The Prime Minister directed the acceleration of the implementation of Project 06 to serve the national digital transformation.

Prime Minister Pham Minh Chinh has just signed Directive No. 07/CT-TTg, requesting ministries, sectors, and localities to accelerate the implementation of the Project on developing applications of population data, electronic identification and authentication to serve the national digital transformation in the period 2022-2025, with a vision to 2030 (Project 06) in 2025 and subsequent years.

The directive states: The Politburo has identified "Developing science, technology, innovation, and national digital transformation as a top priority breakthrough, the main driving force for the rapid development of modern productive forces, perfecting production relations, reforming national governance methods, developing socio-economics, preventing the risk of falling behind, and enabling the country to achieve breakthrough development and prosperity in the new era."

To concretize the above guiding principles, it requires all sectors and levels to demonstrate high determination, great effort, and more decisive action in implementing Project 06 in conjunction with building and developing the National Data Center, leveraging the potential of data to serve the national digital transformation revolution; the Prime Minister requests that ministries, ministerial-level agencies, agencies under the Government, and People's Committees of provinces and centrally-administered cities thoroughly understand and implement the key tasks and solutions in a synchronized, unified, timely, and effective manner.

Regular meetings and inspections are conducted to address difficulties, obstacles, and bottlenecks.

Specifically, the Prime Minister requested that ministries, sectors, and localities urgently resolve outstanding tasks from previous years, and regularly hold meetings and inspections to address difficulties, obstacles, and bottlenecks according to the principle of "leadership from the top down, but implementation and problem-solving must come from the bottom up."

Develop and finalize detailed regulations for laws passed by the National Assembly, addressing legal issues serving the development of science and technology, innovation, and digital transformation. Simultaneously, units need to restructure processes and reuse digitized data to reduce the need for citizens and businesses to resubmit or declare digitized information and documents; prioritize research into reusing digitized land data to streamline administrative procedures related to residency. District and commune-level administrative units that have completed digitization must put it into use immediately in the second quarter of 2025.

In addition, the Prime Minister requested the upgrading and improvement of information technology infrastructure to meet the requirements of Document No. 1552/BTTTT-THH dated April 26, 2022 and Document No. 708/BTTTT-CATTT dated March 2, 2024 of the Ministry of Information and Communications (now the Ministry of Science and Technology); and the completion of the connection between the Information System for resolving administrative procedures at the ministerial and provincial levels with the National Database on Population to serve the resolution of administrative procedures and public services according to Government Decree No. 107/2021/ND-CP, to be completed in 2025.

Furthermore, the Prime Minister requested the development of digital transformation plans for ministries and agencies that are similar in nature to Plan 06 and ensure connectivity with Plan 06, incorporating the 11 utilities and objectives already developed by the Ministry of Public Security. He also called for focused resources, decisive implementation, and deployment within the period from now until the end of 2025; ensuring the regular use of these utilities to support digital transformation; and mobilizing social resources and other legitimate sources to secure funding for implementation.

Regarding data development, the Prime Minister requested a focus on completing the review and updating of the National Data Strategy, to be finished in the second quarter of 2025. He also requested the completion of the construction and operation of national and specialized databases (with priority given to completing databases on land, construction, insurance, finance, businesses, labor and employment, health, and education), and their connection and verification with the National Population Database by August 2025, synchronizing data to the National Data Center.

Simultaneously, units need to complete the digitization of internal business processes, documents, and results of administrative procedures in areas related to citizens, businesses, and public service activities, to be completed in the third quarter of 2025. Furthermore, they should reuse the digitized data to minimize administrative procedures and compliance costs for citizens and businesses.

Bring the national data center system into operation in August 2025.

Regarding key tasks to be implemented in 2025, the Prime Minister assigned the Ministry of Public Security to develop and submit to the Government for promulgation decrees detailing the Law on Data, ensuring that it takes effect from July 1, 2025.

The Ministry of Public Security is also tasked with coordinating with other ministries and agencies to complete the construction of specialized databases to serve the upgrading and improvement of the quality of online public services, and to complete the issuance of electronic identification accounts for organizations to ensure that from July 1, 2025, 100% of businesses can carry out administrative procedures electronically.

In coordination with the Ministry of Finance, develop a set of indicators to assess the operational efficiency, growth, and development of businesses. Lead the development of a set of indicators to assess the satisfaction level of citizens and businesses with online public services through VNeID, to be completed by June 2025.

The organization will implement the issuance of electronic identity cards and identification for Vietnamese citizens abroad who have had their biometric samples (fingerprints, irises) collected, and will coordinate the issuance of birth certificates for Vietnamese children abroad through online methods.

Focus on building and putting the national data center system into operation by August 2025.

The Prime Minister has instructed the Ministry of Justice to urge localities to promptly complete the digitization of civil registration data. Localities that have completed the digitization should urgently coordinate with the Ministry of Public Security to connect, clean, and synchronize with the National Population Database to reduce and simplify administrative procedures, completing this by March 2025.

The Government Office is tasked with leading the development of the set of indicators and information system to serve the direction and management of the Government and the Prime Minister on the infrastructure of the National Data Center as prescribed, to be completed in 2025.

100% of hospitals nationwide must implement electronic medical records.

In the healthcare sector, the Ministry of Health, in coordination with the Ministry of Public Security and relevant units, is piloting a healthcare data coordination system at Bach Mai Hospital with healthcare facilities in Bac Ninh and Thai Nguyen provinces; and at Cho Ray Hospital with healthcare facilities in Binh Duong and An Giang provinces.

The Ministry of Health also directed and urged 100% of hospitals nationwide to implement electronic medical records; to link data between district and provincial hospitals in localities with hospitals under the Ministry of Health, and to utilize the already linked data to reduce testing for people, to be completed by September 2025.

At the same time, the Ministry of Health, in coordination with the Ministry of Finance and the Ministry of Science and Technology, will guide hospitals on the costs of investing in or leasing information technology to implement digital transformation for hospitals nationwide.

Allocate at least 3% of the budget to science and technology.

Regarding financial resources, the Ministry of Finance is tasked with developing a plan to accelerate the implementation of Directive 18/CT-TTg dated May 30, 2023, of the Prime Minister, serving the development of e-commerce, combating tax evasion, ensuring monetary security, and assigning specific responsibilities to each ministry and sector for implementation, to be completed by March 2025.

Develop and advise the Government to submit to the National Assembly a Resolution stipulating special mechanisms for investment, public investment, and public procurement of digital products and services to strongly promote national digital transformation in the period 2025-2030, and report to the Government in May 2025.

In particular, the Ministry of Finance needs to allocate state budget funds for scientific research to support strategic technologies, meeting the requirements of Resolution 57-NQ/TW, and submit it to the competent authority, ensuring that at least 3% of the budget is allocated to science and technology, and further increasing this rate to 2% of GDP in the next five years. A further 5% of GDP could be allocated immediately if deemed necessary and feasible, building confidence among scientists and businesses, and should be completed by December 2025.

Develop plans for organizing and restructuring scientific and technological organizations.

The Prime Minister has assigned the Ministry of Interior to take the lead, in coordination with the Ministry of Education and Training and the Ministry of Science and Technology, in developing plans for reorganizing and restructuring science and technology organizations; focusing investment on key areas to develop strong research organizations, to be completed by 2025.

Develop a specific plan to build a high-quality workforce, especially in science and technology; establish focal agencies under the Government to gather, manage, motivate scientists, and evaluate research results, to be completed by 2025.

The Ministry of Education and Training is tasked with developing a Decree stipulating scholarship policies for students studying basic sciences, key engineering fields, and strategic technologies, to be completed by December 2025. It is also tasked with building a database of students from grades 1 to 12 to support analysis and strategic planning for national workforce development, to be completed by June 2025.

The Ministry of Science and Technology is urgently completing the drafting and submission to the Government and the Prime Minister of detailed regulations for the Law on Electronic Transactions. It is also developing and submitting to the Prime Minister for promulgation the Program for the Development of the Digital Government and the Program for the Development of the Digital Economy and Digital Society for the period 2026-2030, in accordance with the principles of Resolution No. 57-NQ/TW, to be completed by September 2025.

The plan involves coordinating with technology corporations (VNPT, CMC, FPT, Viettel, etc.) to develop an investment mechanism and implement a comprehensive digital transformation solution in one locality, then expanding it nationwide, to be completed by June 2025.

完善 economic and technical norms and unit prices for cost estimation of activities related to digital transformation, construction, updating, exploitation, use, maintenance, and security of national and specialized databases, as a basis for ministries, sectors, and localities to develop budget estimates for implementing the National Data Strategy.

Implement solutions to ensure 5G network coverage reaches 50% of the current 4G base station count, creating a solid technological infrastructure foundation to support digital transformation and promote socio-economic development, to be completed by December 2025.

The Ministry of Agriculture and Environment is finalizing the national land database, to be completed by June 2025.

Online birth registration for Vietnamese children residing abroad.

The Ministry of Foreign Affairs, in coordination with the Ministry of Public Security and the Ministry of Justice, will issue birth certificates for Vietnamese children abroad online. In collaboration with the Ministry of Public Security, they will select one country to connect data and implement several online public services such as immigration, labor, healthcare, and education for citizens and businesses, reporting on the roadmap by April 2025.

At the same time, the Ministry of Foreign Affairs, in coordination with the Ministry of Public Security, will research and propose solutions to reduce and simplify visa issuance procedures for foreigners and implement online visa issuance procedures for foreigners whose biometric samples (fingerprints, irises) have been collected, to be completed by April 2025.

The Ministry of Construction has agreed with the Ministry of Public Security to implement a solution using biometric technology and the VNeID platform at 100% of airports, seaports, and border gates to facilitate travel for citizens, to be completed by September 2025.

The Government Inspectorate, in coordination with the Ministry of Public Security, the Ministry of Interior, and the Government Office, will intensify inspections and audits of the performance of duties by officials and public employees in handling administrative procedures, providing public services, and implementing the tasks of Project 06 and this Directive at various units and localities.

Vietnam Television and Vietnam Radio organize publicity campaigns about the VNeID application, administrative procedure reductions, and the benefits of Project 06. They compile suggestions and feedback from citizens regarding any difficulties encountered during online administrative procedures (if any) and send them to the Standing Agency (Government Office, Ministry of Public Security) for guidance and direction.

Local authorities completed the digitization of civil registration data in March and land data in June.

The People's Committees of provinces and centrally-administered cities shall study and report to the Provincial People's Councils on promoting the policy of charging "zero fees" for online administrative procedures within the scope of local authority's jurisdiction, to be completed by July 2025.

Research into solutions for decentralizing authority and reducing administrative procedures at all levels, especially for localities with island residents, should be completed by June 2025.

Urgently complete the digitization of civil registration data by March 2025; digitize land data in the area by June 2025. For the 484 districts that have completed the digitization of land data, synchronize the data with the Ministry of Agriculture and Environment to facilitate cleaning and integration with the National Population Database, put it into immediate use, and streamline administrative procedures between Notary Offices - Land Registration Offices - Tax authorities, reducing paperwork and facilitating tax payment, to be completed by June 2025.

Finally, the Prime Minister requested that Ministers, heads of ministerial-level agencies, heads of government agencies, and chairpersons of People's Committees of provinces and centrally-administered cities organize and direct agencies, organizations, and units under their management to strictly implement this Directive, especially those ministries and sectors undergoing organizational restructuring. They must demonstrate high determination, make concerted efforts, and provide specific commitments to each assigned task, select effective personnel, and direct the development of an implementation plan for 2025 based on the principle of "clear responsibilities, clear tasks, clear timelines, clear outputs, and clear accountability," linking the responsibility of the head of each unit. The plan must be completed and submitted to the Task Force by March 2025. The results of implementation and conclusions of monthly briefing meetings should be periodically updated in the Project 06 software.

The Prime Minister has assigned the Government Steering Committee on Science and Technology Development, Innovation, Digital Transformation and Project 06 (Sub-committee for Project 06 Implementation) to monitor, urge, inspect, and report to the Prime Minister on the situation and results of the implementation of the Directive, and to report and propose to the Prime Minister on awarding commendations or criticizing and holding accountable the heads of units when tasks are delayed or overdue at the monthly regular Government meetings.
