Thanh Hoa, Nghe An, Ha Tinh urgently handle surplus houses and land after rearrangement

The Ministry of Finance directed departments and branches to advise the People's Committees of Thanh Hoa, Nghe An and Ha Tinh provinces to promptly handle surplus houses and land in accordance with the law on management and use of public assets.

Regarding the press reporting on the slow handling of surplus public housing and land in Thanh Hoa, Nghe An, and Ha Tinh after the implementation of administrative unit rearrangement, on May 20, the Ministry of Finance said it had issued an urgent directive, requesting relevant localities to promptly implement handling measures in accordance with legal regulations, and at the same time report any arising problems for coordination in resolving them.

Accordingly, the Ministry of Finance has issued a document requesting the Department of Finance of the provinces to preside over and coordinate with relevant departments and branches, promptly advise the People's Committees to handle surplus houses and land in accordance with the provisions of law on management and use of public assets; at the same time, strictly implement the direction of the Prime Minister in official dispatches and specialized instructions.

The Ministry of Finance also requested localities to specifically report difficulties and problems in the implementation process for coordination in handling.

At the same time, the Ministry of Finance assigned the Department of Public Asset Management (Ministry of Finance) to directly discuss with leaders of the Department of Finance of a number of localities and learned that some problems arose in phase 1 of the process of arranging administrative units at district and commune levels (2019-2021).

However, currently, according to the synthesis of reports from some localities, there are no more legal problems in the arrangement and handling of public assets. However, there are still some problems leading to slow handling of surplus houses and land, focusing on adjusting planning, land use plans, construction planning and related plans.

In addition, the review and update of planning, land use plans, construction plans and other related plans must be adjusted according to each period of specialized law provisions; the number of surplus facilities is large; agencies, organizations and units are not resolute in organizing implementation...

To resolve the above difficulties, in recent times, the Prime Minister and the Ministry of Finance have issued many important directives guiding the implementation of the arrangement, allocation and handling of houses and land at agencies, organizations and units when arranging and streamlining the apparatus according to the provisions of law and the direction of the Party and State leaders.

In addition, the Ministry of Finance has also issued official dispatch No. 1 requesting localities to develop plans to handle surplus assets, specifically identify progress, responsibilities and regularly update the list of unused, ineffectively used or improperly used assets.

The Ministry also requested that competent authorities strengthen inspection and supervision, promptly handle individual and collective responsibilities that do not fully comply with regulations in handling public assets.

Along with that, the Ministry has provided specific instructions on how to handle surplus headquarters: prioritize converting functions for public purposes such as schools, healthcare, culture; or assign them to organizations with the function of exploiting public real estate for effective management, serving the State's long-term goals.

The Ministry of Finance said it will continue to review and evaluate to propose improvements to policies and laws on public assets, in accordance with the requirements of reorganizing the administrative apparatus.

The Ministry also commits to closely monitor the actual situation to promptly urge, guide or propose competent authorities to resolve new problems, ensuring the process of reorganizing the apparatus goes hand in hand with the effective management and use of public houses and land, avoiding waste and loss of state assets./.
