On Tuesday, November 7, 2023, the National Assembly continued its 12th working day at the National Assembly House under the chairmanship and direction of National Assembly Chairman Vuong Dinh Hue.

According to the Program, the National Assembly will spend the whole day continuing to question and answer questions on the implementation of a number of resolutions of the 14th National Assembly on thematic supervision and questioning, and resolutions of the National Assembly on thematic supervision and questioning from the beginning of the 15th term to the end of the 4th Session.

The National Assembly continued to question the implementation of a number of resolutions of the 14th National Assembly and from the beginning of the 15th National Assembly's term to the end of the 4th Session on thematic supervision and questioning in the following areas: industry and trade; agriculture and rural development; transportation; construction; natural resources and environment.

Minister of Industry and Trade Nguyen Hong Dien; Minister of Agriculture and Rural Development Le Minh Hoan; Minister of Transport Nguyen Van Thang; Minister of Construction Nguyen Thanh Nghi; Minister of Natural Resources and Environment Dang Quoc Khanh participated in the question and answer session. At the question and answer session, 9 delegates asked questions and 5 delegates debated, focusing on the following contents:

Regarding the industry and trade sector: solutions to counterfeit and fake goods; management solutions for the e-commerce sector; the responsibility of the Ministry of Industry and Trade in managing e-cigarette flavors; solutions to put Long Phu 1 Thermal Power Plant into operation soon.

In the field of agriculture and rural development: measures to maintain sustainability for OCOP products.

In the field of transportation: the status of pilot research on using sea sand as roadbed material.

In the construction sector: solutions to overcome the situation of suspended planning and suspended projects.

In the field of natural resources and environment: wastewater treatment in industrial parks and industrial clusters; results of treatment and collection of domestic solid waste; solutions to overcome limitations in land management and use in agricultural and forestry companies.

In the judicial field: solutions to the delay in issuing documents guiding the implementation of laws; responsibilities and solutions of the Ministry of Justice in institutional building; difficulties in implementing Circular 65/2021/TT-BTC dated July 29, 2021 of the Ministry of Finance regulating the preparation of estimates, management, use and settlement of funds for maintenance and repair of public assets; solutions to improve the effectiveness and efficiency of administrative judgment enforcement; responsibilities for state management of judicial appraisal; draft Decree replacing Decree No. 55/2011/ND-CP dated July 4, 2011 of the Government stipulating the functions, tasks, powers and organization of the legal apparatus with strong enough policies to attract and retain legal human resources.

In the field of internal affairs: salary policy for non-civil servants in state management agencies; solutions to improve salaries of school staff; salary policy for preschool teachers; solutions to implement synchronous and comprehensive salary policy reform according to Resolution No. 27-NQ/TW dated November 9, 2022 of the Central Executive Committee on continuing to build a socialist rule-of-law state of Vietnam in the new period; solutions to address the shortage of teachers; policies for non-professional cadres at commune, village and residential group levels; solutions to complete the construction of job positions; solutions to improve the quality of public administrative services; solutions to successfully implement Resolution No. 35/2023/UBTVQH15 dated July 12, 2023 of the National Assembly Standing Committee on the arrangement of administrative units at district and commune levels for the period 2023-2030.

Regarding the inspection field: responsibilities and solutions to improve the quality of recommendations for prosecution of cases with signs of crime discovered during the inspection process; the establishment of a Working Group to re-inspect the results of the Inspection Team in accordance with the law; the time to complete the case at the commercial housing project in Di An city, Binh Duong province; solutions to implement the Resolution of the 4th Session of the National Assembly, which requires strengthening control of power in inspection activities, strictly handling violations and negativity in inspection activities; results of implementing the contents required in Resolution No. 74/2022/QH15 dated November 15, 2022 of the National Assembly on promoting the implementation of policies and laws on practicing thrift and combating waste; responsibility for managing and training the team of civil servants doing inspection work.

In the court sector: solutions to implement targets and meet requirements for judicial reform; commercial mediation issues.

In the field of auditing: solutions to improve the effectiveness and efficiency of implementing audit recommendations and conclusions.
