Passing 12 Resolutions at the 14th Session (special session) of the City People's Council, term XVI, term 2021 - 2026

(Haiphong.gov.vn) - After half a day of urgent work, with a high sense of responsibility, the 14th Session (special session) of the 16th City People's Council, term 2021 - 2026, completed the proposed program contents and was a great success.

At the meeting, the City People's Council reviewed the submissions of the City People's Committee and the audit reports of the City People's Council Committees. The City People's Council delegates expressed their high agreement with the contents presented at the meeting; emphasized the important significance of the projects, bringing high economic efficiency, contributing to attracting investment, improving transport capacity, urban beautification, socio -economic development in the locality and hoped that the projects would be implemented soon, ensuring progress, meeting the expectations of voters and people of the city.

The City People's Council voted and unanimously passed 12 Resolutions, which are important Resolutions for socio-economic development, strengthening the city's defense and security, promptly meeting the aspirations of voters and people of the city: (1) Plan to use the excess revenue bonus source divided between the central budget and local budget and reinvested according to the special mechanism in 2022. (2) Adjust the state budget revenue settlement in the area; settle the local budget revenue and expenditure in 2022. (3) Give opinions on the promulgation of the list of preferential fields and areas for socialization and regulations on exemption and reduction of land rent for establishments implementing socialization of land use in urban areas in Hai Phong city. (4) Support funding for the construction of a monitoring and inspection station on rivers and bays under the Hai Phong Port Border Guard Command. (5) Adjust and supplement the list of investment projects requiring land acquisition; The amount of state budget capital expected to be allocated for compensation and site clearance in the city in 2024. (6) The urban development program of Hai Phong city, oriented to 2040, vision to 2050. (7) Investment policy for the project to invest in the construction of the route after ports 3 to 6, Lach Huyen port area. (8) Comments on the Pre-feasibility Study Report of the project to develop Hai Phong city to adapt to climate change. (9) Investment policy for the project to build barracks and anchorages, shelters for ships of the standing militia fleet. (10) Supplementing the number of employees and adjusting the number of labor contracts receiving salaries from the state budget in public preschool and general education units in the city in 2024.

Along with that are 2 Resolutions on personnel work under the authority of the City People's Council. Accordingly, the positions of members of the City People's Committee for the 16th term, 2021 - 2026 term were dismissed for the following comrades: Do Van Binh, Nguyen Hoang Long, Nguyen Minh Quang and Bui Hung Thien.

Chairman of the City People's Council Pham Van Lap and Vice Chairman of the City People's Council Bui Duc Quang presented flowers to members of the City People's Committee.

Electing additional members of the City People's Committee for the 16th term, 2021 - 2026 with the following results: Pham Tuyen Duong, Director of the Department of Justice; Tran Huy Kien, Chief of the Office of the City People's Committee; Nguyen Cao Lan, Director of the Department of Labor - Invalids and Social Affairs; Bui Xuan Thang, Commander of the City Military Command; Bui Thi Hong Van, Chief of the City Inspectorate were elected as members of the City People's Committee for the 16th term, 2021 - 2026.

In order for the Resolutions to be effectively implemented, in his closing speech at the Session, Chairman of the City People's Council Pham Van Lap requested that, immediately after the Session, the City People's Committee urgently direct the development and implementation of the Implementation Plan, in accordance with the urgent nature of the Resolutions just passed by the City People's Council, ensuring efficiency, economy and compliance with regulations. The Standing Committee of the City People's Council, the City People's Council Committees, the Delegation Groups and the City People's Council delegates focus on closely monitoring the implementation process to ensure serious, complete and correct implementation of the contents of the Resolutions of the City People's Council.
