Latest announcement from China's Ministry of Commerce on the status of tariff negotiations with the US

On May 2, the website of the Chinese Ministry of Commerce posted a press interview with the agency's spokesperson about the economic and trade dialogue and consultation between China and the United States.

Commenting on a reporter's question: "Recently, the US side has repeatedly stated that they are negotiating with China on economic and trade issues and will reach an agreement," a spokesperson for the Chinese Ministry of Commerce said that China has noted that US leaders have repeatedly expressed their willingness to negotiate with China on tariff issues, adding that recently, the US side has also proactively communicated information to China many times through relevant channels, expressing its desire to start negotiations with China. Currently, the Chinese side is evaluating this.

According to a spokesperson for the Chinese Ministry of Commerce, China's stance has always been consistent: "If we fight, we are ready to fight to the end; if we negotiate, the door is always open. The tariff war and trade war were unilaterally initiated by the US. If the US wants to negotiate, it must show true sincerity, be ready to correct its wrongdoings, cancel the unilateral imposition of additional tariffs, and take concrete actions."

The spokesperson of the Chinese Ministry of Commerce also noted that the US side has been continuously releasing information about adjusting tariff measures recently, and the Chinese side wants to emphasize that: “In any possible dialogue or negotiation, if the US side does not correct its wrong unilateral tariff measures, it shows that the US side is completely insincere, and will continue to damage mutual trust between the two sides.”

A spokesperson for the Chinese Ministry of Commerce emphasized: "Saying one thing and doing another, even using the so-called 'negotiation' as an excuse to threaten and coerce, is completely invalid for China."

In a development related to the US imposition of new tariffs, according to Xinhua News Agency on May 1, speaking at a meeting of the Committee on Subsidies and Countervailing Measures of the World Trade Organization (WTO) on April 29, the Chinese delegation to the WTO said that the US's reciprocal tariff policies risk destroying the global free trade order and affecting developing countries.

In addition, the Chinese delegation also pointed out that there is no widely accepted standard or methodology to determine "overcapacity."

The Chinese delegation stressed that a WTO member's output should not only meet domestic demand but also be able to participate in global trade and market competition based on its comparative advantages.

China believes that the concept of "overcapacity" put forward by the US and some other members goes against the theoretical basis of economic globalization, and actually only reflects concerns about competition and market share.

Meanwhile, US Treasury Secretary Scott Bessent expressed his belief on May 1 that China would want to reach a tariff agreement. In an interview with the US economic and financial news channel Fox Business Network, Mr. Bessent also noted that this process would not be easy and that steps to reduce tensions were needed before focusing on larger trade agreements.

In addition, Minister Bessent also said that the US administration will review the phase 1 trade agreement with China.

In January 2020, during President Donald Trump's first term, the US signed a phase 1 trade agreement with China, after many rounds of intense negotiations.

The deal was seen as an effort to ease trade tensions between the world's two largest economies at the time.
