On the afternoon of June 23, Prime Minister Pham Minh Chinh chaired a national online conference to review the work in the first 6 months of 2025 and summarize the peak period of the fight to prevent and repel smuggling, trade fraud, counterfeit goods, and infringement of intellectual property rights.

The conference was held online to provinces and cities across the country.

Attending the conference were Deputy Prime Minister Bui Thanh Son, Head of the National Steering Committee 389; leaders of central ministries and branches, members of the Central Steering Committee 389 and high-level working groups according to Official Dispatch No. 65/CD-TTg May 15, 2025 of the Prime Minister.

Attending the conference at Lao Cai bridge were comrade Trinh Xuan Truong, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; leaders of departments, branches, districts, towns and cities; members of the Provincial Steering Committee 389; members of Working Group 1557/QD-dated May 17, 2025 of the Provincial People's Committee.

The assessment report at the conference stated that in the past 6 months, the economy maintained good growth momentum; the volume of imported and exported goods, passengers, and means of transport entering and leaving the country through border gates continued to increase. The activities of buying, selling, transporting prohibited goods, smuggling, illegal transportation of goods, trade fraud, and counterfeit goods remained very complicated.


In the first 6 months, units and localities arrested and handled 50,736 violations, including 10,862 cases of trading and transporting prohibited and smuggled goods; 36,604 cases of trade fraud and tax fraud; 3,270 cases of counterfeit goods and intellectual property violations; collected nearly 6,533 billion VND for the state budget; prosecuted 1,875 cases and 3,235 subjects (an increase of 69.11% over the same period).

Pursuant to Official Dispatch No. 65/CD-TTg dated May 15, 2025 of the Prime Minister on launching a peak period to combat, prevent and repel smuggling, trade fraud, counterfeit goods, and infringement of intellectual property rights and Directive No. 13/CT-TTg dated May 17, 2025 of the Prime Minister on combating, preventing, repelling and eventually ending smuggling, trade fraud, counterfeit goods, and infringement of intellectual property rights to protect the legitimate and legal rights and interests of people and businesses, and to protect the security and health of the people; from May 15 to June 15, 2025, units and localities arrested and handled 10,437 cases of smuggling, trade fraud and counterfeit goods. Of which, 1,936 cases were of trading and transporting prohibited and smuggled goods; 6,870 cases of trade fraud and tax fraud; 1,631 cases of counterfeit goods and intellectual property infringement; collected 1,279 billion VND to the state budget; temporarily seized goods and exhibits worth an estimated 4,075 billion VND; prosecuted 204 cases/378 defendants.

In Lao Cai, implementing the Prime Minister's directive, the whole province inspected, detected and handled 262 cases; including 13 violations of trading in prohibited and smuggled goods; 229 violations of trade fraud, tax, trading in goods of unknown origin; 20 violations of trading in counterfeit goods, infringement of intellectual property rights. The total value of the handling was more than 3.5 billion VND; the amount of administrative fines was more than 1.74 billion VND; the amount of additional fines and tax arrears was more than 521 million VND...

It is forecasted that in the coming time, smugglers, commercial fraudsters and counterfeit goods producers and traders will have new and more sophisticated methods and tricks, causing difficulties for the authorities. Therefore, all levels and sectors continue to thoroughly grasp, deploy and seriously and effectively implement the directions of the Government, the Prime Minister, and the Head of the National Steering Committee 389; strengthen inspection, supervision, post-inspection, promptly detect and strictly handle violations...

Prime Minister Pham Minh Chinh delivered a concluding speech at the conference.

Concluding the conference, Prime Minister Pham Minh Chinh said that the situation of smuggling, illegal transportation of goods across borders, trade fraud, production and trading of counterfeit goods, and infringement of intellectual property rights is still very complicated, causing confusion and anxiety, affecting the health, rights and legitimate interests of consumers.

The Prime Minister requested that sectors and localities declare war, determined to prevent, repel and eventually end the trade of counterfeit goods, especially fake medicines and food; build a legal system; and promote the responsibility of all levels, sectors, businesses and people to participate in this work.
