Prime Minister Pham Minh Chinh holds policy dialogue at WEF Tianjin Conference

According to VNA special correspondent, on the afternoon of June 25, Prime Minister Pham Minh Chinh had a Policy Dialogue with World Economic Forum (WEF) Executive Chairman Borge Brender on the topic: "Vietnam - the era of rising up: Vision to action".

The policy dialogue with the Vietnamese Prime Minister was a highlight of the 16th annual World Economic Forum (WEF) Pioneers Meeting in Tianjin, China. The fact that Prime Minister Pham Minh Chinh was a special guest at this year’s National Policy Dialogue with WEF Leaders further affirms the forum’s importance to Vietnam, as well as the Vietnamese Prime Minister himself.

At the Dialogue, Prime Minister Pham Minh Chinh and WEF Executive Chairman Borge Brender discussed many issues, notably Vietnam's vision and new policy orientation for the new development era; Vietnam's experience in building an independent and self-reliant economy associated with deep international integration; and Vietnam's foreign policy in the face of international geopolitical instability. Mr. Borge Brender expressed his impression of Vietnam's socio-economic development achievements over the past years. According to him, despite challenges and risks, Vietnam's economy has maintained its growth momentum and is a bright spot in the global economy. Vietnam is a success story of adaptation and development.

Responding to a question from WEF President Borge Brende about what helps Vietnam to be one of the few economies with fast growth in the context of a downward trend in global economic growth, the Prime Minister said that Vietnam aims to become a developed, high-income country by 2045 and to achieve that, Vietnam must achieve a Gross Domestic Product (GDP) growth rate of 8% in 2025 and increase to double-digit levels in the coming years.

Prime Minister Pham Minh Chinh affirmed that Vietnam has every basis to achieve this goal. First of all, it is the trust and steadfastness in the development path based on Marxism-Leninism, Ho Chi Minh Thought, combined with the national cultural identity that has been forged over more than 4,000 years of history; absolute faith in the political system under the leadership of the Communist Party of Vietnam, along with the State apparatus "of the people, by the people and for the people"; and the development process with the full and proactive participation of the people - the source of all strength because "resources originate from thinking, motivation originates from innovation, strength originates from the people". The Prime Minister also emphasized that Vietnam is currently the third largest economy in Southeast Asia and is approaching the upper middle-income threshold. Vietnam has signed 17 free trade agreements (FTAs) with 60 economies, including many large markets, and is among the top 20 economies in terms of trade with a highly open economy. In addition, Vietnam has accumulated a lot of experience in responding to crises and challenges over time. The Prime Minister expressed his belief that Vietnam will achieve higher growth in the coming years, especially in the next 5 years, although difficulties and challenges always exist in the development process.

WEF President Borge Brende highly appreciated Vietnam's foreign policy and hoped that Vietnam would share its experience in balancing relations with major countries in a world of increasingly fierce strategic competition. The Prime Minister affirmed that Vietnam consistently pursues an independent, self-reliant, diversified, and multilateral foreign policy, is a good friend and reliable partner of all countries in the world, and is a responsible member of the international community; and at the same time implements the "Four No's" defense policy. In terms of trade and economy, Vietnam has proactively diversified markets, products, supply chains, and production chains to ensure enough room for adjustment and adaptation to fluctuations. With that policy, Vietnam has increasingly expanded economic and trade relations with many countries, of which China and the US are Vietnam's two largest markets, accounting for 50% of total import and export turnover.

Sharing the view of putting the past behind, enhancing dialogue, exploiting similarities, and looking towards the future, the Prime Minister said that Vietnam and the US have gone from former enemies to Comprehensive Strategic Partners. The Prime Minister emphasized: “Everyone has a past, present, and future; but no one lives for the past, but lives for the present and the future; everyone needs to have the will, humanity, and be kind, do good things for themselves and for those around them in a spirit of sincerity, trust, and always hope for a better future.”

Sharing about building a socialist-oriented market economy, the Prime Minister said that in the 20th century, Vietnam was the country that suffered the most painful losses in the world and until now, the Vietnamese people are still suffering from the consequences of war. However, with the spirit of not giving up, self-reliance, and self-improvement, Vietnam is determined to build an independent and self-reliant economy. The guiding viewpoint is: internal resources are fundamental, strategic, long-term, and decisive; external resources are important and breakthrough.

Assessing the challenges of the world today, Prime Minister Pham Minh Chinh said that the world, each country and each person, in every stage of development, have difficulties, opportunities and advantages intertwined. In development, there are always conflicts, risks and crises. No one, no country can solve all difficulties and challenges on their own. The important thing is that each person, each country and the whole world must unite, proactively face and together solve and resolve difficulties and challenges in the most reasonable and effective way; always try to promote and effectively exploit positive aspects. With the right mindset, methodology, creative application, suitable to the context of each country and the international situation, knowing how to value intelligence, time and decisiveness, Vietnam is confident that it will overcome difficulties, turn difficulties and challenges into opportunities. The more pressure, the more effort must be made to overcome.

The Prime Minister's Dialogue was highly appreciated and warmly welcomed by WEF President Borge Brende and delegates. Immediately after the Dialogue ended, many delegates and international scholars still raised many questions and were shared by the Prime Minister regarding Vietnam's strategic breakthrough reforms in recent times such as institutions, infrastructure, human resources, especially market economic institutions, administrative reform, decentralization, delegation of power, reorganization of the political system and organization of two-level local governments.

The sharing of Prime Minister Pham Minh Chinh conveyed a strong message about a Vietnam that is ready for breakthrough development from thinking, vision to specific actions, creating a solid foundation to bring Vietnam into a new era of development, an era of national growth.
