At the meetings, the two sides agreed to assess that the two countries' official upgrading of relations to the level of comprehensive strategic partnership on September 10, 2023 is a historic milestone in bilateral relations, in which the pillar of economic and trade cooperation continues to be an important driving force, playing a pioneering role in promoting common prosperity between the two countries; affirming that the Ministry of Industry and Trade of Vietnam (MOIT), the Office of the United States Trade Representative (USTR) and the United States Department of Commerce (DOC) need to cooperate more deeply to implement and realize the vision of the Senior Leaders, establishing development goals commensurate with the comprehensive strategic partnership for the upcoming journey.
Deputy Minister Nguyen Hoang Long affirmed that Vietnam shares and supports the US's viewpoint on fair trade, and has no intention of applying any measures that discriminate, burden or restrict trade, or harm US production and workers; at the same time, he expressed concern about the increasing frequency of trade defense investigations against Vietnamese exports to the US market, saying that the US is currently the country conducting the most trade defense investigations against Vietnam, which is not commensurate with the good economic cooperation relationship between the two sides. The Deputy Minister suggested that the US carefully consider Vietnam's opinions in each specific case to ensure trade liberalization, fairness, objectivity, and transparency for the trade activities of businesses of the two countries.

At the meeting with the Assistant to the US Trade Representative , Deputy Minister Nguyen Hoang Long highly appreciated the close cooperation between the Ministry of Industry and Trade of Vietnam and the US Trade Representative in recent times; especially the effective promotion of policy exchanges on many economic and trade issues through the dialogue mechanism of the Vietnam - US Trade and Investment Council (TIFA). Deputy Minister Nguyen Hoang Long affirmed Vietnam's desire to promote economic, trade and investment relations with the US in a comprehensive and sustainable manner. The Ministry of Industry and Trade, as Chairman of the Vietnam Subcommittee in the Vietnam - US Trade and Investment Council (TIFA), pledged to continue to proactively coordinate and cooperate with US management agencies to comprehensively address the concerns of both countries, thereby maintaining stable trade relations, towards a harmonious, sustainable and mutually beneficial trade balance.
Regarding the market economy issue, Deputy Minister Nguyen Hoang Long and Assistant USTR Sarah Ellerman agreed that this is a technical issue, not a political issue; they suggested that the two sides continue to cooperate and discuss in the coming time so that the United States can recognize Vietnam as a market economy as soon as possible. Deputy Minister Nguyen Hoang Long said that the United States' recognition of Vietnam as a market economy not only creates opportunities for fairer treatment for Vietnamese enterprises, but also does not affect the legitimate rights of the domestic manufacturing industry in the United States. In addition, the United States' recognition of Vietnam's efforts in economic reform will motivate other economies as well as create more motivation for Vietnam to improve the investment and business environment in Vietnam, creating a quality supply source, stabilizing the supply chain for the import and consumption needs of US enterprises and people.
The two sides also discussed in depth the directions of cooperation in enhancing the capacity to protect intellectual property rights, clarifying some new regulations in the field of digital trade and services as well as the cooperation plan in 2025.
At a meeting with the US Assistant Secretary of Commerce, Deputy Minister Nguyen Hoang Long of Vietnam expressed deep concern about the preliminary anti-dumping tax (AD) imposed by DOC on Vietnamese raw honey in the first administrative review ; stating that this tax not only seriously affects Vietnam's beekeeping industry but also negatively impacts the lives and welfare of more than 40,000 beekeepers, going against the efforts of the two countries in protecting the environment because bees play an important role in the ecosystem. The Deputy Minister suggested that DOC consider using alternative data submitted and provided by Vietnam to adjust the final dumping margin; and suggested that the DOC investigation agency carefully reconsider the opinions of Vietnamese government agencies and enterprises so that honey exporters can enjoy a fair tax rate.

For his part, the US Assistant Secretary of Commerce (DOC) affirmed that the next US Administration will continue to promote economic and trade cooperation with Vietnam; said that US businesses highly appreciate the opportunity to invest and shift supply chains to Vietnam; and suggested that Vietnam continue to improve the legal framework, ensure enforceability, and predictability to help speed up the approval and implementation of projects.
Regarding specific cooperation activities in the fields of industry and energy, Deputy Minister Nguyen Hoang Long suggested that both sides promote the implementation of signed agreements, and suggested that the United States and developed countries develop specific funding packages to support Vietnam in effectively implementing energy transition; and suggested that the United States support and help Vietnam improve its processing capacity and protect the environment in the process of mastering and exploiting resources.
At the end of the meeting, the two sides agreed to continuously foster strategic trust, increase discussions, and deepen cooperation in core areas in the future such as energy, energy transition, intellectual property, etc., and at the same time find ways to promote cooperation in the coming time to realize the commitments of the two countries' leaders.
