Opening the workshop, Head of the Rural Development Department (Hanoi Department of Agriculture and Environment) Hoang Thi Hoa emphasized: The workshop aims to assess the operation situation of agricultural cooperatives in the city, propose mechanisms, policies and solutions to remove difficulties and obstacles to improve the capacity and efficiency of agricultural cooperatives to complete and exceed the targets on developing agricultural cooperatives by 2025, and orient the development of agricultural cooperatives in the period 2026-2030.
According to the report of the Hanoi Department of Agriculture and Environment, by August 2025, there will be 1,588 agricultural cooperatives in the city (an increase of 3.5% compared to the 2025 plan target). Of which, 1,280 cooperatives are operating, 308 cooperatives have stopped operating, waiting for dissolution; the average revenue of cooperatives/year reaches more than 2,500 billion VND; the average profit of cooperatives reaches about 200 billion VND. Notably, there are 11 agricultural cooperative unions in the city.

Agricultural cooperatives in Hanoi are constantly innovating, gradually improving their operational efficiency. The application of high technology and the transfer of scientific and technical advances have helped improve productivity, quality, and build brands for local agricultural products. Many collective economic models have been established, creating concentrated commodity production areas, closely connecting members. Agricultural cooperatives basically provide a number of services to support members' production.
Besides positive results, agricultural cooperatives in the city still face many shortcomings and difficulties, such as: The capacity and qualifications of cooperative leaders through training are still low, mainly based on experience; the charter capital of agricultural cooperatives, production and business capital is still limited; the number of agricultural cooperatives applying high technology, smart agriculture, producing according to organic standards, and linking along the value chain is not much...

At the workshop, delegates from the Hanoi Department of Agriculture and Environment; Department of Cooperative Economics and Rural Development; Institute of Strategy and Policy on Agriculture and Environment; School of Management of Agricultural and Rural Development Staff; Institute of Cooperative Economic Development; General Director of Chuc Son Clean Vegetable and Fruit Cooperative... discussed the orientation and solutions to enhance the role and position of agricultural cooperatives in Hanoi city in the new period; the role and significance of policies in the field of agricultural cooperative development and made recommendations and proposals for policy mechanisms for cooperatives in the coming time.
Delegates also discussed the application of new policies and laws for agricultural cooperatives under two-level local government; new generation free trade agreements - characteristics, development trends and impacts on agricultural cooperatives in Vietnam; sharing experiences in cooperative management and solutions for cooperative development in the coming period...
Through the workshop, the Organizing Committee proposed and advised competent authorities to issue mechanisms, policies and solutions to remove difficulties and obstacles in order to improve the capacity and operational efficiency of agricultural cooperatives in Hanoi to complete and exceed the targets on agricultural cooperative development by 2025 and orientation for agricultural cooperative development in the period 2026-2030.
