Missed June, promised July

On June 29, the People's Committee of Dong Nai province held a conference to summarize the second 30-day and night plan on compensation and site clearance for the Bien Hoa - Vung Tau expressway project. Thus, Dong Nai has missed the deadline for handing over the site at the end of June as requested by the Prime Minister.

The Bien Hoa - Vung Tau expressway section through Dong Nai has completed 100% of the counting.

Previously, during a visit to inspect the progress of the Bien Hoa - Vung Tau Expressway in early spring 2024, the Prime Minister requested that Dong Nai province hand over the entire site of the Bien Hoa - Vung Tau Expressway project before June 30. However, by the end of June, the province had only handed over about 80 hectares of land, equivalent to 40% of the site for the project.

According to local reports, by the end of June, 100% of the entire project had been completed.

However, determining the origin of the land is still difficult. In Bien Hoa city, there are 171 cases, in Long Thanh district, there are 283 cases.

The approval of the compensation and support plan for the section through Bien Hoa city has been completed in 5 phases for 272 land plots, with a total amount of more than 287 billion VND. The section through Long Thanh district has also approved the compensation and support plan for 357 cases with nearly 380 billion VND.

Previously, on June 21, Deputy Minister of Transport Le Anh Tuan inspected the Bien Hoa - Vung Tau expressway and requested Dong Nai province to soon hand over enough land for the project.

At the conference, Mr. Vo Tan Duc, acting Chairman of Dong Nai Provincial People's Committee, assessed that up to now, the site clearance work for Bien Hoa - Vung Tau Expressway section passing through Dong Nai province has achieved some positive changes and results. In particular, the 100% counting is the result of the efforts of all levels and sectors.

"Despite our efforts, we still cannot complete the goal of handing over the entire project site before June 30. Therefore, the units must focus, try to increase time, and increase personnel to complete the handover of the entire project site in July," Mr. Vo Tan Duc directed.

The Chairman of Dong Nai Province requested that before July 15, the approval of compensation and support plans for all remaining cases must be completed. At the same time, consider resettlement for households. Focus on paying compensation and support, and mobilizing households to hand over the land according to plan.

Land sold by hand, difficult to determine previous owner

Explaining the reason for the slow progress of site clearance for the project, leaders of Bien Hoa and Long Thanh cities said that when counting the land for the Bien Hoa - Vung Tau expressway project, there was a large amount of agricultural land that people had divided into plots and bought and sold with handwritten documents through many owners and built houses on agricultural land.

The land seller has left the area or does not live in the area and cannot be contacted. The current land user also does not know who the official land owner is, where the original land use right certificate is... leading to a long time to determine the land owner.

In addition, the policy of support for subjects directly involved in agricultural production in cases where the users of agricultural land whose land is recovered do not reside in the locality where the land is located must have confirmation from the People's Committee of the commune where the land is located, and the People's Committee of the commune where they reside, so it takes a lot of time. People have the mentality of comparing the compensation price of land, so they are not willing to hand over the land...

According to the Dong Nai Project Management Board for compensation, site clearance, and resettlement support, the project location is plagued by many households building houses on agricultural land, land that has been bought and sold by hand, and transferred to many owners.

The work of identifying landowners to identify the owners of houses, determining the time of house construction, and creating assets takes a lot of time, leading to delays in documents and procedures.

There are also cases where the land on paper belongs to one family but in reality the boundary and location on the book are different and are being used by another family... Therefore, it takes a lot of time for professional staff to process each set of documents and gradually resolve each problem.

Bien Hoa - Vung Tau Expressway is 53.7km long, with a total investment of more than 19,000 billion VND. The starting point of the project intersects with the National Highway 1 bypass through Bien Hoa city, the end point intersects with National Highway 56 (Ba Ria - Vung Tau). The project is divided into 3 component projects, of which component project 1 and component project 2 go through Dong Nai province. And component project 3 goes through Ba Ria - Vung Tau province.

It is known that for the Bien Hoa - Vung Tau expressway resettlement through Dong Nai, the Long Duc (Long Thanh) resettlement area has nearly completed its infrastructure. The Long Phuoc resettlement area has also taken shape and is divided into sub-areas.

From July to September, people will be given lots for resettlement land in these areas. It is expected that in the first phase, about 140 households in the project area will be given lots for resettlement land.

In Bien Hoa, there is also a resettlement area in Tam Phuoc ward with approved project and about to start construction.
