Pursuant to Notice No. 81-TB/TW dated July 18, 2025 of the Politburo , Da Nang is developing a plan for 6 inter-level boarding and semi-boarding schools in the city's land border communes, including Tay Giang Primary and Secondary Boarding and Semi-boarding Schools.
Tay Giang commune (formerly part of Tay Giang district, Quang Nam province) after the administrative arrangement has a natural area of over 400 km2, including 23 villages and hamlets; over 9,000 people. As a mountainous and border commune with special difficulties, Tay Giang has 96.7% of the population being Co Tu ethnic group, the poverty rate is over 46%, people live scattered. The whole commune has 9 kindergartens, primary schools and secondary schools and 30 separate schools, with over 2,500 students.


Tay Giang Primary and Secondary Boarding School is built on a total area of over 7 hectares, with a total cost of over 262 billion VND. The school includes the following items: Classrooms, student and teacher dormitories, kitchen, library, multi-purpose hall, cultural house, mini football field, operation house, etc.
The relevant entities of Da Nang city are committed to implementing the project with the highest sense of responsibility, ensuring quality, progress and efficiency as set out in the objectives.
Moved by the joy, excitement and warm, sincere and simple feelings of the students and people of Tay Giang for the working delegation, Prime Minister Pham Minh Chinh said that the Party and State identify education and training as the top national policy; focusing on investment in improving people's knowledge, training human resources and nurturing talents.

The Party and State also advocate promoting rapid but sustainable development; economic development must go hand in hand with ensuring social security, implementing multi-layered social security; paying attention to the development of ethnic minority areas, especially border areas, ensuring that all people have equal access to education, health care, culture, etc.
According to the Prime Minister, recently, along with other important resolutions, the Politburo issued Resolutions 71-NQ/TW and 72-NQ/TW on the development of education, training and health care, ensuring fairness, social security and equal development among regions. In particular, the Politburo decided to build 248 boarding and inter-level schools in border communes across the country.

Appreciating Da Nang city for immediately implementing the Conclusion and Notice of the Politburo, deploying the construction of 6 schools in border communes in 2025, with a total budget of more than 1,500 billion VND, of which, Tay Giang Primary and Secondary Boarding School alone has a budget of more than 262 billion VND, saving nearly 10% of the budget compared to the plan, Prime Minister Pham Minh Chinh requested the city to complete the construction of the School before June 2026 and all 6 schools in border areas in 2026.
Welcoming Tay Giang commune, especially the people who supported and completed the site clearance to build Tay Giang Primary and Secondary Boarding School, the Prime Minister requested Da Nang to study and implement the construction of the School in phase 2.

The Prime Minister called on the military to promote tradition, perform well the role of "fighting army, production army, working army" and organizations, businesses and individuals to join hands and contribute to building schools in the land border communes, with the motto "those who have merit help merit, those who have property help property, those who have little help little, those who have much help much", for "national love, compatriotism", creating conditions for students in these areas to have the conditions to realize their dreams and aspirations and contribute to building the homeland and the country.

Noting the viewpoint of “doing what you do is what you do, finishing what you do”, Prime Minister Pham Minh Chinh directed that schools must be built to meet standards, be solid, civilized, and modern. Students must not only study culture, but also learn foreign languages, IT, participate in cultural, artistic, physical education, and sports activities, especially promoting national cultural identity so that students can develop comprehensively in “morality, intelligence, physical fitness, and aesthetics”.
With the motto "learning manners first, then learning knowledge", the Prime Minister requested teachers of Tay Giang Primary and Secondary Boarding School to continue to devote all their love to students; cultivate knowledge, improve teaching and learning quality so that the school can achieve more achievements in education and training worthy of the care of the Party, State and the whole society.





Emphasizing that Tay Giang Primary and Secondary Boarding School is a project of great humanitarian significance, Prime Minister Pham Minh Chinh requested construction contractors to carry out the project with full responsibility, not allowing any loss or waste, which would hurt the sentiments of the Party and State towards our people, especially ethnic minorities, mountainous and border areas.
The Prime Minister believes that the Party Committee, the government, socio-political organizations and the people of Tay Giang will continue to join hands, unite, and join hands to build a commune that develops more and more comprehensively, quickly and sustainably; harmoniously develops the economy and society and ensures social security; maintains security, national defense, social order and safety; preserves and promotes national cultural identity.
* At the ceremony, Prime Minister Pham Minh Chinh presented 100 meaningful gifts to students of Tay Giang Primary and Secondary Boarding School to encourage them to be good and study well; and presented gifts to 10 families who have made many contributions to the implementation of the Tay Giang Primary and Secondary Boarding School project.
General Nguyen Tan Cuong, on behalf of the Ministry of National Defense, presented 100 gifts to the school's students and 10 families in Tay Giang commune. Ministries, branches and businesses also presented meaningful gifts and pledged to support the construction of Tay Giang Primary and Secondary Boarding School./.
