Reports and opinions at the meeting unanimously assessed that in 2022, despite many difficulties due to inconvenient traffic and limited socio -economic infrastructure, the Party Committee, government and people of Cao Bang were united, made efforts, were proactive, creative, and resolutely and flexibly implemented tasks and solutions.
Cao Bang Provincial Party Secretary Tran Hong Minh said that immediately after the Prime Minister's meeting with the province in November 2021, the province urgently implemented the tasks assigned by the Prime Minister, especially breakthrough tasks, especially the implementation of the Dong Dang (Lang Son) - Tra Linh (Cao Bang) expressway project - Cao Bang's most important public investment project in this term, one of the important national projects, a key project of the transport sector.
In 2022, Cao Bang's GRDP increased by 5.04%, with an economic scale of 22,100 billion VND. The average GRDP reached 40.2 million VND/person/year, an increase of 8.2% compared to 2021. The value of industrial and handicraft production was equal to 106% of 2021. Agricultural production developed stably; new rural construction was actively implemented, with an average of 11.63 criteria/commune, an increase of 0.56 criteria. Import and export reached nearly 885 million USD, an increase of 11%. Tourism recovered impressively, reaching over 1.1 million visitors, an increase of 165%; revenue increased by 762%. State budget revenue reached 3,966 billion VND, equal to 236% of the central government's estimate, up 104% compared to 2021. Total capital managed and mobilized in the area reached 26,000 billion VND, up 3.5%.
Cao Bang actively implemented planning work; organized the review and approval of 10/10 urban areas; submitted to the Prime Minister for approval the Master Plan for the construction of the border economic zone until 2040; completed the provincial planning dossier.
The province focuses on developing cultural and social fields, ensuring social security, hunger eradication and poverty reduction, achieving positive results (reducing 4.29%). Effectively implementing the program to eliminate temporary and dilapidated houses; completing support for 1,235/6,602 temporary and dilapidated houses; at the same time mobilizing resources to temporarily support 3,141 poor households, including 214 policy families, to build new and repair houses.
National defense and security are ensured, incidents are promptly detected and effectively handled, territorial sovereignty and borders are firmly protected; political security, order and social safety are maintained. Attention is paid to the work of building a clean, strong, effective and efficient Party and government; attention is paid to political and ideological work, improving the capacity and fighting strength of Party organizations and Party members; inspection, supervision and discipline enforcement are strengthened.
Cao Bang proposes to the Government, the Prime Minister and central ministries and branches to soon balance and arrange funds for the province to implement and complete the elimination of temporary and dilapidated houses in the province; consider and upgrade the Tra Linh, Ly Van, Po Peo border gates and recognize the Na Lan opening. In particular, it is proposed to support the province in building and upgrading the roads connecting to the Dong Dang-Tra Linh expressway and to the border gates in Cao Bang province; promote the exploitation of tourism resources of Ban Gioc waterfall...
At the meeting, leaders of ministries and branches made statements clarifying achievements, results, shortcomings, limitations, causes, analyzing potentials, advantages, supplementing, suggesting directions and solutions, focusing on breakthroughs for the province to continue to exploit resources, develop quickly and sustainably, and at the same time respond to the province's recommendations.
Further analyzing the distinct potential, outstanding opportunities, and competitive advantages of Cao Bang, the delegates said that with an area of 6,700 km² (17th/63), Cao Bang has an important strategic position, is the "fence" of the northern border of the Fatherland, and was chosen by Uncle Ho to build the first revolutionary base.
The province has a unique culture of 27 ethnic groups, with many cultural values, traditional literature, art and folklore. There are 214 relics (03 special national relics, 29 relics ranked at the national level).
Mineral resources are quite abundant, many mines have large reserves (iron, manganese, lead, zinc, construction materials...) which are important resources for economic development.
Majestic, vast nature, wild mountains and forests, many waterfalls, caves, and grottoes, creating unique and attractive landscapes. Many famous scenic spots (Ban Gioc waterfall, Nguom Ngao cave, Thang Hen lake, Non Nuoc geological park, Mat Than mountain, Phia Oac-Phia Den national forest...).
Although the population is small, about 538,000 people (61st/63rd), Cao Bang people have many good qualities, rich in patriotic traditions, which is a solid foundation to build and develop the beautiful homeland of Cao Bang.
Speaking at the meeting, Prime Minister Pham Minh Chinh basically agreed with the report and opinions at the meeting; acknowledged and highly appreciated the efforts, determination, solutions and results that Cao Bang achieved in 2022, contributing to the overall achievements of the whole country.
The reasons for the achievements are solidarity, unity, promoting revolutionary traditions, mobilizing the participation of the people and the entire political system; proactive, positive spirit, responding to all situations; synchronous, close and effective coordination with central agencies, localities, effective cooperation with localities of China...
In addition to the achievements and results, the Prime Minister frankly stated that Cao Bang's socio-economic infrastructure still faces many difficulties, especially transport infrastructure. High-quality human resources are still lacking. The province has not effectively exploited and promoted its potential and strengths in terms of land, natural conditions, culture, history, and people. The economic scale is small (62nd/63 provinces and cities). GRDP per capita is low. The lives of a part of the people are still difficult, especially ethnic minorities; the poverty rate is still high. The competitiveness ranking in 2021 is low, ranked 63rd/63. Disbursement of public investment capital is low.
The Prime Minister stated that in 2023, the situation will have opportunities and advantages intertwined with difficulties and challenges, but difficulties and challenges will outweigh opportunities and advantages; the economy's internal difficulties will still remain. The Prime Minister hopes and believes that Cao Bang will share these difficulties with the country, thereby becoming self-reliant and rising up without waiting or depending on others.
The Prime Minister highly appreciated the province's socio-economic development orientation and targets for 2023, and emphasized a number of guiding viewpoints.
Firstly, thoroughly grasp and effectively implement the Resolution of the 13th National Party Congress, thematic resolutions of the Central Committee, the 10-year Strategy, the 5-year plan on socio-economic development, resolutions of the National Assembly, the Government, and the Resolution of the 19th Provincial Party Congress.
The Prime Minister especially noted that Cao Bang is the province with the longest border with China (333 km), and needs to thoroughly grasp and synchronously, resolutely and effectively implement the agreements and results achieved during the recent visit to China by General Secretary Nguyen Phu Trong.
The province needs to promote the spirit of self-reliance, self-improvement, "turning nothing into something, turning difficult into easy, turning impossible into possible", combining internal resources (people, nature, historical-cultural traditions) as fundamental, strategic, long-term decisions with external resources as important and breakthrough; contributing to building an independent, self-reliant economy associated with proactive, active, deep, substantive and effective international integration. Maintain the spirit, steadfastness, perseverance in principle issues but be proactive, positive, flexible, creative and effective in leadership, direction and management in accordance with the situation, especially issues arising when the situation changes very quickly, with many unpredictable developments.
Third, stick to reality, start from reality, respect reality, take reality as a measure; respond to policies promptly and appropriately, including general and specific policies, and organize work implementation in accordance with the conditions and circumstances of Cao Bang.
Fourth, innovation in thinking, thinking must be mature, ideas must be clear, determination must be high, efforts must be great, actions must be drastic and effective, implementation must be focused, key points, each task must be completed, especially in investment in strategic infrastructure development. In particular, regarding traffic infrastructure, it is necessary to identify and concentrate highly, to complete the most necessary projects to promote spillover effects, increase land value, and open up new development space.
Fifth, promote cooperation in trade and service development with China. On this occasion, the Prime Minister applauded the province for doing a good job in this task, including proactively building Ta Lung 2 bridge and infrastructure at Ta Lung international border gate area.
Sixth, focus on restructuring the economy, promote agricultural development as a pillar of the economy, eliminate hunger and reduce poverty, and actively develop industry and services.
Seventh, attach importance to education development, promote training of high-quality human resources; develop a system of ethnic boarding schools, in the context that human resources are the key to the province's development.
Eighth, as a border province, Cao Bang needs to attach importance to protecting independence, sovereignty, political stability, social order and safety, building a solid defense zone for national security and defense, and a front line of international economic cooperation and competition.
Ninth, strengthen decentralization, delegation of authority, and individualization of responsibilities along with appropriate resource allocation, and improve the capacity of officials to implement, inspect, supervise, and control power.
Tenth, focus on Party building and building a system of administrative agencies that are united, unified, honest, democratic, active, effective, and take people and businesses as the center of service. Build a team of professional, clean, dedicated officials to serve the people.
The Prime Minister basically agreed with the tasks, mainly stated in the report and opinions of the delegates, and noted a number of key points, first of all, continuing to effectively implement measures to prevent and combat COVID-19 and other epidemics.
Developing agriculture towards safe goods associated with standards, standardization and traceability; changing the structure of crops and livestock, increasing the area of valuable crops, promoting livestock farming and wood processing.
Increase the added value of mineral processing industry; promote agricultural processing industry, attract new industries. Focus on infrastructure investment for industrial development; improve the efficiency of industrial parks and border economic zones. The Prime Minister emphasized that Cao Bang's border economic zone had its planning approved in March 2022, this is the new development driving force of Cao Bang province, which needs to be focused on building.
Developing tourism into a spearhead economy, with diverse and unique tourism products associated with history, tradition, national cultural identity, natural conditions, especially cultural tourism, revolutionary history, eco-tourism, community tourism...
Promote trade and service development; focus on digital transformation and e-commerce development to enhance connectivity, promote and expand markets, creating sustainable output for local products.
Identify planning as a key and central task, complete the planning of Cao Bang province for the period 2021-2030, with a vision to 2050; planning must be one step ahead, with a long-term, strategic vision, both promoting potential and strengths and overcoming limitations. Focus on developing socio-economic infrastructure, especially connecting traffic infrastructure.
Resolutely reform administrative procedures, improve competitiveness rankings to improve the business investment environment; build digital government, promote online public administrative services.
Commenting on the proposals and recommendations, the Prime Minister asked ministries, branches and Cao Bang province to join hands to complete the elimination of temporary and dilapidated houses in the area in 2023-2024.
The Prime Minister especially emphasized the task of actively removing difficulties and obstacles, concentrating all resources, and giving top priority to starting the Dong Dang (Lang Son) - Tra Linh (Cao Bang) expressway project under the form of public-private partnership. The Ministry of Finance will study and prioritize allocating central capital for this project. After completing this route, it will consider implementing other road projects.
The Prime Minister wishes Cao Bang province "a new year of new victories" and that 2023 will achieve more positive results, higher than 2022./.
