The Prime Minister asked Japanese localities to strengthen cooperation with Vietnam in eight areas.

This is the event that concretizes the agreement between Prime Minister Pham Minh Chinh and former Japanese Prime Minister Ishiba Shigeru during his official visit to Vietnam in April 2025, and then continued to be supported and continued by new Japanese Prime Minister Takaichi.

Emphasizing the "keywords" in the Vietnam - Japan relationship are "sincerity, affection, trust, efficiency", which have been nurtured by many generations of leaders and people of the two countries, the Prime Minister was pleased to see that the Vietnam - Japan friendship and cooperation have developed well in recent times, achieving many outstanding results with high political trust in all fields. The Vietnamese community in Japan is the second largest overseas Vietnamese community in the world and is growing the fastest; the two countries are continuing to implement symbolic projects such as the Vietnam - Japan University.

Recently, Prime Minister Pham Minh Chinh had two meetings with the Japanese Prime Minister at the ASEAN Summit (October 2025) and the G20 Summit (November 2025), thereby agreeing to bring bilateral relations to a new level, concretizing and deepening the Comprehensive Strategic Partnership between the two countries, of which the organization of this Forum is a typical example, in the spirit of "unity for strength, cooperation for benefits, dialogue to strengthen trust".

Sending warm greetings from General Secretary To Lam to the delegates attending the Forum, the Prime Minister thanked the leaders and representatives of Japanese and Vietnamese localities for attending the Forum, as well as for their efforts and active contributions to promoting local cooperation between the two countries, making an important contribution to Vietnam's socio-economic development in recent times.

The Prime Minister highly appreciated the efforts of the Ministry of Foreign Affairs, the close coordination of Quang Ninh province, the support of the Japanese Embassy in Vietnam, the active participation of localities, businesses, and socio-economic organizations of the two countries in organizing this Forum in Quang Ninh. Quang Ninh is also a locality with good relations with Japan, with many symbolic projects such as Bai Chay bridge, Ha Long Bay environmental project, etc.

At the meeting, leaders of Japanese localities spoke, affirming their great interest in cooperating with Vietnam, believing that the Forum will be a great success, bringing practical results and hoping to organize the Forum periodically.

Delegates made practical proposals to promote bilateral cooperation and local cooperation to further develop in the coming time, especially in the fields of high-tech agriculture, hydrogen, tourism, culture, fairs and exhibitions, aviation, environment, semiconductors, and receiving Vietnamese human resources.

Thanking and appreciating these opinions, Prime Minister Pham Minh Chinh hopes that generations of leaders and people of the two countries will continue to foster the bilateral relationship to make it increasingly stronger.

The Prime Minister stated that local cooperation is one of the important areas and a unique feature of the Vietnam-Japan friendship and cooperation. The Vietnamese Government always considers this a practical and effective cooperation channel, contributing to the overall development of bilateral relations.

In that spirit, the Prime Minister asked Japanese localities to continue promoting in-depth and effective bilateral cooperation, with eight specific contents.

Accordingly, continue to concretize signed cooperation documents, put them into practical implementation, bringing benefits to both countries; proactively and actively increase exchange activities and delegation exchanges; actively advocate for Japanese enterprises to increase investment in Vietnam and vice versa; create favorable conditions for enterprises of the two countries to invest and do business effectively associated with technology transfer; strengthen cooperation in training high-quality human resources through connecting Japanese training institutions, universities, and research institutes with Vietnamese partners, especially Ha Long University, Vietnam - Japan University; continue to care for and support the Vietnamese community studying, working and living in Kansai, maintain and expand scholarship programs for Vietnamese students; strengthen people-to-people exchange, tourism; and especially cooperation in science and technology, innovation, digital transformation, green development, circular economy, creative economy, etc.

Assessing that the two countries have potential and strengths that can complement each other, the Prime Minister affirmed that the Vietnamese Government is ready to create all favorable conditions for Japanese enterprises to invest and do business successfully in Vietnam.

Proposing to continue organizing the Vietnam-Japan Local Cooperation Forum periodically, the Prime Minister asked localities and businesses to strengthen connections, implement agreements and directions of high-ranking leaders, and concretize them into specific projects and programs, bringing benefits to the two countries, localities and peoples.

On this occasion, the Prime Minister introduced and invited Japanese delegates to visit the "fairy-like, charming, dreamy, sparkling, magical" world heritage Ha Long Bay in Quang Ninh.
