At the 4th Annual Conference between the Provincial Party Secretaries and the 10th Meeting of the Joint Working Group between the provinces of Ha Giang, Lao Cai, Lai Chau, Dien Bien (Vietnam) and Yunnan Province (China), both sides agreed that it is necessary to accelerate the establishment of zones (markets) according to the Vietnam - China Border Trade Agreement to promote the improvement of the quality of goods exchange of border residents. Accordingly, the Si Choang - Den Suoi Thang opening will be restored. The trial period is 6 months; after the trial period, both sides agree to evaluate and report the results to each side's superiors.

The opening and restoration of the opening is the premise and basis for China to restore other openings in the province. Also at the opening ceremony, Vang Ma Chai Border Guard Station combined propaganda for 60 people about the "Digital Education for the People" movement, basic knowledge and skills of digital platforms, information technology and instructions on installing and using "Anonymous Email Box" to report crimes and illegal immigration via scanning QR codes on phones combined with instructions on installing VNeID electronic identification and authentication.
