That is the content of the inspection conclusion on the compliance with aviation laws on aircraft exploitation and maintenance of Bluesky Aviation Joint Stock Company.

During the direct inspection at Bluesky in July 2024, when discovering the problems, the Inspectorate of the Civil Aviation Authority of Vietnam requested the units to urgently take remedial measures.
At the same time, based on the results and conclusions of the inspection, Chief Inspector Dinh Van Cung recommended that the Director of the Civil Aviation Authority direct relevant agencies and units to take a number of measures to handle the existing problems.
In particular, the Civil Aviation Authority Inspectorate was assigned to administratively sanction Bluesky for the following violations: Failure to maintain sufficient conditions for aircraft operation in terms of organizational structure; methods of operating and supervising aircraft operation; and equipment and devices for aircraft operation according to regulations.
Failure to update and maintain the safety documentation system and operating instructions; failure to provide training, professional development, and technical training for subjects as required; the acceptable level of safety (ALOS) is not approved by the competent authority as prescribed.
Previously, the Civil Aviation Authority Inspectorate discovered that Bluesky did not have appropriately qualified personnel at its operating facility to perform operational control functions. The company also failed to properly control and maintain operational control activities for all flights; and did not designate a person to provide operational instructions as required.
Bluesky contracted Air Alsie to perform flight surveillance duties that were not in compliance with regulations. Bluesky did not have operational support personnel to perform flight surveillance duties.
Bluesky did not establish a procedure for storing aircraft tracking data to assist in search and rescue (determining the last location of an aircraft) in its operations manual…
In addition to administrative sanctions against Bluesky, the Inspectorate also imposed administrative sanctions on Bluesky individuals for the following acts: 2 aircraft commanders did not sign in the correct position for the aircraft commander on the flight load balance board.
Maintenance warehouse staff at Noi Bai International Airport did not follow the correct procedures: Some cans of cleaning chemicals, aircraft fuel tank disinfectants, and data transmission cables did not have Bluesky material control tags; expired aircraft fuel tank disinfectants were left in the area where chemicals could be used.
Maintenance warehouse staff at Tan Son Nhat International Airport did not follow the correct procedures: Warehouse release form in use; tool loan form did not follow the correct form.
2 aircraft commanders did not follow the required work procedures: The pilot wrote the technical log of flight BSF999 (SZB-HAN) missing information on the flight date; the pilot wrote the technical log of flight BSF999 (HAN-CXR) missing information on the destination airport (inspector discovered through probability check).
Bluesky is required to organize a review, learn from the shortcomings and immediately implement solutions. At the same time, review and revise documents submitted to competent authorities for approval in accordance with legal regulations and consistency between documents. Report the implementation results to the Civil Aviation Authority Inspectorate before March 30, 2025.
The company providing ground services to Bluesky, DHT Trading Company Limited, was administratively sanctioned for providing aviation services at airports without a License to provide aviation services as prescribed.
Regarding the shortcomings of Bluesky that have been pointed out by the inspectors, some units under the Civil Aviation Authority such as the Flight Safety Standards Department, the Department of Environmental Science and Technology, the Northern, Central and Southern Airports Authority need to organize a review to draw experience for leaders and individuals and take remedial measures, reporting the results to the Civil Aviation Authority in March 2025.
