Removing difficulties, improving teaching and learning quality in Phu Quoc

On the morning of October 31, 2023, Comrade Tong Phuoc Truong, Member of the Standing Committee of Kien Giang Provincial Party Committee, Secretary of Phu Quoc City Party Committee and Comrade Huynh Quang Hung, Deputy Secretary of the City Party Committee, Chairman of the City People's Committee had a meeting and direct dialogue with nearly 120 cadres and teachers who are branch secretaries, party committees, school boards, union chairmen and branch secretaries of schools in Phu Quoc city.

Attending the conference were representatives of the leaders of the advisory and support agencies of the City Party Committee; the Vietnam Fatherland Front Committee of the city, the Labor Federation, the City Youth Union, the Women's Union; Phu Quoc National Park, the Center for VocationalEducation - Continuing Education, the City Social Insurance; Representatives of the leaders of specialized departments and offices under the City People's Committee; Party Committee Secretaries and Chairmen of the People's Committees of communes and wards.

At the Dialogue Conference, 27 delegates registered to speak, 17 delegates spoke directly; the delegates made recommendations to the leaders of the Party Committee and the city government on a number of difficulties and problems in the current education and training work. They focused on 5 groups of issues: the group on Party building and the political system in schools; the group on mechanisms and policies for teachers; the group on organization, staffing and expertise; the group on land and basic construction; the group on security and order and other areas.

Some opinions said that the number of teachers is still insufficient compared to the current situation of school scale development, policies and mechanisms related to teachers, public housing for teachers, asset procurement and public investment in education, the granting of land use right certificates to some schools, the slow development of key schools and national standard schools, etc.

At the dialogue, questions and recommendations from cadres and teachers were basically answered directly by the Chairman of the City People's Committee and Heads of departments, offices and functional agencies. For some issues that are not within the authority and practical conditions of the locality, the city leaders took note, summarized and recommended to higher levels for consideration and resolution.

In his concluding remarks at the Conference, Secretary of the Phu Quoc City Party Committee Tong Phuoc Truong acknowledged and highly appreciated the frank, dedicated and highly responsible opinions of the delegates. The opinions expressed by representatives of cadres and teachers of the entire city's education sector focused on 5 key groups of issues of concern to the entire sector and society. The Secretary of the City Party Committee requested the leaders of the City People's Committee, departments, offices and branches of the city to strictly implement the issues discussed and agreed upon during the dialogue and promptly and effectively resolve the legitimate recommendations of cadres and teachers.

Emphasizing the key tasks in the coming time, comrade Tong Phuoc Truong said that Phu Quoc city will continue to receive investment from the Central and the province to develop its socio-economy, and the people's lives will be improved and stabilized. In addition, education and training will have many opportunities and challenges intertwined, the learning needs of local children are increasing, facilities need to be invested in and the scale of schools and classes expanded, and skilled human resources must be sufficient in quantity and quality to meet the development needs of the city. In order for the city's education and training work to be better implemented, he suggested that Party committees at all levels must regularly pay attention to directing, urging, and inspecting the implementation of education and training targets and tasks to promptly correct limitations and remove difficulties and obstacles in the implementation process. Strengthening information and propaganda work on education and training, creating awareness changes and consensus in the entire political system and among the people for the cause of educational innovation in the locality; determined to successfully implement the set goals and tasks.

Along with that, the advisory and support agencies of the City Party Committee continue to pay attention to guiding Party committees and Party cells at all levels in school to effectively carry out the work of Party building and rectification. Focus on promoting political and ideal education, training revolutionary ethics, strongly arousing patriotism, aspiration for dedication, self-reliance and national self-reliance among teachers and students in educational institutions; building a team of teachers who are truly soldiers on the educational front, and are shining examples of morality and personality for students to follow. Pay attention to the work of creating sources and developing Party members among teachers and students (high school level). At the same time, strengthen and consolidate clean and strong political and social organizations.

Authorities at all levels have performed well in state management of education and training development. The City People's Committee directed specialized departments and offices to continue to reorganize the apparatus and restructure the staff of civil servants and public employees in the education and training sector to ensure streamlining and efficiency. Continue to review and supplement the planning and development of the network of schools and classes of educational institutions for the period 2021-2025, with a vision to 2030 in accordance with the socio-economic conditions of the locality. Prioritize using many capital sources to invest in building key schools and national standard schools; focus on completing the criteria on education and training to build new rural communes and maintain and improve the rate of achieving universal education and eliminating illiteracy for adults.

Continue to enhance the role and responsibility of mass organizations, socio-political organizations, and coordinate to care for the city's education work to develop more and more sustainably. Promote socialization and enhance autonomy in educational and training institutions; mobilize the participation of the whole society in the development of education, build a healthy educational environment, so that everyone and every organization can contribute to the development of education and enjoy the results of education. Promote activities to encourage learning and talent and care for and help students in difficult circumstances to excel in their studies. Honor and reward groups and individuals with outstanding achievements and outstanding contributions to the cause of education and training in the locality.

Affirming that the groups of issues raised in today's Conference of Contact and Dialogue are contributing to removing difficulties and obstacles in implementing the targets and tasks of education and training of the City Party Committee, on behalf of the Standing Committee of the City Party Committee, comrade Tong Phuoc Truong suggested that it is necessary to further promote the sense of responsibility of Party committees at all levels, the government, the entire political system and the support and contribution of social forces and all people to develop education and training into a top national policy./.
