Prime Minister Pham Minh Chinh: The draft documents of the 14th National Party Congress have been changed to be more concise and express stronger determination.

Using objective reality to measure results demonstrates the flexibility and sensitivity of our Party.

The topic by the Prime Minister focused on the following contents: "On the draft documents of the 14th National Party Congress: New points in the Summary of some theoretical and practical issues on the reform process in the direction of socialism over the past 40 years in Vietnam; New points in the draft Report summarizing the work of Party building and implementation of the Party Charter submitted to the 14th National Party Congress; New points in the draft Political Report submitted to the 14th National Party Congress; New points in the draft Report on 5 years of implementing the 10-year Socio-Economic Development Strategy 2021 - 2030; directions and tasks for socio-economic development in the 5 years 2026 - 2030".

Prime Minister Pham Minh Chinh stated that the National Conference to disseminate and implement the Resolution of the 11th Central Conference, Session XIII, is also a new point in the form of communicating and disseminating the Resolution on documents submitted to the 14th National Party Congress.

Normally, after the 10th Conference, we receive the Central Committee's opinions to complete the documents, on that basis, transfer them to the levels for discussion at the Party Congresses at all levels. But from the 10th Conference to the 11th Conference, the world situation has changed rapidly and complicatedly, many new issues have arisen, are unpredictable and difficult to predict. In the country, we do a lot of work in a short time with high requirements, rich content, everything must be timely and fast, to implement to meet practical requirements such as the revolution in organizational apparatus; promote the development of science, technology, innovation, digital transformation; promote international integration in new conditions; strive for higher economic growth; identify the private economy as the most important driving force for national economic development...

These contents require supplementing and updating the draft documents that we have not yet supplemented at the 10th Conference. The Prime Minister stated, “This is the timely direction of the Politburo and the Central Committee, ensuring compliance with reality, respecting objective reality, using objective reality to measure results, demonstrating the flexibility and sensitivity of our Party.”

The Prime Minister also emphasized that General Secretary To Lam directed the Document Subcommittees to update the situation, and at the same time we shortened the documents (at least 30-40%). Thus, from the 10th Conference to the 11th Conference, we changed a lot in form and content, becoming shorter, more concise, demonstrating combativeness, feasibility, authenticity and especially demonstrating stronger determination.

At the 11th Conference, the Central Committee spent a lot of time discussing and received 538 comments to complete the draft documents. The comments were very practical, and the discussions were very lively and positive.

People-centered

Regarding the new points in the draft Report summarizing a number of theoretical and practical issues on the socialist-oriented renovation process in the past 40 years in Vietnam, Prime Minister Pham Minh Chinh stated that the draft report continues to perfect the path to socialism based on three main pillars: Building socialist democracy, promoting the strength of great national unity; perfecting a socialist rule-of-law state by the people, for the people, of the people, close to the people, and understanding the people; building a socialist market economy under the management of the State, the leadership of the Party and promoting the spirit of mastery of the people.

Throughout the three pillars mentioned above, people are the center, so the Prime Minister once again affirmed: "We do not sacrifice fairness, social progress, and social security to pursue simple growth, fast growth, but it must be sustainable."

The Prime Minister also said that we continue to build a clean and strong Party, enhance the Party's leadership capacity and fighting strength with new measures and new thinking; the economy is the center, continue to promote the three strategic breakthroughs, develop rapidly and sustainably, maintain macroeconomic stability, control inflation, promote growth, ensure major balances of the economy...; persist in the foreign policy of independence, self-reliance, diversification, multilateralization, actively and proactively integrate deeply and effectively into the international community...

Always be proactive about strategy, never be passive.

Regarding the new points in the draft Report on the 5-year implementation of the 10-year Socio-Economic Development Strategy 2021 - 2030; the direction and tasks of socio-economic development for the 5-year period 2026 - 2030, the Prime Minister noted that the current context is intertwined between opportunities and advantages and difficulties and challenges, and it must be determined that there will be more difficulties and challenges. Only then can we prepare a mindset that is always proactive in strategy, not passive or surprised in strategy.

On the other hand, with the development of the 4.0 Industrial Revolution and the development of artificial intelligence, we must adapt and meet the requirements of artificial intelligence development, but must not lose to artificial intelligence.

The Prime Minister also stated the guiding viewpoint of continuing to promote the great national unity and renewing to suit the situation; ensuring the leadership of the Party in any circumstances, because the leadership role of the Party is decisive, the strength comes from the people, the people make history. In particular, liberating all productive forces, especially new productive forces such as science and technology, innovation, artificial intelligence; removing institutions, building an independent, autonomous but active economy, proactively integrating deeply, substantially and effectively into the international community.

In addition, mobilizing all social resources for development, identifying the private economy as the most important driving force for the development of the national economy. The development goal clearly defines three contents: political stability, ensuring social order and safety; stabilizing the peaceful environment, cooperation, rapid and sustainable development; people's happiness and prosperity must be enhanced, people must enjoy the fruits of the innovation cause.

Regarding the 5-year target for the period 2026 - 2030, the Prime Minister said that the biggest adjusted target is to strive for double-digit growth; and there must be solutions regarding awareness, monetary policy, fiscal policy, etc.
