Thanh Hoa proposes adjusting outdoor advertising planning until 2030

VHO - Thanh Hoa Department of Culture, Sports and Tourism has just completed the dossier and submitted it to the Provincial People's Committee for approval to adjust and supplement the Outdoor Advertising Planning until 2030, in order to meet the requirements of socio-economic development, modern urban management and in accordance with the newly issued legal system.

According to the Department of Culture, Sports and Tourism, after many years of implementation, the 2018 outdoor advertising plan has made an important contribution to political propaganda, urban landscape construction and creating conditions for businesses to promote their products.

However, the current planning has expired and is no longer suitable for new technical standards; many rapidly urbanizing areas and expanded traffic routes have not yet had advertising locations added; some old planning points are no longer feasible after administrative unit mergers or changes in urban space.

The strong development of technology infrastructure, the need to digitize management data, and the growing advertising needs of businesses also require the province to have a new plan in a modern, transparent and synchronous direction.

From 2022 to present, Thanh Hoa has fully implemented the steps: requesting policies, developing task outlines, organizing appraisals, selecting contractors and conducting field surveys on all national highways, provincial roads, urban roads and communal roads.

100% of location data is digitized, GPS coordinates are attached, stored on the cloud platform and QR codes are integrated for management purposes.

The draft submitted to the Provincial People's Committee this time identifies 1,456 locations for political propaganda and propaganda combined with commercial advertising, distributed in central administrative areas, key traffic intersections, entertainment areas, boundaries between localities and along national highways, provincial roads and communal roads.

Propaganda boards can be installed independently, attached to buildings, installed with electronic screens or using 3D space projection technology.

At the same time, the province plans 199 commercial advertising locations with many types such as large billboards, construction-mounted billboards, LED screens, hologram advertising...

Technical standards are applied according to national regulations, and at the same time, detailed regulations on safety distances in areas of bridges, highways, roads, waterways, railways and urban areas are added.

The plan also delimits areas that are not allowed to be advertised, such as historical sites, government headquarters, security and defense areas, and spaces that affect traffic safety.

The Department of Culture, Sports and Tourism said that all businesses and organizations in need will have access to transparent information thanks to the digital map system, helping to reduce procedures and create conditions to attract socialized investment in advertising infrastructure.

The province also encourages the exploitation of existing structures such as welcome gates, fences, bus shelters or ATM stations to avoid waste and reduce land encroachment.

The completed planning dossier has been consulted with the Ministry of Culture, Sports and Tourism, departments, the Fatherland Front , advertising associations, businesses and publicly posted on the electronic information portal for people and organizations to comment.

On the basis of comprehensively absorbing opinions, the Department of Culture, Sports and Tourism has completed the dossier and submitted it to the Provincial People's Committee for consideration and approval.

Once approved, the new plan will be widely publicized, posted at the headquarters of People's Committees at all levels and implemented according to each roadmap. This is considered an important step for Thanh Hoa to effectively manage outdoor advertising activities in the context of strong urbanization, while opening up opportunities to develop the modern advertising industry, bringing new resources to the local economy.
