Developing Nghe An into a prosperous province of the country

According to the decision, the planning boundary of Nghe An province includes the entire mainland territory of Nghe An province and the sea space determined according to the 2012 Law of the Sea of Vietnam.

The general objective of the Plan is to build Nghe An into a fairly developed province of the country, with a fast and sustainable economic development, imbued with the cultural identity of Vietnam and Nghe An; to be the center of the North Central region in terms of trade, healthcare, education and training, science and technology, industry and high-tech agriculture;

There is a synchronous and gradually modern infrastructure system that adapts to climate change; the material and spiritual life of the people is improved; cultural and historical values are preserved and promoted; the ecological environment is protected, nature and biodiversity are preserved; national defense and security are firmly ensured.

In terms of economy, the Plan sets the target of an average growth rate of gross regional domestic product (GRDP) in the 2021-2030 period of about 10.5 - 11.0%/year. In the GRDP structure, the proportion of industry - construction accounts for 42.0 - 42.5%; services account for 39.0 - 39.5%; agriculture, forestry and fishery account for 13.5 - 14.0%. The average GRDP per capita in 2030 is about 7,500 - 8,000 USD.

In terms of society, strive to have 78% of cultural villages and blocks. The natural population growth rate in the period 2021 - 2030 is 0.98%/year. The rate of trained workers is 77%, of which 37.8% have degrees and certificates; on average, over 45,000 workers are created jobs each year.

The multidimensional poverty rate decreased by an average of 0.5 - 1.5%/year, in mountainous areas by an average of 1.5 - 2.0%/year.

Nghe An province strives to have 70% of district-level administrative units complete the task of building and meeting new rural district standards. The rate of communes meeting new rural standards will reach 90%; the urbanization rate will reach about 40 - 45%...

Regarding the environment, strive to stabilize forest coverage at 58%. The rate of urban population supplied with clean water through centralized water supply systems reaches 100%.

Vision to 2050, Nghe An will be a comprehensively developed, civilized, modern province of the country and imbued with the cultural identity of Vietnam and Nghe An; an important driving force for development of the North Central region; the material and spiritual life of the people will reach a high level; cultural, historical and traditional values, natural ecosystems will be preserved and promoted; national defense and security will be firmly ensured.

Strategic Development Breakthroughs

The plan proposes breakthroughs for the development of Nghe An province, such as developing two growth engine areas, including the expanded Vinh city and the expanded Southeast Nghe An Economic Zone.

In particular, implementing three strategic breakthroughs include: First, perfecting synchronous institutions and policies; strongly improving the investment and business environment with outstanding competitiveness associated with administrative reform. Strengthening decentralization, delegation of authority, promoting proactiveness, creativity and responsibility of all levels and sectors.

Second, focus on investment, create a breakthrough in building synchronous and modern infrastructure to meet development requirements; in which, strongly develop strategic transport infrastructure, create connectivity, and spread development.

Third, comprehensively develop human resources, science, technology, innovation associated with promoting the cultural values and people of Nghe An. Focus on education and training, attract human resources, especially high-quality human resources.
