair of gratitude houses for families of policy beneficiaries in difficult circumstances.
At the same time, relevant sectors have actively advised the province to maintain and implement well the policies to support the revolutionary NCC in accordance with the Party's guidelines and the State's laws and policies. The work of caring for the revolutionary NCC has been promoted, inheriting and promoting the good morality of the nation "when drinking water, remember the source, when eating fruit, remember the person who planted the tree", contributing to improving the material and spiritual life of policy families.
Currently, the province is managing the records of over 33,000 NCCs. Every month, the province pays regular allowances to nearly 3,500 NCCs and their relatives, with a payment amount of over 10 billion VND/month. In the first 6 months of 2025 alone, the whole province has paid preferential allowances correctly, sufficiently, and promptly to over 20,700 NCCs and their relatives, with a total cost of over 63 billion VND. Nursing work is focused on, ensuring that 100% of NCCs who are eligible can participate in centralized or home-based nursing. At the same time, the province has organized visits and presented gifts from the President and the province on the occasion of holidays and New Year to over 15,000 NCCs and families of martyrs, with a total cost of over 6.3 billion VND.
This year, on the occasion of the 78th anniversary of War Invalids and Martyrs Day (July 27, 1947 - July 27, 2025), the Provincial People's Committee issued Plan No. 163/KH-UBND dated June 17, 2025, organizing many meaningful gratitude activities. Notably, the province organized an incense offering ceremony, visited the martyrs' cemetery and visited, presented gifts, and delivered gifts from the President and the province to 13,869 NCCs and policy families; organized to bring 3 NCC delegates to participate in the meeting program with Party and State leaders organized by the Ministry of Home Affairs...
On this occasion, the Department of Home Affairs advised the Provincial "Gratitude" Fund Management Board to launch a campaign to support and build the fund. From the mobilized fund, 69 savings books, each worth 5 million VND, were donated to NCC, relatives of martyrs, and to support funding for war invalids from near-poor households to develop the economy.
Gratitude is not only expressed in words, but also in actions, practical and meaningful policies and activities that have contributed to affirming the morality of "When drinking water, remember its source" of the Vietnamese people - where sacrifice is always engraved and gratitude is always present in every decision of the Party and State towards NCC.
