Conference Overview

Attending the Conference were Deputy Minister, Vice Chairman of the Ethnic Committee Nong Thi Ha; Permanent Vice Chairman of Ha Giang Provincial People's Committee Hoang Gia Long; leaders of some departments and units of the Ethnic Committee; and leaders of Ethnic Committees of provinces and cities in the cluster.

Speaking at the opening of the Conference, Ms. Chu Thi Ngoc Diep, Head of the Ethnic Minorities Committee of Ha Giang province, Head of Emulation Cluster No. 1 said that in 2024, units in Emulation Cluster No. 1 actively responded to emulation movements at all levels; proactively innovated emulation and reward work; launched and well organized patriotic emulation movements associated with implementing Directive 05-CT/TW dated May 15, 2016 of the Politburo on: "Promoting the study and following of Ho Chi Minh's ideology, morality and style", implementing Directive No. 34 dated April 7, 2014 of the Politburo on continuing to innovate emulation and reward work; Directive No. 19 dated July 16, 2021 of the Prime Minister on launching emulation to successfully implement the annual socio-economic development tasks and the 5-year plan (2021-2025) according to the Resolution of the 13th National Congress of the Party; directives, resolutions, and decisions of each locality on emulation and reward work in the area have achieved important results, contributing to the successful completion of the assigned functions and tasks of each unit in the Cluster.

Units in Emulation Cluster No. 1 signed an emulation covenant and launched the emulation movement.

Through emulation movements and campaigns, many typical and advanced collectives and individuals have emerged in the Cluster, excellently completing assigned tasks and being rewarded in many forms.

For the Ethnic Minorities Committee of Ha Giang province, in 2024, the unit promoted the spirit of solidarity, unity, dynamism, creativity, and made efforts to overcome difficulties in performing tasks, thereby achieving many important results, contributing to the completion of the socio -economic development targets of the province. Notably, the Provincial Ethnic Minorities Committee completed 6/6 tasks assigned by the Provincial People's Committee; the results of allocating and disbursing capital to implement the National Target Program for ethnic minority and mountainous areas in 2022 and 2023 reached 100%, in 2024 the disbursement rate reached more than 94%.

Emulation cluster No. 1 of the Ethnic Committee includes the Ethnic Committees of 9 provinces: Ha Giang, Cao Bang, Bac Kan, Tuyen Quang, Yen Bai, Lao Cai, Lai Chau, Dien Bien, Son La.

In 2025, units in Emulation Cluster No. 1 will continue to thoroughly disseminate and propagate to cadres, civil servants and workers the Party's guidelines, policies and laws of the State, and regulations of the province related to emulation and reward work; promote the deployment and implementation of patriotic emulation movements in each agency and unit; focus on launching specialized and ad hoc emulation movements, associated with promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle; enhance the responsibility of each member unit in researching and proposing innovative solutions, improving the quality of patriotic emulation movements, creating clear changes in emulation to perform the political tasks of each agency and of the Cluster. At the same time, continue to advise provincial Party Committees and authorities to issue Directives and Resolutions to effectively implement the Party's guidelines and policies on ethnic work. Thereby improving the effectiveness and efficiency of State management in the field of ethnic affairs, while gradually improving the material and spiritual life of the people.

At the Conference, delegates discussed and shared local experiences to contribute to the effective implementation of the emulation movement of the Cluster, and at the same time made recommendations and proposals to innovate emulation activities such as: Building operating regulations and emulation content and criteria; signing emulation covenants and implementing emulation movements; researching and soon having guidelines and directions on organizing the apparatus for ethnic work from provinces, cities to grassroots levels to unify nationwide....
