19 more wind and solar power projects submit documents for electricity price negotiation

According to information from Vietnam Electricity Group (EVN), in the past 2 days, 19 more solar and wind power projects have sent documents to the Electricity Trading Company (EVNEPTC) to negotiate electricity prices and power purchase contracts.

Accordingly, updated to 5:30 p.m. on May 29, 59/85 renewable energy projects (wind power, solar power) have not yet sent documents to negotiate electricity prices and power purchase contracts.

The Ministry of Industry and Trade and EVN have actively removed difficulties for transitional renewable energy projects to soon put them into operation and generate electricity.

Of which, 43 projects have proposed a temporary price equal to 50% of the ceiling price of the price frame (according to Decision No. 21/QD-BCT dated January 7 of the Ministry of Industry and Trade on regulations on the price frame for electricity generation of transitional solar and wind power plants).

EVN and investors have completed price negotiations and signed power purchase contracts with 40/43 projects. In addition, EVN has submitted documents to the Ministry of Industry and Trade for consideration and approval for 40/43 investors of renewable energy projects to transition to temporary price proposals.

Also according to EVN, among the projects submitted, 19 projects have been accepted by competent state management agencies for construction or part of the construction; 26 projects have been granted electricity operation licenses for the entire plant or part of the plant.

In addition, there are 3 projects with a total capacity of 216.22 MW that have been recognized for commercial operation (COD) of part of the plant or the whole plant, but these are all plants that have implemented COD before 2021, when there was no electricity price.

Thus, as of May 29, out of 85 renewable energy projects without prices, 26 projects have not yet submitted documents to negotiate electricity prices and sign power purchase contracts.

In a press release issued the same day, EVN affirmed that, in the spirit of actively implementing the instructions of the Prime Minister and the Ministry of Industry and Trade, the group has publicly posted and regularly updated information on the status of procedures for implementing transitional renewable energy projects on EVN's website at: https://www.evn.com.vn/c3/nang-luong-tai-tao/Cac-du-an-NLTT-chuyen-tiep--141-2014.aspx.

EVN affirmed that after the Ministry of Industry and Trade issued Decision No. 21/QD-BCT, EVNEPTC sent documents to investors requesting to send documents and files to have parameters for calculating and negotiating electricity prices.

In addition, the Ministry of Industry and Trade and EVN have repeatedly held meetings to listen to investors' opinions and resolve difficulties and problems related to documents, procedures, and procedures for negotiating electricity prices, electricity purchase and sale contracts, etc. EVN has issued procedures and processes according to regulations in a public and transparent manner.

Based on feedback from investors, the Ministry of Industry and Trade and EVN have made efforts to remove difficulties and obstacles with the goal of putting renewable energy projects into operation soon, while still ensuring full compliance with legal regulations.
