Prime Minister directs to strengthen natural disaster prevention and control before the 2025 storm season

Prime Minister Pham Minh Chinh has just signed and issued Directive No. 19/CT-TTg dated June 19, 2025 on strengthening the work of preventing, combating and overcoming damage caused by natural disasters before the 2025 storm season.

Since the beginning of 2025, the Government, the Prime Minister, ministries, branches, directly the Ministry of Agriculture and Environment and localities have regularly monitored and directed the implementation of natural disaster prevention, control and overcoming consequences. However, there are still some limitations and shortcomings in natural disaster prevention, control and overcoming consequences, especially: lack of uniformity in legal regulations; weak infrastructure, posing potential risks in the face of increasingly complex natural disasters...

In the context of climate change, natural disasters are increasingly unusual, extreme and difficult to predict. To ensure that the work of monitoring, supervising, informing, leading, directing, and operating natural disaster prevention and control is operated continuously, smoothly, promptly, effectively, and is not affected by the work of organizing and deploying the apparatus and implementing the two-level local government, ensuring absolute safety for people's lives, limiting damage to the property of the people and the State, the Prime Minister requests Ministers, Heads of ministerial-level agencies, Government agencies, Chairmen of People's Committees of provinces and centrally run cities, Chairmen and General Directors of the following corporations: Vietnam Post and Telecommunications, Military Telecommunications Industry, Vietnam Electricity to focus on leadership, direction, regularly inspect, urge and proactively organize the timely and effective implementation of natural disaster prevention and control and rescue work according to their functions, tasks and authorities, especially performing the tasks assigned by the Prime Minister and Deputy Prime Ministers related to natural disaster prevention and control, not to let Be proactive and unexpected, and do not allow any interruption in leadership and direction when arranging and streamlining the political system's apparatus, rearranging administrative units, organizing 2-level local governments, and promoting decentralization and delegation of power to localities.

Strengthening the disaster prevention and control apparatus at provincial and communal levels

The Chairmen of the People's Committees of provinces and centrally-run cities must absolutely not allow any interruption in leadership and direction in response to and overcoming the consequences of natural disasters during the process of implementing the merger of provincial levels and organizing two-level local governments; direct the current leaders of the People's Committees at all levels, leaders of relevant departments, branches, agencies and units not to be negligent or subjective in leadership and direction, continue to fully and seriously perform the assigned duties and tasks with the highest sense of responsibility, focus on closely monitoring the situation, promptly and effectively implement the work of preventing, combating, overcoming the consequences of natural disasters and rescue in the area according to the motto "four on-site", suitable to local realities to minimize damage, especially to people's lives caused by natural disasters. Be responsible to the Government and the Prime Minister for the work of preventing, combating natural disasters and rescue in the area.

Strictly handle collective and individual responsibilities, especially the responsibilities of leaders if they are subjective and do not fully perform their duties and tasks in the work of preventing, overcoming the consequences of natural disasters and search and rescue.

The Chairmen of the People's Committees of provinces and centrally-run cities shall direct the development of plans to perfect the organization and apparatus of agencies directing, commanding and performing the tasks of natural disaster prevention, control, search and rescue at the provincial and communal levels, clearly assigning the responsibilities of organizations and individuals to be ready for operation, ensuring that the work of natural disaster prevention, control, overcoming the consequences of natural disasters, search and rescue is operated smoothly, effectively, efficiently, and is not affected after the merger at the provincial level and the end of the district level.

Review and update response plans for each type of natural disaster

The Prime Minister assigned the Chairmen of the People's Committees of provinces and centrally run cities to focus on directing and effectively using the resources supported in Decision No. 1660/QD-TTg dated December 26, 2024 of the Prime Minister, and at the same time proactively arrange local budgets and mobilize other legal resources to invest in thoroughly overcoming the remaining problems before the 2025 storm season, especially incidents of dikes, reservoirs, telecommunications infrastructure, electricity, drainage and risks identified through the 2024 Yagi storm, ensuring communication and power sources to serve the direction and operation of natural disaster prevention and control at the local level and from the central to grassroots levels in all situations, overcoming flooding, especially in urban areas during heavy rains.

Review and update response plans for each type of natural disaster in the area in the new situation, focusing on drastically implementing measures to ensure people's safety, especially reducing human losses when landslides, flash floods, floods, and storms occur; develop scenarios to be ready to respond and protect key areas, and avoid being passive or surprised when natural disasters occur.

Promoting digital transformation in monitoring, forecasting, warning, prevention and control of natural disasters

The Prime Minister assigned the Minister of Agriculture and Environment to closely monitor and supervise weather and natural disaster situations to forecast, warn, and promptly inform authorities and people to proactively respond and minimize damage caused by natural disasters. Promote digital transformation, apply science and technology, and socialize in monitoring, forecasting, warning, and disaster prevention and control, focus on investing in improving the quality of human resources and infrastructure, and ensure that data from monitoring stations are connected stably and continuously to the forecasting center, serving the direction of disaster prevention and control.

Proactively direct and implement the work of preventing, combating and overcoming the consequences of natural disasters according to assigned functions, tasks and authority; promptly report on natural disaster situations, advise and propose to the Prime Minister to direct complicated natural disaster situations that exceed authority.

Inspect, urge and guide localities to urgently complete the work of overcoming dike and dam incidents before the flood season in accordance with the direction of Deputy Prime Minister Tran Hong Ha in Official Dispatch No. 5183/VPCP-NN dated June 11, 2025.

Direct, guide, inspect, and urge localities to review, update, and complete disaster prevention and control plans, especially inspect and urge the work of ensuring "four on-site" measures in accordance with the specific situation of the locality and the operation of local authorities at two levels.

Preside over and coordinate with the Ministry of Industry and Trade, relevant ministries, agencies and localities to continue researching and reviewing the flood prevention and control planning of the Red River - Thai Binh River system, regulations related to natural disaster prevention and control, dam safety management, reservoir and inter-reservoir operations to propose adjustments and supplements in the direction of promoting decentralization and delegation of authority, moving towards real-time reservoir and inter-reservoir operations.

Ensuring safety of hydroelectric dams and power transmission systems

The Prime Minister requested the Minister of Industry and Trade, in accordance with his assigned state management functions, to direct the work of ensuring the safety of hydroelectric dams, power transmission systems, and ensuring safe power supply during the rainy and stormy season; to coordinate with the Ministry of Agriculture and Environment to direct the safe operation of hydroelectric reservoirs and the effective use of water resources.

The Minister of Construction directed relevant agencies and localities to review and take measures to ensure safety in preventing and combating natural disasters before the flood season for traffic and construction infrastructure works, especially drainage systems on key traffic routes and in large cities (such as Da Nang, Da Lat, Phu Quoc, etc.) to proactively drain water and overcome serious flooding in many cities during heavy rains; direct the implementation of traffic safety work in case of natural disasters, promptly overcome landslides and separations, and avoid congestion on main traffic routes.

The Minister of National Defense shall preside over and coordinate with relevant agencies to urgently complete and submit to competent authorities for promulgation a Decree detailing the implementation of a number of articles of the Law on Civil Defense under the direction of the Government Standing Committee in Notice No. 460/TB-VPCP dated October 8, 2024 in accordance with the streamlining of the political system and the organization of local governments at two levels, and at the same time, perfect the National Civil Defense Steering Committee in accordance with the provisions of the Law on Civil Defense in June 2025; direct the review and completion of plans to be ready to mobilize forces and means to support localities in responding to and overcoming the consequences of natural disasters and conducting search and rescue operations in accordance with regulations.

The Minister of Public Security directed local police, especially the grassroots police force, to develop plans and proactively deploy forces and means to support people in preventing, combating, and overcoming the consequences of natural disasters, and in searching and rescuing victims when natural disasters occur.

The Minister of Education and Training directed the review and implementation of proactive measures to ensure safety for teachers, students, facilities, equipment and learning materials, especially in areas annually affected by floods and storms.

The Minister of Finance directs the assurance of funding for the work of preventing, combating and overcoming the consequences of natural disasters; coordinates with the Ministry of Agriculture and Environment to review, advise and propose to competent authorities to amend and supplement regulations to simplify and reduce administrative procedures in reviewing and supporting the overcoming of the consequences of natural disasters to ensure timeliness and effectiveness; promptly coordinates with agencies and localities to report and propose to the Prime Minister to decide on support for overcoming the consequences of natural disasters in accordance with the provisions of law.

Communication and guidance on disaster prevention and control skills for the people

General Director: Vietnam Television, Voice of Vietnam, Vietnam News Agency coordinate with relevant agencies to strengthen communication, provide guidance on disaster prevention and control skills for the people; update information, report promptly and accurately on the situation and direction when there is a natural disaster so that the people know and proactively respond appropriately.

The Chairmen and General Directors of the Corporations: Vietnam Post and Telecommunications, Military Telecommunications Industry, Vietnam Electricity focus on directing, proactively inspecting, and urging their affiliated units to focus on overcoming the shortcomings of the telecommunications and electricity systems identified after Typhoon Yagi in 2024; implementing the tasks assigned by the Government in Resolution No. 143/NQ-CP dated September 17, 2024 and the conclusion of Deputy Prime Minister Tran Hong Ha in Notice No. 480/TB-VPCP dated October 22, 2024, urgently deploying technology infrastructure, connection lines, power sources, and telecommunications waves to ensure meeting the requirements of the task of directing and operating disaster prevention and control in all situations.

Other ministries and branches, according to their assigned functions and tasks, shall proactively direct and organize the implementation of natural disaster prevention and control work in their assigned state management areas, and promptly support localities in responding to and overcoming situations when they occur.

Assign Deputy Prime Minister Tran Hong Ha to directly direct the implementation of natural disaster prevention, control, search and rescue work in accordance with the situation.

The Government Office, according to its assigned functions and tasks, shall monitor and urge the implementation of this Directive; promptly report to the Prime Minister and Deputy Prime Minister in charge on urgent and arising issues./.
