New Circular on One-Stop-Shop and One-Stop-Shop Mechanisms: Creating Convenience for People and Businesses

On September 15, 2025, the Government Office issued a Circular guiding the implementation of a number of contents of Decree No. 118/2025/ND-CP on the one-stop shop and inter-connected one-stop shop mechanism in handling administrative procedures. This is an important step to standardize, simplify and modernize the process of handling records, especially in the period when local authorities are reorganized according to the current two-level administrative model.

New highlights

- Public and transparent administrative procedures: The list of administrative procedures is announced and made public, including procedures that do not depend on administrative boundaries and can be performed by people at the Public Administration Service Center at the provincial or commune level.

- Standardize the process of handling records: Ministries, branches and localities must develop internal processes and electronic processes on the Administrative Procedures Information System. This process ensures simplification, restructuring, data reuse, and shortens the time for organizations and citizens.

- Strong application of digital technology : Paper records are digitized, assigned codes and QR codes for tracking; data is extracted, updated and shared with the National Public Service Portal. People and businesses can submit records online, pay online and receive electronic results or paper copies by post.

- Commune-level Public Administration Service Center: For the first time, the commune level has organized a Public Administration Service Center, performing many tasks: receiving and guiding documents, supporting online public services, monitoring administrative procedure reform, and monitoring the satisfaction level of people and businesses.

- Innovation in guiding people: The Circular allows the use of sample application forms and instructional videos for easy access by people, limiting errors when submitting applications.

- Unified identity for the One-Stop Department: Applied synchronously from central to local levels, ensuring professionalism, easy recognition, creating trust and convenience for people.

The issuance of this Circular is an important legal basis for Ca Mau province to:

- Implement administrative reforms associated with digital transformation, especially when the local government apparatus is streamlined.

- Help people and businesses easily access and perform administrative procedures, reduce travel costs and waiting time.

- Contribute to improving transparency and efficiency of government service, in the spirit of digital government and digital society.

Message to citizens and businesses: From now on, administrative procedures will be faster, more transparent, and more convenient. Citizens and businesses can go to the One-Stop Department at all levels or access the Public Service Portal to perform procedures, without being bound by administrative boundaries./.
