On the morning of May 28th, in Ninh Binh province, Prime Minister Pham Minh Chinh attended the conference to announce the Ninh Binh Provincial Planning for the period 2021-2030, with a vision to 2050, which includes the goal of Ninh Binh province becoming a centrally-governed city by 2035.
Attending the Conference were Central Committee members: Vice Chairman and Secretary General of the Central Committee of the Vietnam Fatherland Front Nguyen Thi Thu Ha, Minister of Planning and Investment Nguyen Chi Dung, Minister of Transport Nguyen Van Thang, Secretary of the Ninh Binh Provincial Party Committee Doan Minh Huan; leaders of ministries, central and local agencies; representatives of embassies of foreign countries, international organizations, businesses, and investors.
The Ninh Binh Provincial Planning for the period 2021-2030, with a vision to 2050, was approved by Decision 218/QD-TTg dated March 4, 2024, of the Prime Minister.
The Ninh Binh planning scheme adopts a "green" development model based on key economic sectors, development corridors, and priority, breakthrough tasks.

In which, the four pillar economic sectors include: (1) Taking tourism and cultural industries associated with heritage economy as the spearhead; (2) Taking the automotive mechanical industry as the driving force to promote some high-tech industries; (3) Taking innovative startups as the breakthrough; (4) Taking ecological and multi-value agriculture as the support.
The more we do planning, the more experience we gain.
Speaking at the conference, Prime Minister Pham Minh Chinh expressed his pleasure at attending the event in Ninh Binh - the land of the ancient capital with a thousand years of history, a "land of spiritual significance and outstanding people," associated with many famous landmarks of national and global importance; a place that preserves and maintains many unique cultural values; a witness to a glorious historical period that demonstrates the courage and spirit of Dai Co Viet.
The Prime Minister highly appreciated the organization and basically agreed with the content of the Conference; expressed his admiration for the aspirations, will, and determination of the Party Committee, government, military, and people of Ninh Binh province in implementing the Provincial Planning; and emphasized some key points regarding planning work in general and the implementation of Ninh Binh provincial planning in particular.
In his overall assessment of the planning work, the Prime Minister emphasized that planning plays a very important role; it is not a new task, but it is a difficult one, and the more we do it, the more experience we gain.

Since the beginning of the 13th National Congress term, planning work has received focused investment and accelerated implementation, making significant progress; the work of formulating, adjusting, and organizing the implementation of national, regional, and provincial/city-level plans has been expedited (110 out of 111 plans have been completed, appraised, and approved).
The Prime Minister emphasized that planning plays a leading and guiding role, helping to ensure development is on the right track, rapid, sustainable, comprehensive, and well-structured; it helps to effectively exploit and utilize resources, including land, water, and underground space, and connects with other spaces.
Planning must be innovative, groundbreaking, and possess a strategic, holistic, and comprehensive vision, encompassing both the short and long term. Planning must be one step ahead, ensuring a systematic, scientific approach and effective implementation step by step.
Good consultants lead to good planning, good planning leads to good projects, and good projects lead to good investment implementation and efficiency.
Planning work must adhere closely to the Party's guidelines and policies, and the State's laws; closely follow the practical situation of the locality, region, area, and the world, especially the unique potential, outstanding opportunities, and competitive advantages of the locality; only those that are mature, clear, proven correct by practice, and supported by the majority should be included in the plan; and closely follow the needs and aspirations of the people and businesses in the development of the province and region.
At the same time, focus on three important elements of the guiding ideology in planning work: (1) Always put people as the center, subject, resource, and driving force; do not sacrifice fairness, social progress, and the environment for mere growth; (2) Determine that resources originate from thinking, driving force originates from innovation, and strength originates from businesses and the people. Renew old driving forces and exploit new resources with breakthroughs; (3) Be in line with development trends, especially new development trends of industries, fields, regions, the country, and the world.

The Prime Minister also pointed out the tasks that planning work needs to focus on: Identifying and promoting the development of unique potentials, outstanding opportunities, and competitive advantages (effectively exploiting and attracting resources for rapid and sustainable development); identifying and clearly stating contradictions, existing problems, limitations, difficulties, and challenges... in order to propose solutions to resolve and overcome them; building a list of projects and programs to attract investment, promote trade, and promote socio-economic development; mobilizing resources for implementation (State, society, public-private partnerships, FDI...); organizing implementation scientifically, effectively, with a focus on key priorities; regularly monitoring and supervising; avoiding perfectionism and haste, completing each task thoroughly.
A land of outstanding people and rich, unique culture.
The Prime Minister affirmed that Ninh Binh has many potentials and advantages, being a province located in the southernmost part of the Red River Delta, with a strategically important position in terms of politics, economics, and national defense and security; a crossroads between three regions (the Red River Delta region, the Northwest mountainous region, and the North Central coastal region).
The province is a land of "spiritual and talented people," possessing many unique and distinctive cultural, historical, and ecological values: It boasts the ancient capital of Hoa Lu with its vast, rich, and distinctive historical and cultural heritage; it is one of eight provinces and cities with World Heritage sites and the only locality in Vietnam and Southeast Asia to possess a mixed cultural and natural heritage – the Trang An Scenic Landscape Complex, Cuc Phuong National Park, etc.; and it has many diverse traditional crafts.
Ninh Binh is also one of the three largest and most modern automotive and mechanical industrial centers in the country; and a leading fruit and vegetable processing center in Vietnam.
The province's services have developed strongly, with tourism becoming a highlight, consistently ranking among the top 15 destinations and the top 10 provinces attracting the highest number of tourists nationwide for many years, gradually becoming a national and international tourism hub.

According to the Prime Minister, the provincial planning has opened up new directions, visions, and development spaces, creating new momentum and value for Ninh Binh.
Over the past period, the province has achieved many important results in socio-economic development. In 2023, the province's economy maintained growth, with an estimated GRDP growth rate of 7.27%, ranking 8th in the Red River Delta region and 22nd nationwide; in the first quarter of 2024, it continued to grow at 8.02%. Since 2022, Ninh Binh province has achieved budgetary autonomy (ranked 26th out of 63 provinces in 2023, with an estimated revenue of 16,144 billion VND); exports ranked 23rd out of 63 provinces.
From a predominantly agricultural province, industry and services now account for over 80% of the economic structure. Industry has truly become the driving force of growth. Tourism has become a key economic sector, contributing positively to the rapid and sustainable economic restructuring of the province. Socio-economic infrastructure has received significant investment and upgrades, especially transportation infrastructure.
The new rural development program has been implemented decisively and comprehensively, achieving many positive results (100% of communes and 100% of districts and cities in the province have met the new rural development standards). Social security has been prioritized, with the poverty and near-poverty rates according to the multidimensional poverty standard for the 2022-2025 period remaining low (by the end of 2023, they were 1.86% and 2.27% respectively; per capita GRDP ranked 24th out of 63 provinces).
Education and training are given attention and focused on comprehensive development in both scale and quality. Local defense and military capabilities are strengthened; political security and social order are maintained; and foreign relations are expanded...
According to the Prime Minister, this is a solid foundation for Ninh Binh to continue asserting its position on the path of development and integration. On behalf of the Government, the Prime Minister acknowledged and warmly commended the achievements that the Party Committee, government, military, and people of Ninh Binh province have made throughout the recent period of development and reform, making a positive contribution to the overall success of the country.
However, the province still faces shortcomings, limitations, difficulties, and challenges. Its economic scale is small compared to other provinces in the region. Urbanization is low (urban population accounts for only 21.5%, while rural population accounts for 78.5%). Further investment is needed in developing the digital economy, green economy, circular economy, and sharing economy. Land clearance and the implementation of some projects are still slow. The political security situation and social order and safety remain potentially complex…

"One focus, two determinations, three motivations" for Ninh Binh
According to the Prime Minister, the provincial planning has opened up new directions, visions, and development spaces, creating new momentum and value for Ninh Binh in the overall picture of provinces and cities in the region and across the country.
The provincial planning has chosen a "green" development model based on four key economic sectors and three development corridors. The Prime Minister believes this is a very correct and strategic choice, with decisive significance for the rapid and sustainable development of Ninh Binh province in the coming time.
According to the head of government, in order to implement the Plan, Ninh Binh province needs to focus on and concentrate on "1 key priority, 2 determinations, and 3 driving forces".
"One key focus" is to mobilize and effectively utilize all legitimate resources to implement the plan, with internal resources being fundamental, strategic, long-term, and decisive, while external resources are important and groundbreaking, with the most important resource remaining human resources, maximizing self-reliance, self-strength, and the glorious historical and cultural traditions of the ancient capital of Hoa Lu.
"Two resolutions" include: (1) The determination to invest in and develop human resources, raise the intellectual level of the people, train human resources, and cultivate talents to rise up from their own "hands, minds, sky, and sea," ensuring social security and leaving no one behind; (2) The determination to promote the connecting role of the three regions (Red River Delta Region - Northwest mountainous region and North Central coastal region) in terms of economy, transportation, infrastructure, production and supply chain systems…
"Three driving forces" include: (1) Developing strategic infrastructure; (2) Developing industry and services, including the automotive industry, cultural industry, and heritage economy; (3) Promoting entrepreneurship, innovation, applying science and technology, developing emerging industries and fields, and making breakthroughs in new growth drivers such as green economy, digital economy, circular economy, sharing economy, knowledge economy, climate change adaptation, and sustainable development.
At the same time, Ninh Binh province needs to pay attention to ensuring the compliance, consistency, linkage, stability, continuity, development, flexibility, and expansion of the planning.
Further analyzing some specific tasks and solutions, the Prime Minister emphasized that the province needs to rely on industry and services to achieve breakthroughs, focusing on building brand value for heritage and tourism.
Emphasizing that Hoa Lu Ancient Capital, Cuc Phuong Forest, Trang An, Tam Coc - Bich Dong… are invaluable assets, the Prime Minister stated that the Party and State have a policy that Ninh Binh province needs to boldly innovate, "liberate itself," free its thinking, research, propose mechanisms and policies, and organize bidding for the management and exploitation of heritage sites to promote public-private cooperation and maximize the strength of the people and businesses.
"The land, forests, heritage, and assets remain intact, still belonging to the State and the people, but they are being preserved, promoted, and exploited in the most effective way," the Prime Minister said. In reality, Ninh Binh has "turned nothing into something, turned difficulties into ease, and made the impossible possible" in promoting its cultural and historical traditions and exploiting its heritage, such as in the development of the Trang An Scenic Landscape Complex, a model that needs to be further summarized and replicated.

In addition, there is an urgent need to develop Hoa Lu into a heritage city, and to research the establishment of a Ninh Binh art troupe… The Prime Minister also suggested that the province could issue mechanisms and policies to prioritize the Xam singing art form, and that Hoa Lu University could open a training program in this art form.
At the same time, we must accelerate administrative procedure reforms, improve the investment environment; prioritize investment in education and training, focusing on training human resources for the cultural and entertainment industries and digital transformation; and strengthen resource management and environmental protection…
Regarding transportation infrastructure, the Prime Minister requested Ninh Binh to closely coordinate with ministries, sectors, and localities to urgently complete the Hai Phong – Thai Binh – Nam Dinh – Ninh Binh coastal expressway, a road connecting heritage sites…
Mobilizing the intellect and strength of Ninh Binh's people for development.
The Prime Minister stated that the political and legal foundations are in place, the potential and development orientation have been identified, and the solutions are clear. The remaining decisive issue is the effective implementation with the mindset, dynamism, creativity, political determination, and responsibility of the Party Committee, government, military, and people of Ninh Binh, mobilizing the intellect and strength of the people of Ninh Binh for development.

To ensure the practical and effective implementation of the Plan, the Prime Minister requested the province to promptly develop, issue, and actively and effectively implement the Plan's implementation plan.
The Prime Minister urged the Provincial People's Committee to boldly submit matters within its authority to the Provincial People's Council for consideration and decision, with the spirit of "open policies, seamless infrastructure, and smart governance".
Addressing the business community and investors, the Prime Minister urged them to uphold the spirit of "three together": "Listening together, understanding together"; "sharing vision and action together"; "working together, winning together, enjoying together, and developing together"; building long-term, sustainable business strategies; fulfilling investment commitments and cooperation agreements; complying with the law; practicing good business culture and ethics, social responsibility; participating in social welfare work; and ensuring a decent life for workers.
The Prime Minister urged the business community, investors, ministries, departments, and all levels of government in Ninh Binh province and other localities to "keep their promises, fulfill their commitments, and ensure tangible results that can be measured and quantified"; contributing to strengthening confidence and creating new momentum and impetus for development.
Implementing the planning is an important, long-term task, with both advantages and difficulties. However, the Prime Minister believes that, with the historical and cultural traditions, the will, aspirations, and pride of the ancient capital region, along with the unity, dynamism, and creativity of the entire Party Committee, government, and people of Ninh Binh province, with the achievements made and the continued new development momentum in recent years, with the joint efforts, great determination of the entire political system of the province, the close support and coordination of central ministries and agencies, the participation of investors and businesses, the support of international friends, and the trust and support of the people, Ninh Binh province will develop rapidly and sustainably, rising strongly to become a growth pole of the southern provinces of the Red River Delta, aiming to become a civilized, modern, smart city directly under the Central Government with its own identity, on par with millennium heritage cities around the world.
