On the morning of June 25, Prime Minister Pham Minh Chinh attended the groundbreaking ceremony of the Hanoi Capital Region Ring Road 4 construction investment project and the Cao Lanh - An Huu expressway construction project (phase 1).
The groundbreaking ceremony was held online with 7 locations: Thanh Oai, Hoai Duc, Soc Son, Thuong Tin districts of Hanoi, Bac Ninh province, Hung Yen province and Dong Thap province.
Attending the groundbreaking ceremony at Hoai Duc bridge were Prime Minister Pham Minh Chinh; Politburo member, Secretary of Hanoi Party Committee Dinh Tien Dung; Chairman of the National Assembly's Economic Committee Vu Hong Thanh, Minister, Head of the Government Office Tran Van Son, Minister of Industry and Trade Nguyen Hong Dien, Minister of Planning and Investment Nguyen Chi Dung, Minister of Transport Nguyen Van Thang.
Attending the Dong Thap province bridge were Deputy Prime Minister Tran Luu Quang, Minister of Agriculture and Rural Development Le Minh Hoan, and Minister of Construction Nguyen Thanh Nghi.
Also attending were leaders of ministries, branches, localities, contractors, and people in the project area.

2 projects about 140 km long, total capital over 91,000 billion VND
The investment project to build Ring Road 4 - Hanoi Capital Region, with a length of more than 112 km, passes through Hanoi Capital and 2 provinces of Hung Yen and Bac Ninh. The total investment is more than 85,000 billion VND in the form of public investment combined with the form of public-private partnership (PPP).
The Cao Lanh (Dong Thap province) - An Huu (Tien Giang province) expressway construction project has a length of more than 27 km, with a total investment of nearly 6,000 billion VND in the form of public investment.
Thus, the two routes were simultaneously started today, about 140 km long; the total investment capital of the two projects is more than 91,000 billion VND.
These two projects are part of a series of important, key transportation projects that will start construction in June 2023.

Speaking at the ceremony, Chairman of the Hanoi People's Committee Tran Sy Thanh said that the Ring Road 4 Project - Hanoi Capital Region is the first important national project implemented in accordance with the provisions of the Investment Law under the public-private partnership model.
Up to now, after 1 year and 9 days since the investment policy was approved, the Project has ensured all conditions for construction to start, meeting the set schedule (before June 30, 2023).
Sharing experience in project implementation, Mr. Tran Sy Thanh emphasized the separation of site clearance work into an independent project, from which compensation, support and resettlement work no longer depends on specialized technical factors of the project.

Regarding the Cao Lanh-An Huu Project, Chairman of Dong Thap Provincial People's Committee Pham Thien Nghia clearly stated the significance of the project in forming an inter-regional traffic connection route.
This is the first time Dong Thap has been assigned as the investor of a large-scale project with high technical requirements and urgent implementation time. Therefore, the province has established a Steering Committee for the project implementation headed by the Provincial Party Secretary, regularly meeting on progress, inspecting and urging implementation.
The contractor representative, Vinaconex Corporation, affirmed its commitment to ensuring the project's quality, safety, and progress. With experience in participating in many transportation projects, Vinaconex leaders emphasized that they will mobilize maximum resources, human resources, finance, equipment, and apply the most modern construction technology to implement the project.

The goal of having over 3,000 km of expressway by 2025 is feasible.
Speaking at the groundbreaking ceremony, Prime Minister Pham Minh Chinh stated that infrastructure development is one of three strategic breakthroughs that the Party and State always pay attention to.
Resolution of the 13th National Congress sets a target of 5,000 km of expressways nationwide by 2030 and to achieve this goal, by 2025, we must reach at least 3,000 km. That means we must build nearly 2,000 km from now until 2025.
In the period 2000 - 2021, the whole country has invested in and put into operation more than 1,000 km of expressway. Thus, in 5 years, we must double the number of km of expressway built in the past 20 years.
"Over the past 20 years, we have not implemented much but have learned valuable lessons, marking an important milestone in the expressway system. From there, we have experience in implementing the 2021-2025 and 2026-2030 phases, and have learned more lessons on how to decentralize, delegate power, and organize to do better," the Prime Minister said, emphasizing "learning from experience while doing, gradually expanding, with a spirit of not being perfectionist or hasty."
The Prime Minister said that since the beginning of his term, we have achieved a number of important milestones in highway development.
Firstly, an additional 566 km of expressways have been inaugurated and put into operation, bringing the total number of expressways nationwide to 1,729 km. Secondly, projects are under construction, with a total length of 350 km. Thirdly, since the beginning of 2023, projects have been started, with a total length of 1,406 km.
Thus, together with 1,729 km put into operation and the total length of highways of projects under construction, which have started construction by the end of June 2023, is 1,756 km.
"If we strive better, have higher determination, make greater efforts, act more decisively, and focus more on key points, from now until 2025, we will achieve the goal of having more than 3,000 km of expressways," said the Prime Minister. In addition, nearly 300 km of expressways are in the process of research and project approval.
According to the Prime Minister, the investment in the construction of Ring Road 4, the inter-regional economic belt of the Hanoi Capital Region, connecting Hanoi with Hung Yen province, Bac Ninh province and other localities in the region will promote investment efficiency for projects that have been and are being invested in, creating new development space.
The investment in the construction of the Cao Lanh - An Huu expressway will form a horizontal axis and gradually form a network of expressways in the Mekong Delta, connecting the vertical axes of the expressway, contributing to meeting the transportation needs on the important horizontal axis corridor of the Mekong Delta.

The next job is still very big.
To have the conditions to start these two projects, the levels, sectors and localities assigned as the managing agencies had to carry out a huge amount of work: from investment preparation, capital arrangement, technical design and cost estimates to contractor selection, site clearance...
The Prime Minister appreciated the efforts of localities in the investment preparation process, including separating site clearance work into a separate project and decentralizing implementation.
What is more special is that the Ring Road 4 Project - Capital Region applies a special mechanism. Firstly, decentralization and delegation of power are promoted, accordingly, assigning localities as the competent agencies to implement the project. The central government assigns to provinces and cities, and provinces and cities assign to districts and towns. Thus, this decentralization creates opportunities and advantages for site clearance. At the grassroots level, districts, communes and wards have actively participated. Secondly, applying a resource mobilization mechanism for the project combining the central and local budgets and other legal capital sources.
Third, allow bidding for consulting packages, packages serving technical infrastructure relocation, packages implementing compensation, support, and resettlement, thereby shortening the preparation time for project implementation.
"Today's groundbreaking results are only the initial victory, the work ahead is still huge," the Prime Minister requested Party committees, authorities, and relevant agencies to continue to closely follow progress, decentralization, and delegation of authority, review work to arrange time and resources, and focus on direction and leadership.
Second, continue the work of site clearance and resettlement with the consistent principle that life in the new place must be equal to or better than the old place.
Third, preparing a huge volume of construction materials and dumping sites requires the active participation of localities, all levels and sectors, especially at the grassroots level. "This is a stage that I have inspected for the past 2 years and found to be often stuck and must be resolved right at the site, because some of our regulations are still overlapping and not true to their nature," the Prime Minister requested local leaders to pay attention and actively resolve the issue of raw materials for the project. It is necessary to avoid corruption and negativity in the exploitation of common raw materials (soil, rock, sand, gravel).
Fourth, the construction volume is very large in a short period of time and is affected by weather conditions, so "we have to overcome the sun and rain, work in 3 shifts and 4 shifts", the Prime Minister stated. The experience of projects that have achieved and exceeded progress in the past is to overcome the sun, overcome the rain, overcome the pandemic, and finish the work, not just finish the working hours.

"Must check regularly, not just say it's done"
The Prime Minister requested ministries, branches, the Ministries of Planning and Investment, Finance, Transport, Construction, Natural Resources and Environment and the provinces and cities assigned as project management agencies to focus on directing and establishing project management boards.
Learning from the limitations and shortcomings in implementing expressway projects in previous phases, relevant ministries, branches, provinces and cities need to actively inspect, urge, resolve and remove difficulties and obstacles. Any issues beyond their authority must be reported immediately.
The remaining land clearance volume is not much but it is more difficult and requires more determination. "Comrades must regularly check whether the new housing of the people is really equal to or better than the old housing, not just because the people have moved, then it is considered done," said the Prime Minister. The ultimate goal of our Party and State is to take care of the spiritual and material life, the prosperity and happiness of the people. "It is not enough to just talk in the hall or on the forum, but to do what we say, and to fulfill our commitments," noted the Prime Minister.
The Prime Minister requested design consultants and supervisors to enhance their responsibilities, regularly inspect and supervise to ensure safety, quality and progress; not to seek personal gain, not to lower standards or supervision, and to actively prevent and combat corruption, negativity and waste together with localities and relevant units.
Each individual involved in the project needs to raise their sense of responsibility for their work, work together to solve difficulties and overcome challenges to complete the project on schedule, improve quality, ensure technical standards, aesthetics, and environmental sanitation.

First, we must ensure quality. Second, we must ensure progress. Third, we must ensure safety, technique, aesthetics, environmental hygiene and labor safety. Fourth, we must fight corruption, negativity, and group interests, and put the common interests, national interests and ethnic interests above all else. Fifth, we must not unreasonably increase capital and not divide the bid package. Sixth, we must ensure the legitimate rights and interests of the people, and ensure the harmony of interests between the state, the people and businesses.
"The spirit is to be highly determined, make great efforts, act decisively, have a focus, and complete each task, strengthen supervision, inspection, fight against negativity and corruption in the organization and construction process, and pay special attention to the material and spiritual lives of people who have given up their homes, farming places, and workplaces for the project," the Prime Minister emphasized.
