Attending the meeting were members of the Politburo , members of the Party Central Committee, Deputy Prime Ministers, Deputy Secretaries of the Government Party Committee; Ministers, Heads of ministerial-level agencies and Government agencies; leaders of ministries, ministerial-level agencies and Government agencies.
According to the agenda of the Session, the Government reviewed and discussed 8 contents: Draft Law amending and supplementing a number of articles of the Law on Judicial Records; Draft Law amending and supplementing a number of articles of the Law on Drug Prevention and Control; Draft Law on Vietnam Civil Aviation (replacement); Draft Law on E-commerce; Draft Law on Higher Education (replacement); Draft Law on Vocational Education (replacement); Draft Law on Press (replacement); Government's proposal on the 2026 Legislative Program.

Opening the meeting, Prime Minister Pham Minh Chinh emphasized that we have gone through nearly 7 months of 2025. The law-making work has been actively carried out by the Government, ministries and branches and achieved high efficiency. The Government also closely and effectively coordinated with the National Assembly in building and perfecting institutions.
Many legal documents have been passed, promptly serving the operation of two-level local government and agencies continue to monitor and grasp the operation process of two-level local government. If any problems or inadequacies arise, they will propose amendments and supplements appropriate to the situation and requirements.

After the Laws were promulgated, the Government, ministries and branches also urgently developed and issued documents guiding their implementation so that the laws could promptly come into effect.
Implementing the direction of the Politburo and the Secretariat, headed by General Secretary To Lam, in 2025, the Government will strive to review the entire legal system and amend and supplement it to remove obstacles and shortcomings, promoting innovation and development. The Prime Minister requested that Ministers, Heads of ministerial-level agencies, and Government agencies directly direct and participate in law-making work.
The Prime Minister requested that at the meeting, delegates promote a sense of responsibility, focus on discussing, reviewing, and giving opinions on the contents, ensuring time and quality; promptly resolve practical problems and create for development.
