Launching a nationwide anti-drug propaganda campaign
The Government Office has just issued Official Dispatch No. 4685/VPCP-KGVX dated May 27, 2025 to the Ministers, Heads of member agencies of the National Committee for AIDS, Drug and Prostitution Prevention and Control; and Chairmen of People's Committees of provinces and centrally run cities on the implementation of the Action Month for Drug Prevention and Control in 2025.
Accordingly, in response to the Action Month on Drug Prevention and Control - June and the International Day on Drug Prevention and Control and the National Day on Drug Prevention and Control - June 26, Deputy Prime Minister Le Thanh Long, Chairman of the National Committee on AIDS, Drugs and Prostitution Prevention and Control (National Committee) requested the Ministers, Heads of member agencies of the National Committee, Chairmen of People's Committees of provinces and centrally run cities to focus on directing the implementation of the Action Month on Drug Prevention and Control from June 1 to 30, 2025 with the theme "One determination - For a drug-free community".
Launching a nationwide anti-drug propaganda campaign
The purpose and requirements are to mobilize the combined strength of the political system and all classes of people; promote the core role of the People's Public Security force and strengthen coordination between ministries, branches and localities to effectively organize and implement the Action Month on drug prevention and control.
Launch a nationwide campaign to communicate and propagate drug prevention and control; thereby raising public awareness of the harmful effects of drugs, building and spreading a positive and healthy lifestyle and awareness of strictly complying with the law on drug prevention and control, actively condemning and preventing violations of the law on drug prevention and control throughout society.
Strengthen the fight against and suppression of drug-related crimes; improve the quality and effectiveness of drug rehabilitation work, manage drug addicts, illegal drug users and post-rehabilitation drug addicts; contribute to the goal of "preventing supply, reducing demand and reducing the harmful effects of drugs".
The implementation of the Action Month for Drug Prevention and Control must be carried out synchronously, ensuring effectiveness, practicality, economy, and suitability to the actual situation.
Launching a peak campaign to attack and suppress drug crimes nationwide
Deputy Prime Minister Le Thanh Long requested the Ministry of Public Security to launch a high-point campaign to attack and suppress drug-related crimes nationwide. Continue to resolutely implement the high-point campaign to combat and eradicate complex drug-related locations and hotspots. Focus on investigating and destroying organizations and networks for illegal drug trafficking and transportation between provinces and across countries; dismantle the entire network, arrest the masterminds, leaders, and drug retailers; verify, trace, freeze, and confiscate all assets acquired from drug-related crimes; thoroughly and comprehensively handle related crimes to severely punish, deter, and prevent in general.
Direct the police of units and localities to continue to vigorously deploy the peak of the general review, detection, and statistics of drug addicts, illegal drug users, and people under post-rehabilitation management to have strict management measures, especially those showing signs of psychosis and "stoned". Focus on sending the maximum number of drug addicts who meet the legal requirements and those at high risk of committing crimes and violating the law to compulsory drug rehabilitation. Review and strictly manage groups of subjects at high risk of illegal drug use such as young people and teenagers in special circumstances (poor families, dropouts, unemployed, homeless, destitute, with criminal records...).
The Ministry of Public Security presided over and coordinated with the People's Committee of Quang Ninh province and relevant ministries and branches to organize a Rally in response to the Month of Action against Drugs, International Day and National Day against Drugs.
The Ministry of Public Security shall preside over and coordinate with relevant ministries and agencies to advise the Prime Minister to issue a Decision on completing the membership of the National Committee; on that basis, complete the Operating Regulations of the National Committee, and report to the Deputy Prime Minister and Chairman of the National Committee for consideration and decision.
The Ministry of National Defense and the Ministry of Finance, according to their functions and tasks: Direct functional forces to coordinate closely, promptly and synchronously with the police force to combat and destroy drug trafficking lines, organizations and subjects on land borders, at sea, at border gates, at aviation and express delivery. Strengthen patrols and strictly control people, vehicles and goods crossing borders, at border gates, at seaports and at sea to promptly detect and combat all types of drug crimes. Strengthen propaganda to raise awareness of the law on drug prevention and control for border residents, at border gates and fishermen in key sea areas.
The Deputy Prime Minister requested the Ministry of Health to direct the health sector to closely coordinate with the police force to strengthen the implementation of the work of identifying drug addiction in localities. Organize inspections, checks, and strictly manage the business activities, purchase and sale, and use of drug ingredients such as addictive drugs, psychotropic drugs, drug precursors, addictive drugs, psychotropic drugs, and drug precursors used in medicine, to prevent subjects from taking advantage of the production of synthetic drugs. Promote propaganda activities on the harmful effects of drugs according to the functions and tasks of the health sector.
The Ministry of Industry and Trade directs to strengthen inspections according to its functions and coordinate with localities to inspect the management and use of chemicals, precursors, and N2O gas according to the provisions of law, attaching responsibility to agencies, units, and individuals in charge of the area in controlling the management and use of chemicals and precursors.
The Ministry of Agriculture and Environment directs to strengthen inspection and strictly control the production, import, trade and use of veterinary drugs and veterinary drug ingredients containing narcotics and precursors according to the provisions of law. Closely coordinate with localities and competent agencies to strengthen inspection and eradication of plants containing narcotics.
The Ministry of Culture, Sports and Tourism directs press agencies, grassroots information systems, post and telecommunications to increase the duration and frequency of information, communication and propaganda on drug prevention and control; develop documents, materials and video clips to convey messages on drug prevention and control; integrate drug prevention and control propaganda into cultural, sports and tourism activities; strengthen management, inspection and strict control of cultural, sports and tourism service activities, and prevent drug abuse.
The Ministry of Education and Training, the Central Committee of the Ho Chi Minh Communist Youth Union, and the Vietnam General Confederation of Labor, according to their functions and tasks, direct the organization of drug prevention and control propaganda activities for cadres, union members, students, workers, and laborers, focusing on propaganda about the consequences and harms of drugs; tricks to attract and entice young people to use drugs, especially synthetic drugs and drugs "disguised" as foods such as candy, drinks, herbs, cigarettes, and solutions and prevention skills, providing information to the police force to promptly fight, prevent, and handle.
Vietnam Television, Voice of Vietnam, Vietnam News Agency and press agencies: Strengthen information and propaganda work on drug prevention and control; develop specialized pages, columns, sub-sections, and messages on drug prevention and control; increase broadcasting time and frequency during times when many people follow the content of propaganda on drug prevention and control laws, the harmful effects of drugs, drug prevention skills, typical examples, effective drug prevention and control models, drug addiction treatment models, drug-free area models in localities...
General review of drug addicts, illegal drug users and post-drug rehabilitation people
Deputy Prime Minister Le Thanh Long requested the People's Committees of provinces and centrally run cities to: Organize activities in response to the Action Month against Drug Abuse, International Day against Drug Abuse and Drug Abuse and National Day against Drug Abuse to ensure practical effectiveness and suitability to the actual situation in the locality.
Directing the competent authorities to closely coordinate with the police force to carry out a high-point general review of drug addicts, illegal drug users and post-rehabilitation drug addicts; focusing on sending the maximum number of drug addicts who meet the legal requirements and the number of addicts at high risk of committing crimes and violating the law to compulsory drug rehabilitation. Directing the acceleration of solutions to build "drug-free communes and wards" and the movement "All people participate in the fight against drug crimes".
