
If the people's expectations are not met and the progress is still slow and does not reach the set schedule, it is necessary to replace the leaders, heads of departments, branches, management boards, including construction contractors and investors.
The Chairman of the Provincial People's Committee commented that the progress of the project implementation is still too slow. The contractors lack equipment, manpower and do not organize the construction synchronously along the entire route. Many sections have had the site handed over but there are still no construction workers and construction equipment has not been deployed in time. Therefore, the contractors need to coordinate and support each other to complete the project on schedule.
Mr. Ho Van Muoi noted that the units must coordinate to develop an implementation plan to accelerate the project's progress in the coming time; especially, the plan must be specific and clear for each task and each specific time frame to complete the project. The units must have the highest determination and must complete the project according to the plan at all costs.

According to the report of Lam Dong Department of Construction, as of October 22, the project site clearance is still 6/68 km (about 9%) not yet handed over. Currently, there are 6 km concentrated in Luong Son commune, including 12 sections of 5.968 km long that have not yet handed over the site for construction and 100 m in Ta Hine commune. The total cumulative area of the site handed over to the contractor (cases where compensation has been paid and cases of mobilizing for the site handover in advance) is 888/980 cases (reaching 90.5%) with a total area of 65.35/68.5 ha (reaching 95.3%). There are 92 cases that have not agreed to hand over the site in advance with a total area of 3.24 ha (1 household in Ta Hine commune, 1 household in Song Luy commune and 90 households in Luong Son commune).
Mr. Nguyen Duc Minh Tien - Deputy Director of Lam Dong Department of Construction said that through actual inspection, the project still has technical infrastructure system that has not been relocated yet. Therefore, it is not possible to carry out synchronous construction. Specifically, the relocation of the water supply system has not been completed, the units have relocated 8,021/12,021 m of water supply pipes, and 4,000 m have not been constructed due to site clearance problems, and households have not been compensated so they have not agreed to the construction. The units have deployed the construction of relocating the medium voltage electricity section and lighting system with a total of 143 poles to be relocated, 103/143 poles have been relocated...

The report of Project Management Board 5 (project management unit) shows that the project implementation value to date has reached about 55% of the contract value; of which 44/62 km of crushed stone has been graded, and 37/62 km of asphalt concrete has been laid. The project's construction progress is still slow, in addition to the reason of slow site handover, there is also the reason that the investor has not resolutely directed the contractors to concentrate equipment, supplies, and construction materials on the sections where the site has been handed over to speed up the construction progress and disbursement of capital.
Due to the large volume of the project (about 45% of the contract value), while the remaining time to complete the project is only 4 months, Project Management Board 5 requires the contractor to focus on human resources, equipment and machinery to speed up the construction progress, especially for sections where the site is available. Localities should soon appraise and approve the compensation plan for the entire project (currently, Tahine and Ninh Gia communes have not approved the compensation plan) to have a basis for paying the households, creating consensus and spreading among the people; if the site is handed over in November 2025, the project will be implemented to ensure progress.

National Highway 28B is one of the important cross-roads connecting National Highway 1A, Vinh Hao - Phan Thiet Expressway with National Highway 20; connecting the coastal economic zone with the administrative center and key tourist areas of Lam Dong province. Therefore, accelerating the progress to complete the route according to the proposed plan is urgent to serve the traffic needs of people and tourists, especially in the coming time when Lien Khuong airport will temporarily stop operating to carry out upgrading (expected in March 2026).
The project to renovate and upgrade National Highway 28B with a length of about 68 km, a site clearance area of 68.5 hectares, started in April 2024, is expected to be completed in December 2025 with a total investment of nearly 1,400 billion VND. This is a key project of the province, so the slow construction progress will greatly affect the ability to attract investment and develop the socio-economy in the area.
