Speaking at the congress, Prime Minister Pham Minh Chinh, Secretary of the Government Party Committee, said that the Congress of the Ministry of Foreign Affairs Party Committee took place in the atmosphere of the country preparing to celebrate the 80th anniversary of the founding of the country.

The Prime Minister acknowledged the achievements and results that the Party Committee of the Ministry of Foreign Affairs has achieved in the 2020-2025 term, contributing to the overall achievements of the country; contributing to creating an environment of peace, stability, cooperation and development; contributing to protecting the country early, from afar, when the country was not yet in danger.

This is a term marked by the institutionalization and concretization of foreign policy, with more than 300 major reports, 300 submissions, 17 resolutions and projects submitted to the Politburo and the Secretariat. The highlight is Resolution 59 of the Politburo on international integration in the new situation, one of the "four pillars" that form the foundation for the country to develop rapidly and sustainably in the new era.

The Prime Minister stated that our country implements an independent, self-reliant, diversified, multilateral foreign policy, being a friend, a reliable partner, and a responsible member of the international community, with the "bamboo diplomacy" school and the motto "responding to all changes with the unchanging".

Through monitoring activities and reporting on discussions and summaries, the Prime Minister highly appreciated the Party Committee of the Ministry of Foreign Affairs' preparations for the congress, which closely followed the Central Committee's instructions.

Economic diplomacy has been promoted, becoming an important content in high-level foreign affairs activities, effectively exploiting international cooperation opportunities. The Prime Minister cited the very successful work of vaccine diplomacy, contributing to Vietnam "going after and coming before", opening up early to help create the premise for socio-economic development.

Cultural diplomacy, foreign information, and work with overseas Vietnamese have been actively, effectively, and promptly implemented. The Prime Minister spoke about the recent event when Vietnam and Laos first had a cross-border heritage named "Phong Nha - Ke Bang National Park and Hin Nam No National Park". In recent years, Vietnam has focused on building the national image and brand, contributing to promoting socio-economic development.

Regarding the work of overseas Vietnamese, the Prime Minister emphasized that it is necessary to always listen to the thoughts and aspirations of the people. Recently, there have been important policies such as visas, nationality, land assets, identity cards, etc. to meet the expectations of overseas Vietnamese in contributing to and building the country.

The Prime Minister said that the Foreign Affairs sector needs to maintain solidarity and unity internally, between the Ministry of Foreign Affairs and central and local ministries and sectors, between Vietnam and international friends and partners. It is necessary to look far and wide, think deeply and act big to "turn nothing into something, turn difficult into easy, turn impossible into possible". Grasp the situation firmly, respond promptly, flexibly and effectively to advise the Party and State, and avoid being passive or surprised about strategy.

The Prime Minister shared that during his recent working trip to Brazil, leaders of many countries expressed great respect for Vietnam because of its heroic history, its ability to overcome difficulties, and its foreign policy of balancing with major countries.

Internationalizing programs like Brother Overcoming a Thousand Challenges

Regarding specific tasks, the Prime Minister requested the Foreign Affairs sector to be a pioneer, core, proactive, active, creative and effective in implementing the foreign policy of independence, self-reliance, diversification, multilateralization, being a friend, a reliable partner, and a responsible member of the international community.

The Ministry of Foreign Affairs needs to monitor and grasp the world and regional situation. The more volatile and unpredictable the situation is, the more it must be grasped to advise the Party and State, not to surprise the Party and State in terms of strategy or new, sensitive issues that arise.

Paying special attention to grasping, researching, analyzing, and advising on "partners and subjects", the Prime Minister assigned the Ministry of Foreign Affairs to report weekly to the Politburo and the Secretariat and to report separately on an ad hoc basis to grasp the situation.

The Ministry needs to emphasize the viewpoint of building an independent and self-reliant economy associated with active and proactive international integration, in a deep, substantive and effective manner; harmoniously and effectively combining foreign and domestic policies.

The Prime Minister requested that the diplomatic sector contribute to internationalizing a culture imbued with national identity and nationalizing the quintessence of world culture.

Noting that the Ministry of Foreign Affairs and the Ministry of Culture, Sports and Tourism need to conduct research to internationalize such programs, the Prime Minister emphasized the need to consider culture as a major pillar, turning it into material to contribute to the country's development.

The Prime Minister also noted the need to build a clean and strong Party Committee for Foreign Affairs, and to fight corruption, waste and negativity. Each diplomat must be a pioneer on the foreign affairs front.
