The 20th Congress of Thanh Hoa Provincial Party Committee, term 2025-2030 will officially open on the morning of October 15 at Conference Center 25B, Hac Thanh Ward, Thanh Hoa Province. The Congress will fully implement 4 contents in the spirit of Directive No. 45-CT/TW of the Politburo , in which it will focus on intelligence, spend a lot of time discussing and summarizing the implementation of the Resolution of the 19th Provincial Party Congress, term 2020-2025 and determine the directions, goals, tasks and solutions of the Provincial Party Committee for the term 2025-2030.

In the 2020-2025 term, the Thanh Hoa Provincial Party Committee focuses on innovating the content and form of studying, grasping and implementing the Party's Resolutions in conjunction with implementing the Party Committee's action program.

Thanh Hoa Provincial Party Committee and Party committees and organizations at all levels have focused on innovation, improving the quality and capacity of institutionalization, concretization and leadership, directing the implementation of Party policies and resolutions; innovating the work of building and promulgating resolutions of Party committees in a specific, practical, predictable and highly feasible direction; focusing on leadership and direction to solve major problems, bottlenecks and pressing social issues.

The work of receiving people and handling complaints and denunciations is carried out right at the grassroots level; responsibility and quality of handling complaints and denunciations have been improved, and many long-standing and complicated complaints and denunciations have been resolved.

The study and following of Ho Chi Minh's ideology, morality and lifestyle continues to be promoted, associated with the implementation of regulations on exemplary responsibility of cadres and party members. Party committees, party organizations, agencies and units have reviewed, supplemented, built and perfected professional ethics and public service ethics standards of cadres, party members, civil servants and public employees in accordance with the functions and tasks of each agency and unit; helping cadres and party members to self-cultivate, practice, "self-reflect", "self-correct", and improve revolutionary ethics.

Over the past 5 years, the Thanh Hoa Provincial Party Committee has admitted 28,535 new party members, 1.9 times higher than the target set by the 19th Congress. The number of new party members who are students, university students, and armed forces soldiers has increased rapidly, and the quality of party members has been improved.

The work of evaluating cadres has been innovated, linked to the results of performing tasks, specific products and according to job titles and positions; cadre planning has been innovated, ensuring connectivity, "dynamic" and "openness".

A notable feature is that Thanh Hoa has stepped up the mobilization and rotation of cadres, basically arranging key positions at the grassroots level who are not local people; focusing on inspection, supervision, screening, and removing unqualified party members from the party.

Thanh Hoa Provincial Party Committee has directed the review, revision, supplementation and promulgation of documents, regulations and rules on personnel work to comply with the new regulations of the Central Committee and the actual situation; review, overcome and promptly handle shortcomings in personnel work according to Conclusion No. 27-KL/TW dated February 21, 2022 of the Central Party Secretariat.

The consolidation and arrangement of grassroots party organizations in accordance with the arrangement of the political system's apparatus are carried out synchronously; attention is paid to reviewing, perfecting, and rearranging party organizations in small and medium-sized enterprises; and continuing to innovate and improve the quality of party and cell activities.

The leadership role of Party committees over the government and political system has been strengthened, ensuring proper functions, tasks, and principles. The working style, methods, and manners of Party committees and organizations have continued to be innovated, ensuring both comprehensiveness and focus.

The draft political report submitted to the 20th Thanh Hoa Provincial Party Congress assessed: The work of building and rectifying the Party and the political system has been comprehensively implemented; solidarity and unity within the Party have been strengthened; people's trust in the Party, the State, Party committees and authorities at all levels has been enhanced.

Promoting collective intelligence, at the 20th congress, delegates will focus on discussing action contents to successfully implement the common goal: Building a clean and strong Party and political system; maintaining an annual growth rate at double digits, strongly shifting the growth model from breadth to depth, making Thanh Hoa one of the major centers of the region and the country in energy industry, processing and manufacturing industry, large-scale agriculture with high added value, tourism, and logistics services.

Develop breakthroughs in science and technology, innovation and digital transformation; maintain the annual Provincial Innovation Index and Digital Transformation Index in the top 10 leading provinces and cities nationwide. Develop education and training, healthcare, culture and sports towards standardization, modernization and socialization; maintain achievements in key education and high-performance sports in the top 10 leading provinces and cities nationwide; make Thanh Hoa one of the centers of high-tech medical services in the North Central region.

Minimize environmental pollution, use resources rationally, economically and effectively, and adapt well to climate change. Maintain political stability, firmly ensure national defense, security, social order and safety. Significantly improve the material, cultural and spiritual life of the people. Strive to make Thanh Hoa one of the leading provinces in the country by 2030, and become a rich, beautiful, civilized and happy province by 2045.
