The conference assessed that in the first 6 months of the year, the activities of buying, selling, transporting prohibited goods, smuggling, illegal transportation of goods, trade fraud and counterfeit goods were very complicated; emerging were the illegal transportation of prohibited goods, smuggled goods, goods of unknown origin, counterfeit goods, poor quality goods, and goods infringing on intellectual property rights such as gasoline, oil, gold, wine, beer, sugar, cosmetics, functional foods, clothes, frozen goods, household goods...

The authorities have proactively and actively implemented synchronous solutions to inspect, urge, and guide; inform, propagate, and disseminate laws; fight to prevent and handle smuggling, trade fraud, counterfeit goods, and infringement of intellectual property rights.

Units and localities have arrested and handled 50,736 violations. Of these, 10,862 cases involved trading and transporting prohibited and smuggled goods; 36,604 cases involved commercial fraud and tax fraud; 3,270 cases involved counterfeit goods and intellectual property violations; over VND6,532.6 billion was collected for the state budget; 1,875 cases involved 3,235 subjects.

Delegates assessed that although the results of fighting smuggling, trade fraud and counterfeit goods have changed a lot, they are not really stable, the situation of smuggled goods and goods with fake origin is still complicated; the situation of production and trade of fake goods, poor quality goods, goods of unknown origin, goods that infringe intellectual property rights are still operating openly in many places, increasing in the e-commerce environment on a large scale, for a long time, directly affecting people's health...

Implementing the Prime Minister 's direction on launching a peak period to combat, prevent and repel smuggling, trade fraud, counterfeit goods, and intellectual property infringement, and the Prime Minister's directives and dispatches on this issue, ministries, branches and localities have seriously implemented, developed plans and launched drastic actions.

During the peak month from May 15 to June 15, 2025, units and localities arrested and handled 10,437 cases of smuggling, trade fraud and counterfeit goods, an increase of 80.51% compared to the previous month with 1,936 cases of trading and transporting prohibited and smuggled goods; 6,870 cases of trade fraud and tax fraud; 1,631 cases of counterfeit goods and intellectual property infringement; collected VND 1,279 billion for the state budget; prosecuted 204 cases/378 defendants. According to statistics, more than 5,500 stores nationwide closed and temporarily suspended operations to wait for an opportunity.

Many sectors and localities have performed well in the Peak Month such as: C03 of the Ministry of Public Security, the Department of Market Management and Development of the Ministry of Industry and Trade, the provinces and cities of Hanoi, Hai Phong, Hai Duong, Bac Ninh, Phu Tho, Hoa Binh, Cao Bang, Yen Bai, Thanh Hoa, Nghe An, Da Nang, Khanh Hoa, Ho Chi Minh City, Binh Duong, Tay Ninh, Dong Nai, Soc Trang, Bac Lieu...

Delegates also acknowledged that some localities have low effectiveness in the fight; the work of organizing and defining functions and tasks in state management still overlaps, has omissions, has gaps, and is lax, especially in licensing, testing, and food production; the awareness and responsibility of some leaders of local Party committees, authorities, units, and functional forces are not high; inspection and supervision work is not regular, thorough, and comprehensive, and there are even situations of assisting and protecting law violators...

Delegates proposed to continue perfecting institutions and laws to have a legal framework as a basis for strictly handling acts of smuggling, trade fraud, counterfeit goods, and infringement of intellectual property rights; strengthen coordination and data sharing among forces, ministries, branches, and localities; have policies and regimes to reward and encourage forces, especially people, to participate in the fight, prevent, and repel smuggling, trade fraud, counterfeit goods, and infringement of intellectual property rights.

Concluding the conference, highly appreciating ministries, branches and localities in the fight against smuggling, trade fraud, counterfeit goods and intellectual property infringement, Prime Minister Pham Minh Chinh admitted that in recent times, there have been places and times where there has been laxity and unclear division of authority, leading to complicated developments in smuggling, trade fraud, counterfeit goods and intellectual property infringement.

Therefore, the Prime Minister requested the development of a Government action plan, regular and continuous organization to fight, prevent and repel smuggling, trade fraud, counterfeit goods and infringement of intellectual property rights. In which, the Ministry of Health presides and is responsible for pharmaceutical management and food safety.

The Prime Minister said that the leaders of the Party, the State, General Secretary To Lam, the Government, and the Prime Minister are very interested in directing the work of combating smuggling, trade fraud, counterfeit goods, and infringement of intellectual property rights. However, the activities of buying, selling, transporting prohibited goods, smuggling, illegal transportation of goods, trade fraud, and counterfeit goods are very complicated. Agreeing with the reasons mentioned by the delegates, the Prime Minister said that at times and in some places, there is laxity; some officials lack a sense of responsibility, some no longer have the will to fight or have been bribed; the strength of the people and businesses has not been mobilized to participate in this work.

Based on the analysis of the situation and lessons learned, Prime Minister Pham Minh Chinh affirmed that it is necessary to continue to adhere to the goal, resolutely prevent, combat, stop, repel, and eventually eliminate smuggling, production, and trading of counterfeit goods, trade fraud, and intellectual property violations to protect the legitimate rights and interests of honest businesses; protect security and safety; protect the health and lives of the people; and serve the country's rapid and sustainable development.

Emphasizing that fighting smuggling, trade fraud, production and trade of counterfeit goods, counterfeit goods, and intellectual property violations is a central, long-term, regular task, carried out continuously, without any forbidden areas, the Prime Minister requested to mobilize the entire political system, people, and businesses to participate. In particular, quickly and promptly eradicate and resolutely wipe out counterfeit drugs and fake foods because they directly affect people's health and lives; handle intellectual property rights violations related to the cultural and entertainment industries; acts of trading, fraud, and false advertising on cyberspace...

Ministries, sectors, and localities, especially leaders, must focus on reviewing and developing laws; regularly inspecting and urging; strengthening the capacity and effectiveness of state management at all levels, sectors, and localities. Functional forces must continuously mobilize, not just one strong campaign, one period, one month, but must do it regularly, handle one case to alert the whole region, the whole field; work day, work night, work extra on holidays; every day is a peak.

Launching the movement "Each citizen is a soldier declaring war on smuggling, trade fraud, counterfeit goods, and intellectual property infringement; and at the same time, a smart consumer in the market", the Prime Minister requested ministries and branches to continue perfecting institutions to fight against counterfeit goods, trade fraud, and intellectual property infringement related to their sectors and fields; perfecting a strong enough apparatus to fight against smuggling and trade fraud; clearly decentralizing and delegating power to each sector and level; meeting financial and technological requirements to control the quality of goods.

The Prime Minister requested to build a team of professional, highly responsible, ethical and humane officials in public service practice; develop policies and mechanisms to mobilize people and businesses to participate in the fight against smuggling, trade fraud, counterfeit goods and imitation goods; promote the dissemination of policies and laws; do well in emulation and reward work in this field; especially have policies to encourage forces, especially people, to participate in the fight, prevent and repel smuggling, trade fraud, counterfeit goods and infringement of intellectual property rights.

Directing and assigning specific tasks to each ministry, sector and local government in the fight against counterfeit goods, trade fraud and intellectual property violations, Prime Minister Pham Minh Chinh requested ministries, sectors and localities to coordinate more closely, smoothly and effectively for consumers, producers and for a healthy, fast and sustainable economic development.
