PV: Could you please tell us a little about the potential and advantages of Thanh Hoa's water resources?
Mr. Pham Van Hoanh: Thanh Hoa is a province with rich, diverse and complex water resources. Of which, groundwater resources with 4 porous aquifers in Quaternary sediments and 22 aquifers in fissures - Karst are distributed throughout the province, especially in the West of Thanh Hoa. The total reserve of 4 main aquifers is 413,000 m3/day, unevenly distributed. Particularly the fissure aquifer - Karst has not been fully evaluated. Therefore, the potential for groundwater exploitation is very large, since ancient times, groundwater has been the main source of supply for daily life and production activities, small-scale industry and industry in the province. Currently, groundwater plays a very important role in ensuring water security and safety for local socio -economic development.
Regarding surface water, Thanh Hoa province has 4 main river systems: Ma, Bang, Yen, Hoat rivers, with an average annual water volume of 19.52 billion m3. Rivers and streams in Thanh Hoa province flow through many complex terrains, which are great potential for hydropower exploitation. The average annual water volume of the main river system is 19.5 billion m3 compared to the average annual flow in the province of 20 - 21 billion m3 of the whole province. In addition, the province also has about 610 reservoirs and 1,023 dams. The important national and provincial reservoir systems currently include: Muc River Reservoir with a capacity of 174 million m3; Yen My Reservoir with 87 million m3; Dong Ngu Reservoir with 764 million m3; Duong Coc Reservoir with 615 million m3; Cua Dat Reservoir with 1.45 billion m3.
The above water sources are being exploited and used for many different purposes, such as: Animal husbandry, aquaculture, irrigation in agriculture , water supply for daily life and industry, water transportation, and are important habitats for flora and fauna ecosystems, including rare wildlife...
Reporter: It is known that Thanh Hoa has implemented many solutions to protect water resources, serving sustainable socio-economic development. What results have been achieved so far, sir?
Mr. Pham Van Hoanh: To improve the effectiveness of water resources management and use, along with propaganda work, every year, the Department of Natural Resources and Environment of Thanh Hoa issues a plan to inspect and examine the law enforcement of organizations and individuals in exploiting and using water resources. In 2022 alone, the functional units of the Department of Natural Resources and Environment inspected the implementation of water resources laws for 10 organizations operating in exploiting, using water resources and discharging wastewater into water sources in the province.
Along with inspection and examination work, the functional department of the Department of Natural Resources and Environment has actively coordinated with relevant units to carry out salinity measurement work on the Ma River, Yen River and Bang River systems. The salinity measurement results have supplemented the data series serving the basic investigation of water resources, calculating and forecasting salinity intrusion for drought prevention work. The actual measurement results are sent to relevant sectors and localities in the province to have plans for reasonable and effective exploitation and use of water. In addition, the activities of marking water source protection corridors and licensing water resource activities have also received special attention from the sector.
Up to now, the sector has appraised and submitted to the Provincial People's Committee 45 licenses for water resource activities; terminated the validity of 6 licenses for water exploitation and use, including 5 licenses for underground water exploitation and use and 1 license for surface water exploitation and use because the license holder does not need to continue using it. Organized the installation of 393 water source protection corridor boundary markers on 18 river sections, contributing to increasing the total number of water source protection corridor boundary markers installed in the whole province according to Decision No. 5282/QD-UBND of the Provincial People's Committee to 1,125 markers on 41 approved river and stream sections.
Reporter: To ensure water security for sustainable socio-economic development, what key tasks will Thanh Hoa implement in the coming time, sir?
Mr. Pham Van Hoanh: In the coming time, the Department of Natural Resources and Environment of Thanh Hoa will continue to effectively implement legal documents on water resources of the Central Government and the province in the state management of water resources in the province. Improve the quality of appraisal of dossiers requesting the issuance of licenses for water exploitation, use, wastewater discharge into water sources and the quality of consulting work to resolve issues arising in management work. Continue to implement and report to the Chairman of the Provincial People's Committee the results of tide and salinity measurements on the Ma River, Yen River and Lach Bang River systems in 2023 according to the approved plan.
In particular, the Department of Natural Resources and Environment will submit to the Chairman of the Thanh Hoa Provincial People's Committee to issue the Plan "Basic investigation of water resources for water sources within the province by 2030, with a vision to 2050"; approve the policy to implement the task of "Investigation and assessment of the carrying capacity of major river systems in Thanh Hoa province"; implement the Project "Establishing a List and Map of restricted areas for groundwater exploitation in the province"; establish a Task Outline "Establishing a List, approving and notifying the sanitary protection zones of domestic water intake areas of water exploitation works in the province";...
At the same time, organize the implementation of the task of "Establishing and promulgating the List of intra-provincial water sources in Thanh Hoa province" according to the detailed outline approved by the Chairman of the Provincial People's Committee. Organize the inspection and examination of the law compliance of organizations and individuals engaged in water exploitation and use in 2023 in the province.
