Focus on completing the reduction and simplification of administrative procedures and business conditions
According to the content of the Official Dispatch, as of August 1, 2025, the implementation of Resolution 66/NQ-CP has achieved some positive results. Ministries and agencies have proactively cut 115 administrative procedures, 118 business conditions and simplified 691 administrative procedures. Five ministries and agencies have issued Decisions approving the Plan to cut and simplify administrative procedures under their authority. Seven ministries and agencies have submitted to the Prime Minister for consideration and approval of the plan, in which the Prime Minister has approved the plan under the management of the Ministry of Culture, Sports and Tourism and the Ministry of Industry and Trade . Provinces and centrally run cities have also focused on implementing administrative procedures when rearranging administrative units and implementing the 2-level local government model. In July 2025, 34 provinces and cities received and processed 3.4 million administrative procedure records, including 2.5 million records at the commune level.
However, in addition to the achieved results, the implementation of the tasks in the Resolution of a number of ministries, branches and localities still has shortcomings and limitations. Specifically, 6 ministries and ministerial-level agencies have not yet submitted to the Prime Minister a plan to reduce and simplify administrative procedures. The plan to reduce business conditions of a number of ministries is expected to not achieve the target of reducing at least 30% as directed by the Politburo , General Secretary To Lam, the Central Steering Committee, the Government and the Prime Minister. Some information systems of ministries such as household registration, business registration, tax, alcohol, beer and tobacco licensing have not been promptly upgraded, connected and shared data with the Administrative Procedures Processing Information System. In addition, some national and specialized databases are still slow to be completed or have not met the requirements of "correct, sufficient, clean and live" data. The dispatch also pointed out that the implementation of administrative procedures in some localities is still confusing, the arrangement and assignment of officials and civil servants is unscientific, technical facilities are lacking, and propaganda and guidance for people and businesses are not really effective.
To overcome the above limitations and promptly, effectively and on schedule implement Resolution No. 66/NQ-CP, the Prime Minister requests ministries, ministerial-level agencies, and Chairmen of People's Committees of provinces and centrally run cities to focus on implementing the following contents:
Reduce at least 30% of business conditions, time, and costs of administrative procedure compliance:
Requesting Ministers, Heads of 6 Ministries, ministerial-level agencies including Finance, Home Affairs, Justice, Health, Industry and Trade, State Bank of Vietnam to direct the review and reduction of at least 30% of business conditions under their management.
Urgently supplement and complete the dossier to submit to the Prime Minister for approval of the Plan to reduce and simplify administrative procedures and business registration in accordance with regulations, ensuring the achievement of the set goals.
Requesting 6 Ministries (Defense, Home Affairs, Justice, Finance, Health, Foreign Affairs) to urgently complete the Plan to reduce and simplify administrative procedures and business registration to submit to the Prime Minister for approval no later than August 15, 2025.
Requesting 8 Ministries (Public Security, Education and Training, Construction, Science and Technology, Agriculture and Environment, Finance, Culture, Sports and Tourism, Health) to urgently complete updating and publicizing the reduction results on the National Database on Administrative Procedures no later than August 10, 2025.
Requesting the Chairmen of the People's Committees of provinces and centrally-run cities to direct the review and completion of mechanisms, policies, administrative procedures and organize the implementation of plans to reduce and simplify administrative procedures prescribed in local legal documents no later than August 30, 2025.
Implement administrative procedures smoothly, effectively and without interruption:
Ministries and ministerial-level agencies must complete the review, standardization, announcement, and full publicization of administrative procedure regulations related to production and business that have been decentralized to localities.
Urgently review and amend regulations that are not suitable for the implementation of administrative procedures regardless of administrative boundaries within the provincial level.
Speed up the construction of national and specialized databases.
Timely fix errors of the Information System managed by the Ministry, ensure connection and full data sharing with the Provincial Administrative Procedures Handling Information System.
People's Committees of provinces and cities must complete upgrading the provincial-level administrative procedure settlement information system before August 30, 2025 and adjust internal procedures and electronic procedures of administrative procedures before August 15, 2025.
Review and fully arrange cadres, civil servants, public employees, facilities, equipment, strengthen training and communication work, support people and businesses.
The Prime Minister requests Ministers, Heads of ministerial-level agencies, Chairmen of People's Committees of provinces and centrally-run cities to be responsible to the Government and the Prime Minister for the results of cutting and simplifying administrative procedures and business registration as required in Resolution 66/NQ-CP and this Official Dispatch. The Government Office is responsible for monitoring, urging, summarizing the situation and reporting to the Prime Minister.
The Prime Minister also requested that the Secretaries of Provincial and Municipal Party Committees of provinces and centrally-run cities spend time paying attention to, leading and directing their affiliated agencies and units to complete the above-mentioned tasks./.
