Government Inspectorate issues new inspector card model

The Government Inspectorate has just signed and issued Circular 05/2024 regulating the form of inspector cards and the issuance, management and use of inspector cards. The Circular takes effect from June 15.

Each inspector will be given an inspector card number.

According to the circular, the inspection card is made of paper, laminated with a protective plastic film on the outside, printed with a quarter red circle with a ring containing the abbreviated name of the card-issuing agency (for example, the Ministry of Finance abbreviated as BTC) repeated continuously, in the lower left corner of the back of the card.

The card is rectangular, 60 x 90 mm in size; the front has a red background, yellow capital letters, and consists of 2 lines: the top line has the national emblem, the bottom line has "INSPECTION CARD".

When appointed to the inspector position, each inspector will be given an inspector card code consisting of: a capital letter and 2 digits to distinguish the agency using the inspector from the province or from a ministry, agency, or branch.

The inspector card code is implemented according to the regulations of the Ministry of Home Affairs on the list of codes of state agencies. The inspector's serial number has 4 digits, starting from 0001.

The inspector card number will only change (a new code will be issued) in case the inspector transfers to another agency with a different code.

The issuance of cards has not been considered for people in temporary detention, serving disciplinary action or having notice of disciplinary review related to corruption, negativity, or public ethics by competent authorities.

When to use the inspection card?

In the new circular, the Government Inspectorate clearly stipulates that inspectors use inspection cards when performing inspection duties. The inspection card is valid for 5 years from the date of issue.

The inspector's card will be revoked if the inspector is dismissed or if the inspector's card is reissued in accordance with regulations.

The Minister, Chairman of the Provincial People's Committee, and General Director of Vietnam Social Security are responsible for managing the inspector cards of inspectors under their appointment authority.

The Chief Inspector of the Ministry, the Chief Inspector of the Province, the Chief Inspector of the Vietnam Social Security, the Chief Inspector of the Key Department, and the Director of the Department of Organization and Personnel under the Government Inspectorate are responsible for reviewing, synthesizing the list, and sending a written request to the Minister, the Inspector General of the Government, the Chairman of the Provincial People's Committee, and the General Director of the Vietnam Social Security to issue new, reissue, exchange, and revoke inspector cards for inspectors under their ministries and branches.

Along with that, it is necessary to issue inspection cards, revoke inspection cards and open a logbook to monitor the issuance, re-issuance and exchange of inspection cards; monitor and inspect the use of inspection cards for inspectors under the management of ministries, branches and localities.

"When detecting inspectors using inspection cards for the wrong purposes, recommend competent authorities to handle the matter according to the provisions of law," the circular clearly states.

Inspector cards issued to inspectors in accordance with Circular 01/2012 of the Government Inspectorate are valid until 2025 and shall be used until December 31, 2024. After the above deadline, inspection agencies shall be responsible for collecting, cutting off the corners of the cards and sending the list to the Government Inspectorate before January 15, 2025.

Prohibit misuse of inspection card

The Circular of the Government Inspectorate also stipulates that inspectors are responsible for preserving their inspection cards. In case of loss or damage of the inspection card, the inspector is responsible for reporting to the head of the direct inspection agency and submitting an application for reissuance of the inspection card according to regulations.

The Circular strictly prohibits the issuance, exchange, re-issuance, and revocation of inspection cards to the wrong subjects, in violation of the provisions of law.

At the same time, it is strictly forbidden to use inspection cards for the wrong purposes or to take advantage of the use of inspection cards to commit illegal acts.
