According to Mr. Pham Duc Luan, Director of the Department of Dyke Management and Natural Disaster Prevention ( Ministry of Agriculture and Environment ), he discussed with the Director of the Bac Ninh Province Dike Sub-Department, because the floodwater from the upstream of Lang Son rushed in too quickly, some sections of the right dike (back dike) of the Thuong River overflowed, and forces are currently working to prevent the overflow. "The information about the dike breaking is incorrect," the Director of the Department of Dyke Management and Natural Disaster Prevention confirmed.

"The dike and the secondary dike are dikes that protect a separate area outside the main dike. The dike is usually much lower than the main dike, so it can only withstand flood water levels on the river at level 2. Above level 2, it often overflows or the locality proactively lets it overflow," Mr. Luan added.
According to the latest Law on Dykes 2006 No. 79/2006/QH11 applied in 2024, the dike is a dike that protects an area on the river side of the river dike. This dike has the effect of protecting residential and economic areas on the riverbank or floating sandbank in the riverbed.
Simply put, the dike acts as an additional protective buffer layer for the area inside the main dike. During floods, the dike will be the first barrier to come into contact with the water flow, reducing pressure on the main dike and helping to protect residential and production areas inside.
