According to the report of the Provincial Statistics Office, in the first 6 months of 2024, the business registration situation recorded many positive signs; the number of enterprises entering the market and returning to operation (979 enterprises) and the registered capital added to the economy were 4 times higher than the same period last year. Thanks to that, in the first 6 months of 2024, the labor utilization index of industrial production enterprises in the whole province increased by 4.98% over the same period last year. The Department of Labor, War Invalids and Social Affairs also recorded that in the first 6 months of 2024, the whole province created new jobs for 15,950 workers.
On July 13, TOP TEXTILES Co., Ltd. inaugurated and put into operation the TOP TEXTILES fabric factory with a capacity of 60 million meters of fabric/year at Rang Dong Textile Industrial Park (Nghia Hung). This is only phase 1 in the investment roadmap and according to the Investment Registration Certificate issued by the Industrial Park Management Board on December 31, 2019, TOP TEXTILES Co., Ltd. will invest in a fabric production project with a total investment of more than 203 million USD, a production scale of 120 million meters of fabric/year with a demand for 2,500 workers. As soon as phase 1 is put into operation, the project will contribute to creating jobs and income for about 1,800 workers in the locality and neighboring areas. According to comrade Tran Anh Dung, member of the Standing Committee of the Provincial Party Committee, Permanent Vice Chairman of the People's Committee of Nam Dinh province, the event of TOP TEXTILES Co., Ltd. inaugurating and putting the factory into operation with a total of 1,800 employees is one of the initial milestones in the roadmap to increasingly create more jobs for workers in Nam Dinh province. In the coming time, in the whole province, there are many large-scale projects of domestic and foreign enterprises that are actively promoting investment and construction progress so that they can soon go into official production operation, contributing to rapidly increasing the number of workers who will be able to find jobs.
Specifically, there are a series of projects such as: Computer and computer peripheral equipment manufacturing factory of QMH Computer Co., Ltd.; factory producing medical gloves, labor protection gloves with a scale of 300 tons of products/year invested by Xingyu Group (Singapore) in Bao Minh Industrial Park expansion; Project on manufacturing plastic products and melamine products initiated by JiaWei Group in My Thuan Industrial Park; High-tech packaging paper factory from recycled waste paper and pulp invested by GDT Paper Joint Stock Company with a total capital of VND 2,560 billion (equivalent to over 100 million USD) in Bao Minh Industrial Park expansion; XIELONG Vietnam Garment Factory invested by XIELONG High-tech Chemical Fiber Co., Ltd. with a total capital of USD 40 million in Rang Dong Textile Industrial Park; Signal transmission cable factory of MSL Vietnam Electronic Engineering Co., Ltd.; Workshop 2 of Golden Victory Vietnam Leather Shoe Factory; Solar power project (phase 1) of Sunrise Textile Dyeing Joint Stock Company; Factory of Nam Sung Aluminum Vietnam Co., Ltd.; garment factory of Nice Power Co., Ltd.; sports shoe sole and insole factory of Victory Vietnam Sports Equipment Co., Ltd.... In which, the computer and computer peripheral factory of QMH Computer Co., Ltd. (under Quanta Computer Inc. Group) was approved for investment and establishment in My Thuan Industrial Park in 2023. Receiving the support and assistance of all levels of government and functional departments of the province, QMH Computer Co., Ltd. has smoothly completed the investment and construction stages of phase 1 in a very short period of time. Currently, the company is putting the No. 1 factory with a production capacity of 1.3 million laptops/desktops into trial production and is taking the next investment steps to increase production capacity to 2.6 million units by 2025, 3.6 million units by 2026, 4 million units by 2027, and 4.5 million units by 2028. It is expected that in November this year, QMH Computer Co., Ltd. will put the No. 1 factory into official production and will create jobs for 2,200 workers (including 2,000 Vietnamese workers and 200 foreign experts).
In the first 6 months of 2024, the whole province recorded many projects of domestic enterprises that were actively promoting construction progress, installing machinery and equipment so that they could be put into operation soon, creating jobs for workers such as: Xuan Truong II Factory invested by Song Hong Garment Joint Stock Company, textile and garment production facility invested by Son Nam Textile and Garment Joint Stock Company, shoe production facility invested by Minh Tien Construction Joint Stock Company... In which, the Xuan Truong II factory project specializing in producing high-quality export garment products was started by Song Hong Garment Joint Stock Company from the end of November 2023 in Xuan Hoa commune (Xuan Truong) with a total investment of more than 700 billion VND, expected to be put into operation by the end of 2024, creating stable jobs for about 3,000 local workers, bringing the total labor force of the whole company to 15,000 people.
Faced with positive signals showing that Nam Dinh's labor market will be very vibrant in the coming time, authorities at all levels and functional sectors have increased programs and solutions to accompany and support investors and businesses in attracting local labor resources. Notably, provincial leaders and departments, branches, and localities have increased direct work with businesses, focusing on understanding labor needs right from the investment initiation stage; thereby having plans to direct and orient vocational training work in accordance with the structure and personnel positions that businesses need to recruit. The province also assigned the Department of Labor, War Invalids and Social Affairs to coordinate with departments, branches, and sectors to closely monitor and promptly grasp difficulties and obstacles in labor recruitment and use to have plans to support businesses in handling them effectively; for situations and obstacles beyond their authority, they must promptly report to the province. For occupations that have not yet become the province's strengths, the province also established a three-party coordination plan of "government - investors - vocational training units" to support businesses in connecting with training units, including trainers outside the province and foreign trainers, thereby making it convenient to order the most qualified human resource training according to the requirements of the employing businesses.
Currently, functional departments and related units have also increased support for businesses in recruiting workers with many practical methods such as posting recruitment information of businesses on electronic information portals and websites; coordinating to organize career counseling, enrollment and job placement; strengthening communication to widely disseminate information about businesses and projects right from the investment initiation stage in the province and the time of recruitment and the expected number of workers, occupations, and positions to be recruited so that Nam Dinh workers who are working far away or workers from other provinces can grasp, thereby being able to choose Nam Dinh as a place to work. The departments, branches and functional units of the province also recommend that, in order to attract and possess local labor resources, businesses need to clearly identify labor needs and have a preparation plan as soon as the investment project is licensed, and need to sign training cooperation agreements with universities and colleges to meet human resource needs when the project comes into operation. Regularly pay attention to the material and spiritual life of workers, create a movement to compete for good workers, build a friendly working environment, and long-term commitment to the company. On the part of workers, departments, branches, and functional units also recommend that when participating in the labor market, they need to actively grasp all information and fully understand employment laws; at the same time, proactively equip themselves with the necessary knowledge, skills, vocational skills, and foreign languages to soon find a suitable industry and profession with high and stable income.
