Job description - Manage and operate the recruitment, training and dispatch of crew members : Organize and supervise the crew recruitment process, ensure the selection of personnel suitable to the requirements of shipping enterprises; Develop and implement specialized training programs to improve professional skills and quality of crew members; Dispatch crew members to promptly meet the operational needs of shipping enterprises, ensuring compliance with international safety standards and regulations. - Develop and implement a crew human resource development strategy : Assess short-term and long-term crew human resource needs, develop a comprehensive human resource development plan; Coordinate with training units, organize seminars and cooperation programs to attract and develop a team of high-quality crew members; Research and implement competitive salary and welfare policies to retain and attract talents in the industry. – Develop and implement a crew supply strategy : Develop a strategic plan to develop the crew supply market, expand the international partner network; Work directly with shipping lines, shipping companies, and international organizations to sign human resource supply contracts; Ensure that exported crew members meet the quality standards and legal regulations of the host country as well as international standards. – Operate VIMC Maritime Human Resources Company: Lead, coordinate and supervise the company's activities, ensure all operating processes are efficient and achieve business goals; Develop and implement policies and operating procedures related to recruitment, training and supply of crew members, comply with laws and standards of the maritime industry; Analyze performance, periodically report to the Board of Directors, and propose improvement solutions; Lead the company's human resources team, motivate work and build a professional, creative and sustainable corporate culture. II. Job requirements 1. Qualifications and experience - Have a university degree in human resources management, or major in Marine Engineering, Ship Control. - Have a degree and have worked on board as Captain, Chief Mate, Chief Engineer, Second Engineer with additional priority points. 2. Professional expertise - At least 10 years of experience in the field of maritime, logistics or human resources management. - Have at least 5 years of experience in a senior management position, priority given to candidates who have run companies or projects related to labor supply or maritime services. - Have a solid understanding of knowledge and methods for organizing human resource management functions in the organization (human resource planning, recruitment, training, crew remuneration, etc.). - Master the provisions of the Labor Law, Insurance Law, ... and documents and regulations related to labor management, policies and regimes of maritime transport enterprises. - Have basic knowledge of legal documents, regulations, and conventions of Vietnam and international countries related to employees (Crew members) as well as employers. - Master the organizational structure of the Company, the functions and tasks of the responsible unit and the functions and tasks of related units. Master the organizational structure of similar units in the same industry. - Understand the structure and operation of the safety management system according to the ISM Code, the Vietnamese Labor Code, the Maritime Labor Convention MLC 2006. 3.
