On the morning of October 10, Politburo member, Prime Minister Pham Minh Chinh, Chairman of the Central Emulation and Reward Council attended the Patriotic Emulation Congress of Hanoi City for the period 2025-2030.
Attending the Congress were: Politburo member, Secretary of the Hanoi Party Committee Bui Thi Minh Hoai; Party Central Committee Secretary, Director of the General Department of Politics of the Vietnam People's Army Trinh Van Quyet; Party Central Committee member, Vice President Vo Thi Anh Xuan, First Vice President of the Central Emulation and Reward Council; leaders and former leaders of central and Hanoi City departments, ministries and branches. General Secretary To Lam sent a flower basket to congratulate the Congress.
Attending the Congress were more than 600 delegates representing typical advanced collectives and individuals, good people, and outstanding good deeds in the patriotic emulation movement of Hanoi City in the period of 2020-2025.
Spreading faith, promoting development
With the theme "Solidarity, innovation, creativity, emulation to build a civilized, modern, happy capital", the Hanoi Patriotic Emulation Congress for the period 2025-2030 summarizes the emulation movement and commendation work for the period 2020-2025 and sets out the directions and tasks for emulation and commendation work for the period 2025-2030; commends, commends, and honors outstanding collectives and individuals in the City's patriotic emulation movement and introduces the Delegation to attend the 11th National Patriotic Emulation Congress.
In the period of 2020-2025, with the theme "Solidarity, creativity, innovation, emulation to build a civilized, modern and cultural capital", the City's patriotic emulation movements are always innovative in content and methods of organizing movements towards the grassroots and direct workers, closely following political tasks, focus and specific emulation criteria, bringing practical results.
New emulation movements launched by the Central and the City such as: "The whole country competes to build a learning society, promote lifelong learning"; "Promote the development of synchronous and modern infrastructure; practice thrift, combat waste"; "Implement the transition of public service units to financial autonomy in Hanoi"; emulation movements strive to excellently complete the task of implementing the Capital Law... continue to promote efficiency, bring practical benefits and are supported by the people. The emulation movements have contributed to completing and exceeding the plan of many targets set by the 17th City Party Congress.
From the emulation movements, many bright examples, advanced models, new factors have emerged in localities, units, industries, fields and people of the Capital. Among them, 8 collectives and individuals were awarded the title of Hero of the People's Armed Forces, Hero of Labor by the Party and State; hundreds of collectives and individuals were awarded other noble titles. In the past 5 years, Hanoi has had 3,750 individuals awarded the title "Good people, good deeds", of which in the first 9 months of 2025, the City awarded the title "Good people, good deeds" to nearly 300 individuals.
In the 2025-2030 period, to successfully carry out the socio-economic development tasks according to the Resolution of the 14th National Party Congress and the Resolution of the 18th Hanoi Party Congress, the patriotic emulation movement and reward work of Hanoi focus on 7 key tasks and 3 breakthroughs.
Accordingly, renewing the growth model; developing modern infrastructure; protecting the environment and responding to climate change; developing culture and people; ensuring social security and welfare; building a culture of thrift and fighting waste; strengthening potential, ensuring national defense and security; promoting regional connectivity; expanding and improving the effectiveness of foreign affairs and international integration; building a truly clean and strong Party organization; and a "Straight - Lean - Strong - Effective - Effective - Efficient" political system apparatus.
The capital is at the forefront of the patriotic emulation movement.
Together with the leaders of the Party, State and Hanoi City, presenting noble titles to outstanding collectives and individuals; delivering congratulatory speeches and directing the Congress, on behalf of General Secretary To Lam, and the leaders of the Party, State, and the Central Emulation and Commendation Council, Prime Minister Pham Minh Chinh cordially sent to the delegates, comrades and all the people and soldiers of the Capital his respectful greetings, affectionate regards and best wishes.
The Prime Minister recalled that more than 77 years ago (June 11, 1948), beloved President Ho Chi Minh issued the Call for Patriotic Emulation, officially launching the patriotic emulation movement nationwide. He pointed out: "Emulation is patriotism, patriotism requires emulation, those who emulate are the most patriotic...". Since then, the spirit of patriotic emulation has become a source of great strength, a flag of the will and determined actions of our entire Party, people and army.
Through the glorious historical stages of the nation, under the leadership of the Party, the participation of the entire political system, the support and active participation of all classes of people, the patriotic emulation movement has had strong and extensive developments. Many practical and effective emulation movements were born, strongly promoting the spirit of solidarity, patriotic tradition, the desire to contribute, the will to self-reliance, self-strengthening, national pride and self-respect, contributing significantly to the great victories of the Vietnamese revolution (such as the movements "All for the South", "All for the frontline", "Three ready", "Three responsible", "Three best", "Five volunteer", "Sea waves", "Great wind", "Northern Ly drum"...) and most recently, the emulation movement to study and follow Ho Chi Minh's ideology, morality and style has permeated the awareness, actions and effectiveness of our entire nation.
Emphasizing that "patriotic emulation has crystallized into a precious tradition, endogenous strength, and unique cultural feature of our nation", the head of the Government assessed that in recent times, with its role as the national political-administrative nerve center, a major center of culture, science, education, economy, etc. of the whole country, promoting the spirit of "Hanoi is a model for the whole country", the Capital has taken the lead in implementing widely, practically, and effectively patriotic emulation movements to create a vibrant competitive atmosphere, arouse the desire to contribute, unlimited creativity and mobilize the combined strength of all levels, sectors, and the entire people, striving to complete and exceed the set socio-economic development targets and tasks.
Through the Report as well as following the Congress, the Prime Minister summarized the patriotic emulation movement of the Capital over the past 5 years specifically in "20 words": "positive changes - rich in unique identity - constantly creative - spreading trust - promoting development".
Accordingly, the movement has had innovation, positive changes, diversity, richness, going into depth, substance, and effectiveness; mobilizing the participation and active participation of all levels, sectors, and the masses.
Many emulation movements with the unique characteristics of the Capital have been implemented very effectively such as: Good people, good deeds; Outstanding citizens of the Capital; Elegant and civilized Hanoians; Promoting "Administrative reform"; Capital initiatives and creativity; emulation to implement the Law on the Capital...
From emulation movements, many initiatives, good models, new and creative ways of doing things are constantly promoted and replicated at all times, places and for all people, such as: New rural construction models, service development, tourism, ensuring order and urban civilization, taking care of people's health, administrative reform, etc.
Many advanced models, good people, good deeds, and shining examples of the Capital were discovered, replicated, and promptly rewarded, creating motivation, inspiration, and spreading values and positive energy for everyone to learn and follow, such as the advanced models attending the Congress, good people, good deeds, and 10 outstanding Capital Citizens honored today.
Emulation movements are important driving forces for the development of the Capital, continuing to affirm its role as the economic locomotive of the whole country. The appearance of the Capital has changed significantly with many key national infrastructure projects being invested and built, especially in recent years. Always leading the country in many indicators of culture, education-training, science-technology, caring for people's lives, and administrative reform. The effectiveness and efficiency of the operations of the grassroots government have changed positively.
Affirming that the growth, development and growth of the Capital today have important contributions from the patriotic emulation movement, on behalf of the Party and State leaders and the Central Emulation and Reward Council, the Prime Minister commended and highly appreciated the efforts and endeavors of the entire political system, army, people and businesses of the Capital. The achievements that you have achieved are very valuable and recognized by the people. At the same time, the Prime Minister warmly commended the achievements of the Heroes, emulation fighters, advanced models, outstanding Capital Citizens, examples of "good people, good deeds" - you are truly beautiful flowers in a beautiful flower garden, contributing to the overall outstanding achievements of the Capital in the past 5 years.
However, according to the Prime Minister, frankly speaking, the emulation movement in the recent period of Hanoi City still has some concerns and wishes to do better in the coming time as pointed out in the Report: (1) Some movements are still formal, not closely following political tasks, not linked to the practical interests of the people; (2) There is still a lack of initiative in discovering - fostering - replicating advanced models, good people, good deeds; (3) The work of commendation, especially sudden commendation, is not yet timely; (4) The propaganda work has not created a widespread effect throughout society; (5) The team of cadres doing emulation and commendation work still needs to make more efforts and strive.
From the above-mentioned shortcomings and limitations, the Prime Minister requested the delegates to point out the causes, especially subjective causes, and draw valuable lessons; on that basis, propose directions, tasks, and solutions to bring the emulation movement in the new period of the Capital into reality, effectiveness, high spread, mobilizing positive response and widespread participation of the masses, contributing to building and developing the Capital to become increasingly modern, civilized, cultured, and sustainably developed.
Continuing the journey of "Independence - Freedom - Prosperity - Happiness"
According to the Prime Minister, we are entering the final months of 2025 - the peak period for the whole country and Hanoi to strive to complete and exceed the national development goals and targets set by the 13th National Party Congress, in a context of more difficulties and challenges than opportunities and advantages.
Recently, the Central Council for Emulation and Commendation has launched a peak emulation campaign to achieve achievements in celebration of the 14th National Party Congress to create a vibrant emulation atmosphere throughout the country, so that the entire Party, people and army can strive to compete, accelerate, break through, innovate thinking, and take drastic actions to create momentum, create force, and create a position to contribute to bringing the country into a new era - an era of strong, civilized, prosperous, happy development and steady progress towards socialism.
The Prime Minister emphasized that this is an important time for Hanoi to seize opportunities, accelerate actions, fully promote its unique potential, outstanding opportunities, competitive advantages, pioneer, be exemplary, take the lead, be proactive, lead, and inspire the whole country in all activities and patriotic emulation movements.
Emulation and reward work is an important driving force, an endogenous strength in socio-economic development, building the Party, government and political system of the Capital increasingly clean and strong. Therefore, the emulation movements of the Capital in the new period must also have a stronger breakthrough development, more substantive and effective, in order to meet the requirements and tasks being set for Hanoi in the new situation. Accordingly, the Prime Minister proposed to focus on implementing "5 focuses - 3 nos - 1 consistent goal" in the emulation movements of the Capital:
The five focuses include: (1) Building a clean, strong, disciplined, disciplined, development-creating Party, government and the entire political system, close to the people, serving the people; (2) Promoting economic restructuring associated with innovation of the growth model towards green, digital, circular, based on science and technology, innovation and digital transformation; (3) Creating breakthroughs in rapid and sustainable development, especially focusing on building "open institutions, smooth infrastructure, smart governance"; (4) Developing people comprehensively in morality - intelligence - physique - aesthetics, focusing on developing high-quality human resources; (5) Developing a thousand-year-old culture to become an important endogenous strength, a driving force for the development of the Capital; culture contributes to spreading emulation movements throughout society and all people.
3 no's include: No formality, no boasting, no empty talk, no "talking without doing" - no "doing ineffectively" and lacking people's response.
1 consistent goal: Continuing the nation's journey of "Independence - Freedom - Prosperity - Happiness", leading the country steadily towards socialism.
The Prime Minister requested that all levels and sectors of the Capital continue to promote the patriotic emulation ideology of beloved President Ho Chi Minh in all work; closely follow the viewpoints and directions of the Central Committee, especially the orientations for Hanoi's development to 2030, with a vision to 2045 and the direction of General Secretary To Lam at the recent working session with the Standing Committee of the Hanoi Party Committee, to concretize them into tasks, goals, action programs, and specific implementation plans, with a breakthrough vision, to develop the Capital into a center of science and technology, innovation, and digital transformation not only in Vietnam but also in the region and the world.
The Prime Minister requested that more than 600 delegates who are typical advanced models and Emulation Fighters attending the Congress today continue to set good examples, promote their capacity and intelligence, constantly strive and try, always be the core force, the typical "nucleus" of patriotic emulation movements in agencies, units and localities, be the "flame of emulation" that always burns bright, so that everything needs emulation, so that emulation initiatives always exist every day, "permeate" deeply into the social community with the spirit of emulation is sowing, reward is harvesting, sowing must be appropriate and effective, harvesting must be timely and widespread.
Prime Minister Pham Minh Chinh recalled that, during his lifetime, President Ho Chi Minh once advised: "The whole country looks to our capital. The world looks to our capital." Hanoi is known as the heroic capital, the capital of culture, civilization, modernity, the capital of conscience and human dignity, the city of peace, where the soul of the thousand-year-old mountains and rivers rests, the face of the nation, the symbol of gallant, elegant, graceful and loyal people.
The Prime Minister emphasized that the mission, trust and responsibility for the capital Hanoi are extremely heavy but also very glorious and proud. With the spirit of "Hanoi for the whole country. The whole country for Hanoi", the people of the whole country are looking forward to the leading role, pioneering mission, and development creation of the capital Hanoi. This requires the entire political system and the people of the capital to raise high the flag of exemplary emulation, high determination, great efforts, drastic and effective actions, and successfully implement the set goals and tasks, so that Hanoi is always the pride of the country, always the trust of the people, not only a growth pole, but also the driving force for development of the whole region and the whole country; a place to "bring forth talents; unleash intelligence; spread humanity; harmonize with nature; advance with the times".
The Prime Minister believes and hopes that, with the tradition of solidarity, efforts and emulation of the Party Committee, government and people of the Capital, the patriotic emulation movement of Hanoi in the coming time will reap many new successes and victories, making Hanoi the Socialist Capital as the wish of beloved President Ho Chi Minh, worthy of the title of the heroic Capital of "Cultured - Civilized - Modern", the Capital that forever shines with conscience and human dignity.
The Prime Minister wished the Party Committee, government, army and people of the capital to always be united, unanimous and determined to strongly develop patriotic emulation movements, contributing to building the capital to develop quickly and sustainably, so that together with the whole country, we can firmly step into the new era.
