According to the Draft Guidelines for pilot implementation of artificial intelligence education content in general schools, the Ministry of Education and Training proposed to implement it from December 2025 to May 2026.
After this phase, the Ministry will summarize and evaluate the pilot results, complete the AI Content Framework, and then widely deploy it in the following school years.
AI education content is designed according to 4 main knowledge streams, corresponding to 4 competency domains including: Human-centered thinking, AI ethics, AI techniques and applications, and AI system design.

Designing an AI education content framework according to the main knowledge streams, in addition to knowledge about AI, also helps students clearly understand the boundary between using technology and social responsibility, ensuring that AI serves human life safely and humanely.
In addition, the content framework is also designed according to the level of education, corresponding to two educational stages: The basic education stage includes primary and secondary school levels; the career orientation education stage includes high school level.
At the primary level, the program helps students get acquainted with AI such as recognizing AI through visual applications, understanding that AI is created by humans and initially forming awareness of protecting personal data.
At the secondary school level, the program provides basic understanding, such as understanding the operating principles (data, algorithms), practicing using AI tools to solve learning problems and identifying the risks and biases of AI.
The purpose of career creation and orientation will be implemented at the high school level. Students learn to design simple AI systems, develop complex problem-solving thinking and career orientation in the technology field.
Regarding implementation, the Ministry proposed three directions: integrating into IT/STEM subjects; implementing selective learning topics; organizing enhanced teaching, clubs, and extracurricular activities to "take advantage of socialization and professional cooperation".
The pilot implementation of AI teaching in general schools nationwide is an important step to implement the Politburo's resolutions on scientific and technological breakthroughs, national digital transformation, as well as the National Strategy for AI development and application by 2030.
Besides educating students, the Ministry of Education and Training will also pilot the application of AI in education management, support teachers in preparing lessons, innovate testing and assessment, contributing to improving teaching and learning effectiveness.
The Ministry of Education and Training is asking for opinions from the Departments on this draft until November 26.
