(QNO) - General Secretary To Lam requested the education sector and localities to prepare conditions to teach two free sessions per day at primary and secondary schools from the 2025-2026 school year.

The Central Party Office has just announced the conclusion of General Secretary To Lam at the working session on April 18 with the Government and ministries and branches on the implementation of the Central Committee's resolutions on education and training; preparation of the Politburo 's resolution on educational and training breakthroughs and some policies to support teaching and learning.

No charge for 2 sessions/day

General Secretary To Lam agreed on the policy that primary and secondary schools should organize two sessions per day depending on each locality's conditions regarding facilities, finance and teachers.

The policy needs to have a roadmap for step-by-step implementation, in which it is necessary to combine State investment as the main factor and encourage socialization.

"Teaching two sessions a day ensures no fees and reduces pressure on students, enhances teaching about culture and arts, and ensures students' comprehensive development" - the conclusion stated.

The General Secretary assigned the Government to direct the Ministry of Education and Training, ministries and local sectors to fully prepare conditions in terms of facilities, teachers, teaching programs, andeducational activities so that primary and secondary schools can teach two sessions per day, ensuring improved education quality. Implementation time is from the 2025-2026 school year.

In addition, the General Secretary agreed on the policy of the State supporting lunch for primary and secondary school students in border communes, with priority given to mountainous border communes. The beneficiaries include both ethnic minority students and Kinh students living in border communes.

Localities need to focus on building and completing boarding and semi-boarding schools for border communes, creating favorable conditions for students' study and life.

The conclusion stated: "Pay attention to building schools that have enough classrooms, labs, running water, kitchens, bathrooms, toilets, playgrounds, and accommodations for teachers."

Along with that, border communes adjacent to a country need to teach that country's language to students, with the future goal of increasing people-to-people exchange between the two countries.

The General Secretary noted that this policy should be implemented according to a roadmap, in accordance with the country's economic situation. During the implementation process, it is necessary to strengthen inspection and supervision, and strictly prohibit the reduction of food standards for students.

Initially implemented in land border communes, starting from the 2025-2026 school year. Based on the implementation results, a preliminary review will be conducted to gradually expand nationwide.

The General Secretary encouraged localities that can balance their budget to immediately implement this policy in their management areas.

Currently, the country has 23.2 million students. Of which, there are about 8.9 million primary school students and about 6.5 million secondary school students. Currently, teaching two sessions per day is mandatory for primary school and encouraged for secondary school and high school.

Must remove bottlenecks, improve education quality

Also in the conclusion, the General Secretary acknowledged that over the past time, the Party and State have always considered education and training, along with science and technology, as the top national policy and have had many important policies and guidelines to develop and fundamentally and comprehensively innovate education and training, achieving many important results.

However, the education and training system has not yet made a breakthrough and has not met social expectations, especially the requirements for comprehensive human development and training of high-quality human resources.

Despite many national target programs, learning and living conditions for students in remote areas, ethnic minority and mountainous areas are still very difficult, and the number of children attending class is still low.

The main reason is that there are still many bottlenecks and limitations in thinking, awareness, institutions, policies, leadership and direction methods, management mechanisms, allocation and use of resources for education and training development.

The new context of the country requires training a new generation of people to develop comprehensively, with enough courage, intelligence, and health to achieve the country's two 100-year goals.

Faced with these requirements, the General Secretary said that it is necessary to have strong institutional and policy decisions to remove bottlenecks, focus investment resources to quickly modernize and improve the quality of education and training with the goal of comprehensively developing learners and creating high-quality human resources to meet the requirements of the country's breakthrough development in the new period.

The General Secretary agreed to assign the Government Party Committee to direct the Ministry of Education and Training to preside over and coordinate research and develop a project to submit to the Politburo to issue a resolution on breakthroughs in education and training development (similar to Resolution No. 57 of the Politburo on science and technology).

This resolution does not replace existing resolutions, but selects key issues and current major bottlenecks to focus on, creating clear and specific changes in the field of education and training. The deadline for completion is May 2025.
