Prime Minister Nguyen Xuan Phuc: International integration is the cause of all people

International integration has become one of the important driving forces to promote growth, socio-economic development, enhance national comprehensive strength, and enhance the country's position and prestige.

On April 23, at the Government Office , the National Steering Committee on International Integration held a national online conference with the theme "Strengthening proactive, creative and effective international integration for rapid and sustainable development."

Prime Minister Nguyen Xuan Phuc, Head of the National Steering Committee on International Integration chaired the Conference.

Attending the Conference at the Government Office were Permanent Deputy Prime Minister Truong Hoa Binh , Deputy Prime Ministers Pham Binh Minh, Vuong Dinh Hue, Vu Duc Dam, departments, ministries, international organizations; and 63 localities at the bridges.

The conference summarized and evaluated quite fully and comprehensively the achieved results, analyzed and pointed out the shortcomings, limitations, weaknesses and drew many profound lessons on international integration in the past 5 years as well as the activities of the National Steering Committee on International Integration from 2014 to present. From there, the delegates proposed and recommended tasks and solutions to improve the effectiveness of international integration in a comprehensive, overall and inter-sectoral manner.

At the conference, Prime Minister Nguyen Xuan Phuc assessed that from the initial stage of international economic integration, Vietnam has achieved many achievements and confidently moved forward to international integration, which was specified in Resolution No. 22 of the Politburo (issued in April 2013). Accordingly, the National Steering Committee on international integration, chaired by the Prime Minister, was established on April 23, 2014 with three inter-sectoral Steering Committees on three pillars, chaired by Deputy Prime Ministers in charge of the field.

The Government has concretized the international integration policy through many Resolutions, documents, and drastic directions, strongly and effectively organized and implemented international integration work, creating the most favorable environment and conditions for economic and social development, ensuring national defense and security in recent times.

The Prime Minister said that the achievements of international integration, especially in the past 5 years, have significantly contributed to the great achievements in socio-economic development of the country; contributed to maintaining a peaceful environment, socio-political stability, while proactively integrating internationally, attracting more external resources together with domestic resources to create a strong driving force for national development, achieving many great achievements.

Vietnam has signed and concluded negotiations on many Free Trade Agreements (FTAs) with South Korea, the Eurasian Economic Union, CPTPP, EVFTA..., opening up a large space for cooperation for the growing economy.

Along with that, Vietnam has expanded relations, upgraded partnerships with many countries, successfully organized regional and global events such as APEC 2017, WEF-ASEAN 2018, the 2nd US-North Korea Summit (February 2019)... These are evidences of Vietnam's policy of being a friend and reliable partner of the international community, enhancing the country's position, demonstrating Vietnam's proactive and positive role.

The Prime Minister said that in recent times, especially in the past five years, international integration has achieved four outstanding results, such as contributing to consolidating a peaceful environment and taking advantage of favorable international conditions for development.

Maintaining a stable socio-political environment and promoting the image and culture of Vietnam. This is a very important achievement, fundamental to socio-economic development and ensuring the country's foreign security and defense.

Along with that, international integration has deepened the relationship between Vietnam and its partners, maintained a peaceful and stable environment; expanded and developed many special partnerships, strategic partnerships, and comprehensive partnerships, creating intertwined interests and promoting common points in the relationship.

"Integration enters a higher and more substantial stage with the role of promoting dialogue and reconciliation and finding new directions," the Prime Minister commented and analyzed. Through integration, we are determined and persistent in maintaining independence, sovereignty, territorial integrity, protecting national and ethnic interests, the rights and interests of the people and businesses; not avoiding differences, but always proactively dialogue and fight to protect the legitimate interests of the country.

The Prime Minister affirmed that the policy of international integration is correct. Through integration, Vietnam affirms to the international community the image of the country, culture and people of Vietnam as peaceful, dynamic, friendly and hospitable, rising strongly, actively and having the capacity to contribute responsibly to the common interests of the international community.

Referring to the limitations that need to be overcome in this field, the Prime Minister said that international integration increasingly popularizes the principle of taking national and ethnic interests as the basis, while at times our thinking is not sharp and flexible enough to keep up with this trend. In addition, the effectiveness of the coordination mechanism between ministries, departments, branches and localities is not high, along with limitations in management level, which have become obstacles to development and loopholes leading to losses.

There has been much progress in monitoring, implementing and urging the implementation of international agreements and commitments, but many agreements have been signed but few have been implemented, and implementation effectiveness is still limited. There are still many issues that need to be learned from in the implementation of policies, mechanisms and laws on international integration. Research and forecasting work is still passive and has not fully anticipated some changes in the region.

Regarding the directions to be implemented in international integration, the Prime Minister emphasized that the international environment is changing rapidly and complexly, with cooperation and competition. Partners and objects are always intertwined and changing flexibly. The fierce and fierce competition in the region and in the world is posing many issues that need to be resolved in Vietnam's international integration work. In particular, the task of maintaining a peaceful environment for development and the risk of falling behind is always a constant and very great challenge.

Along with that, market liberalization and opening go hand in hand with more sophisticated forms of protection through technical barriers. The risk of conflict and dispute increases, the situation of gathering forces is complicated, and competition between major countries in the region is fierce. The Prime Minister clearly stated the viewpoint of "integration but not dissolution" in social culture; believing that preserving and promoting cultural identity and national traditions is an important task.

In addition, deeper international integration puts Vietnam in a position where it can be affected more quickly and compete more strongly with international fluctuations. After 30 years of renovation, the country's position and strength, although stronger, are still modest and limited. The risk of falling behind and falling into the middle-income trap still exists. The work of building integration capacity in the country has not yet met the requirements, especially the requirement of effectively taking advantage of the opportunities that integration brings.

The Prime Minister directed that special attention should be paid to new requirements for promoting and raising the level of multilateral diplomacy; proactively participating and actively contributing to building and shaping multilateral institutions in the spirit of Directive 25 of the Secretariat. This is a new, very high and very important requirement for the country, the Prime Minister stated.

The Prime Minister put forward three mottos in the country's international integration work: Upgrading, comprehensiveness and depth, innovation and efficiency.

The Prime Minister affirmed that international integration is the cause of all people and can only be successful with the active, creative and effective participation of businesses and people. Therefore, it is necessary to focus on enhancing proactive, creative and effective international integration for rapid and sustainable development.

The Prime Minister requested the entire political system, all levels and sectors to resolutely take part, be determined to innovate, and make more efforts to continue promoting integration in the spirit of fully and effectively implementing the Party's guidelines and policies and the State's laws and policies in this field; especially Resolution 22 of the Politburo, Directive 25 of the Secretariat on promoting and elevating multilateral diplomacy and the resolutions, action programs and integration work plans of the Government.

Regarding integration in the fields of politics, security and defense, the Prime Minister suggested that it is necessary to continue to proactively deepen bilateral and multilateral relations, strongly promote the role of multilateral diplomacy, and develop common points to increase trust and intertwine interests.

For integration in the fields of socio-cultural education, training and science and technology, it is necessary to deeply realize that technology and talent will determine success in competition in the 21st century. Therefore, it is necessary to focus on proactively learning and improving internal capacity in accordance with common practices and standards.

The Prime Minister emphasized the need to create all favorable conditions and further promote the role of localities and enterprises in international integration. "The greatest room for development lies in the unceasing efforts and limitless creativity of each Vietnamese enterprise and citizen," said the Prime Minister.

Emphasizing that localities and enterprises are the central subjects of integration, the Prime Minister directed ministries and branches to review and perfect legal policies and mechanisms, regulations on administrative procedures, investment and business conditions, and build an information system on integration in all fields, especially on markets, trade, investment, tourism services, etc../.
