The completion of the Van Ninh - Cam Lo Expressway will facilitate people's travel between the Central provinces and the whole country.
On August 15, the State Inspection Council for Construction Acceptance (the Council) organized an inspection of the completion acceptance of the Van Ninh - Cam Lo section of the North-South Expressway Construction Investment Project in the Eastern Region for the period 2021 - 2025. Deputy Minister of Construction Nguyen Tuong Van, Vice Chairman of the Council chaired the meeting.
Main line is 100% complete
Reporting to the Council, Mr. Nguyen Viet Dung, Project Management Director, representing the investor, said: The main route starts from Km 675+400 connecting with the Bung - Van Ninh component project, in Truong Ninh commune, Quang Tri province to Km 740+884.83 (intersection with National Highway 9A) in Hieu Giang commune, Quang Tri province, belonging to the North - South Eastern Expressway construction project in the 2021 - 2025 period, basically meeting the approved design requirements.
With the efforts of the investor and contractors, up to now, the main route has completed 65.55 km (100% completion), including 4 interconnecting intersections (intersection of National Highway 9C at Km 690+764.91, intersection of National Highway 9D at Km 713+276.5, intersection of Provincial Road 75 at Km 727+319.37, intersection of National Highway 9A at Km 740+884.83); 8 direct overpasses; works on the route and the Ho Chi Minh Road restoration road. Qualified for the Council to accept the completion acceptance results.
Representative of the Council's Expert Group, Associate Professor, Dr. Bui Phu Doanh said that the Council's Standing Committee and the Expert Group have organized 8 inspections of the project, and so far the construction items have been basically completed according to the design and technical instructions of the project. Although there are still some items that are being completed, these shortcomings do not affect the safety of the project's operation.
Complete the remaining items soon
Before putting into operation, the Ho Chi Minh Road Project Management Board must have solutions to complete all traffic safety items on the main route including guardrails, protective railings, painted lines, signs, reflective studs, and closing open positions of protective railings for construction.
In addition, during the exploitation process, the investor needs to continue to direct the contractor to complete the remaining work; promptly handle the phenomenon of slope collapse and road subsidence on weak soil along the route (if any) to ensure safe and smooth traffic.
Investors also need to monitor and control traffic volume, vehicle load, and the effectiveness of signs as well as traffic conditions on the route to promptly adjust traffic organization measures to ensure safe and smooth traffic.

After listening to the report and receiving opinions from the Council members at the meeting, Deputy Minister Nguyen Tuong Van concluded: The Council accepts the conditional acceptance results for the items proposed by the investor according to Clause 2, Article 23 of Decree No. 06/2021/ND-CP.
Currently, the project still has some outstanding work, the Deputy Minister requested the Ho Chi Minh Road Project Management Board to speed up the implementation to complete the project to meet quality standards and ensure traffic safety when put into operation. The items of protective fences, median strips, anti-glare nets... must be urgently completed before August 19 and the residential access road areas must be completed soon, and the road must be returned to the locality.
The investor needs to continue to monitor and observe subsidence during the operation of the route, to have timely solutions and urgently report to the Ministry of Construction the timeline for completing the remaining items.
"The investor and contractors will complete the unfinished items on time and ensure the quality. At the same time, we will continue to coordinate with the local authorities to clear the land. Before August 19, we will complete 15.7 km of barbed wire fences in residential areas to ensure traffic safety," the investor representative pledged.
The North-South Expressway project, Van Ninh - Cam Lo section, is over 65.55 km long. Of which, the section through Quang Binh province is over 33 km, passing through Quang Ninh and Le Thuy districts; the section through Quang Tri province is over 32.5 km, passing through Vinh Linh, Gio Linh and Cam Lo districts.
The Van Ninh - Cam Lo Expressway starts at the intersection with the Bung - Van Ninh Expressway project in Quang Binh province (old) and ends at the intersection with the Cam Lo - La Son Expressway in Quang Tri province.
When completed, the Van Ninh - Cam Lo Expressway will create convenient connections between Quang Binh and Quang Tri, shorten travel time, create momentum to promote trade, socio-economic development, tourism and attract investment in the new Quang Tri province and other localities.
