According to the Nghe An Province Hydrometeorological Station, at 4:00 p.m. on August 24, the center of storm No. 5 was at approximately 17.6 degrees North latitude; 109.9 degrees East longitude, approximately 470km from the mainland of Nghe An and Ha Tinh provinces, approximately 450km to the East Southeast. The strongest winds near the center of the storm were at level 13-14 (134-166 km/h), gusting to level 16.
The storm is moving west at a speed of about 20km/h and is forecast to strengthen before approaching land.
It is forecasted that tomorrow evening (August 25), the storm will make landfall in the provinces from Thanh Hoa to Quang Tri. The disaster risk level has been raised to level 4 (very high) in coastal areas from Thanh Hoa to Quang Tri and on the mainland of these provinces when the storm makes landfall. From the afternoon and night of August 24, the sea area of Nghe An province (including Hon Ngu island) will have winds gradually increasing to level 7-9, then increasing to level 10-11, near the eye of the storm will be strong at level 12-14, gusting to level 16. Waves are 5-7m high, near the eye of the storm waves are 8-10m high. The sea is rough. Coastal areas of Nghe An province need to be on guard against storm surges of 0.5-1.5m high. There is a high risk of flooding in low-lying coastal areas and river mouths due to big waves and surges in the afternoon and evening of August 25.
Speaking at the meeting, Prime Minister Pham Minh Chinh emphasized the spirit of "prevention is better than cure", and must put the safety of people's lives first and foremost.
Faced with the complicated developments of storm No. 5, the Prime Minister requested all levels, sectors and localities to proactively prepare from today, with the highest preparedness spirit; at the same time, thoroughly review and be ready to activate response plans.
Prime Minister Pham Minh Chinh emphasized: Natural disasters are becoming more and more severe, climate change is becoming more and more evident. In recent years, the situation of natural disasters, storms and floods in our country has been very complicated. This is an especially dangerous natural disaster situation, localities absolutely must not be subjective. All levels and sectors must thoroughly grasp the spirit of "4 on-site", ensuring the fastest, most timely and effective response.
The Prime Minister requested to review and assess the actual response readiness of each ministry, sector and locality; carefully prepare evacuation plans, ensuring absolute safety for people's lives. Hydrometeorological agencies must continuously update forecasts, provide complete and accurate data, and at the same time strengthen coordination and exchange with international agencies to increase reliability when the storm makes landfall. Commands at all levels, especially coastal and mountainous provinces, need to urgently take action, carefully prepare all plans, with the highest goal of not causing human casualties and minimizing property damage.
Immediately after the meeting, the Prime Minister went to Cua Lo ward (Nghe An) to inspect the storm response situation.
