Prime Minister directs to speed up giving National Day gifts to people

The dispatch stated: Implementing the direction of the Politburo, Resolution No. 263/NQ-CP dated August 29, 2025 of the Government and Decision No. 1867/QD-TTg dated August 29, 2025 of the Prime Minister, the Ministries, agencies: Finance, Public Security, State Bank of Vietnam, People's Committees of provinces and centrally run cities and relevant agencies and units have actively organized the implementation of gift giving to the People on the occasion of the 80th anniversary of the August Revolution and National Day September 2; the entire gift giving budget has been transferred to the localities by the Ministry of Finance; Localities have proactively coordinated with the Ministry of Public Security and relevant agencies and units to organize payments to the people from August 30, 2025. By the end of August 31, 2025, some localities have implemented very actively, achieving high payment rates, however, some localities have implemented slowly.

To ensure the deadline for completing gift giving to the People according to the direction of the Politburo , the Resolution of the Government and the Decision of the Prime Minister, the Prime Minister requests:

1. The Chairmen of the People's Committees of the provinces and centrally-run cities and the Secretaries of the Provincial and Municipal Party Committees are requested to focus on leading and directing the organization of gift delivery to all people; immediately review the entire payment situation for the people in their localities, closely coordinate with the Ministry of Public Security, the Ministry of Finance , the State Bank of Vietnam and relevant agencies and units to promptly remove difficulties and obstacles (if any), focus highly on organizing the delivery of gifts to people in a timely, convenient, safe manner, without omissions and without duplication, and complete before September 2, 2025.

2. The Ministers of the Ministries of Public Security, Finance and the Governor of the State Bank of Vietnam, according to their assigned functions and tasks, shall direct functional units to proactively disseminate and guide people and localities in implementing the methods of transferring and receiving gifts (bank transfer or directly), promptly handle arising problems, ensure smoothness, safety and efficiency; closely coordinate with localities (especially at the commune level) to promptly deploy the transfer of gifts to people according to the set schedule and requirements.

3. Giving gifts to the People on the occasion of the 80th anniversary of the August Revolution and National Day September 2 shows the deep concern of the Party and State for all the People, therefore requiring Ministries, agencies and localities to focus highly on time and human resources, further enhance the sense of responsibility to organize and implement quickly, safely, ensure the right progress and requirements; be responsible to the Government and the Prime Minister for the implementation of assigned tasks.

4. The Government Office monitors and urges according to assigned functions and tasks; reports to competent authorities on issues beyond its authority./.
