(Chinhphu.vn) - Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 28/CD-TTg dated March 29, 2024 to rectify the operations of the American International Primary, Middle and High School in Ho Chi Minh City.
The telegram sent to the Chairman of the Ho Chi Minh City People's Committee and the Minister of Education and Training stated: Recently, the press has reflected on a number of shortcomings in the educational activities of the American International Primary, Secondary and High School in Ho Chi Minh City (referred to as the American International High School) related to students' learning. In order to ensure the rights of students of the American International High School and rectify foreign investment activities in the field of education to ensure compliance with regulations and strictness of the law, the Prime Minister requests:
1. The Chairman of the Ho Chi Minh City People's Committee is responsible for directing relevant agencies of the City to:
a) Urgently implement appropriate solutions to ensure students' learning rights, not to interrupt their learning; have solutions to stabilize the psychology of students and their parents, as well as ensure order, security, social safety and stability.
b) Urgently review and consider the responsibility of the investor of the American International School and handle the school'seducational activities to ensure compliance with legal regulations and the legitimate rights and interests of students.
c) Strictly review and strengthen inspection and examination of schools in the area that are teaching integrated programs and schools with foreign elements to promptly detect and correct violations that may occur early, from afar, and at risk when they first appear.
2. The Ministry of Education and Training is responsible for:
a) Urgently complete the draft Decree amending and supplementing Decree No. 86/2018/ND-CP dated June 6, 2018 regulating foreign cooperation and investment in the education sector and Decree No. 46/2017/ND-CP dated April 21, 2017 regulating conditions for investment and operation in the education sector, including solutions to strengthen the management of types of schools with foreign elements that are implementing joint ventures, partnerships and implementing integrated programs, international programs, and joint programs with foreign countries.
b) Conduct reviews and inspections of foreign-invested schools nationwide that are teaching integrated programs, international programs, and foreign-linked programs to promptly detect, correct, and handle violations, if any.
3. Assign Deputy Prime Minister Tran Hong Ha to monitor and direct the final settlement of this issue./.
